Özet
Araştırmada Türk ve İngiliz Eğitim Sistemleri genel olarak değerlendirilerek her iki ülkenin öğretmen yetiştirme sistemleri karşılıklı olarak incelenmiştir. Öğretmen yetiştirme sistemlerinin incelenmesine ve değerlendirilmesine geçmeden önce genel olarak sistem kavramı, eğitim sistemi ve karşılaştırmalı eğitim kavramları üzerinde durulmuş ve bu kavramlar hakkında genel bilgiler verilmiştir. Daha sonra her iki ülkenin eğitim sistemlerinin tarihsel süreçleri, eğitim sistemlerinin dayandığı temel ilkeler ve amaçlar ve eğitim sistemlerinin organizasyonu incelenmiştir. İncelemeler yapılırken en güncel kaynaklara ulaşılmaya çalışılarak verilen bilgilerin güncel ve güvenilir olması amaçlanmıştır. Araştırmanın sonucunda ulaşılan sonuçlar: 1. Türk Eğitim Sistemi 1739 sayılı Milli Eğitim Temel Kanunu üzerine oturtulurken İngiliz Eğitim Sistemi 1988 Ulusal Programı esaslarına göre düzenlenmiştir. 2. Türk Eğitim Sistemi merkezi ve bürokratik bir yapıya sahipken İngiliz Eğitim Sistemi çok bürokratik bir yapıya sahip olmayıp yerel otoriteleri de sisteme dahil etmiştir. 3. Türkiye'de zorunlu eğitim 8 yılken İngiltere'de 11 yıldır. İngiltere'de okul öncesi eğitimden ortaöğretime kadar okullaşma yayılırken Türkiye'de zorunlu eğitim çağındaki çocukların tamamı okullaştırılamamıştır. 4. Her iki ülkede de öğretmen yetiştirme 19. yüzyılın sonlarında başlamıştır ve yapılan değişiklikler ve yenileştirmelerle günümüze gelmiştir. 5. Türk Eğitim Sistemi'nde öğretmen olmak isteyen adayların Öğrenci Seçme Sınavı'ndan (ÖSS) yeterli puanı almaları fakülteye kayıt yaptırmak için yeterli olurken İngiliz Eğitim Sistemi'nde adayların nitelikleri göz önünde tutularak mülakata alınırlar. Mülakatın sonucunda gerekli niteliklere sahip olan adaylar fakülteye kayıt yaptırmaya hak kazanırlar. 6. İngiltere'de öğretmen adayları için meslek öncesi okul deneyimi 25 ? 32 hafta arası iken Türkiye'de bu süre bir yarı yıl yani 16 haftadır. 7. Türkiye'de öğretmen adayları mezun olduktan sonra yine bir sınava girerek aldıkları puana göre bakanlık tarafından okullara yerleştirilirler. İngiltere'de ise öğretmenlerini okullar kendileri seçer. 8. İngiltere'de hizmetiçi eğitim programlarına gereken önem verilip her yıl öğretmenlere uygulanırken Türkiye'de gereken önem verilmemektedir.

This research is to evaluate Turkish and English Educational Systems in general and is to examine teacher education systems in mutual. Before examining and evaluating teacher education systems, system concept, education system and comparative education concepts have been defined in general. Then, the historical survey on educational system, the principles and targets depending on educational system and the organization of educational system have been examined. While examining it has been tried to reach the latest parameters so as the information to be current and credible. The results taken at the end of the research are: 1. Turkish Educational System has been based on the principles of the Fundamentals of National Education numbered 1739 and English Education System has been based on National Curriculum numbered 1988. 2. While Turkish Education System has more bureaucratic and centric structure, English Education System has less bureaucratic structure and it also includes the local authorities. 3. In Turkish Education System compulsory education is 8 years whereas in English Education System compulsory education is 11 years. Starting from pre-schools to secondary schools all of the area of England has been covered with schools. On the other hand, all of the children who have to be at school have not been able to sent to schools in Turkey. 4. In both countries teacher education started at the end of the 19th century and with innovations and modernization they have taken their current forms. 5. In Turkey the candidates who want to be teacher is enough to pass University Entrance Exam. On the other hand, in England the candidates are interviewed according to their characteristics. At the end of the interview, the candidates, who have the necessary qualities, have right the registration to the faculty. 6. In England, candidates of teacher have to complete 25 to 32 week of school experience before graduation. However, in Turkey school experience is for one term, that is, 16 weeks. 7. In Turkey candidates of teacher have an exam after graduation and they are employed in schools which are determined by the Ministry of Education. However, in England schools choose the teachers. 8. In England in-service training is given necessary importance and teachers have inservice training every year but in Turkey it is not given necessary importance.
