Özet
KOB'ler; dengeli ekonomik ve sosyal kalkınmanın saglanması, istihdam,gelir vergisi, katma deger ve ihracata katkıları nedeniyle ülke ekonomilerininvazgeçilmez unsurlarıdır. Ayrıca; büyük isletmelere sagladıkları girdi ve hızladegisen piyasa kosulları ile teknolojik gelismelere uyum saglama kapasiteleri gibiözellikleri bu isletmelerin dünya ekonomilerindeki önemini arttırmaktadır.Çalısma; ulusal ve yabancı kurumların KOB'leri nasıl sınıflandırdıkları ilebaslayarak, teoride KOB'lerin bütün çalısma kosulları, avantajları, dezavantajları,sorunları ve Basel II'nin uygulamaya konulması ile birlikte ekonomideki yenidurumları degerlendirilmistir. Ardından; KOB'lere ulusal ve uluslararası bankalarınve banka dısı finansal kurulusların sagladıgı destekler incelenmistir. Ancak yapılandegerlendirmede; KOB'lerin bu desteklerden yeterince yararlanamadıklarıgörülmüstür.Ülkemiz ekonomisinde KOB'lerin tarihsel gelisimi ile beraber bu gelismeleringünümüz ekonomisine yansımaları ve etkileri belirtilmistir. 1985 yılı itibarıylaKOB'ler; degisen istihdam, isyeri sayısı, katma deger, toplam vergi içindeki paylarıgibi ölçeksel degerlendirmeler ile incelemis olup, dünya ekonomisinde söz sahibiülkeler ile kıyaslamalar yapılmıstır. Yapılan karsılastırmalar sonucunda; KOB'lerinTürkiye ekonomisi içindeki payları degerlendirilerek günümüz politikalarının KOB'lerüzerindeki eksiklikleri belirtilmistir.Çalısmada; yapılarının yakın gelecege dönük politikalar ve Basel II ilesekillenecek KOB'leri nelerin bekledigi ve uygulanması planlanan ekonomikpolitikaların önümüzdeki dönem sunacagı fırsatlardan da bahsedilmistir. Ayrıcaistihdam konusunda daha etkin yaptırımların alınması gerekliligi gibi KOB'lerinekonomik kalkınma ve sosyal refah konusundaki önemi detaylı olarakvurgulanmaktadır.

Since SMEs ensure economic and social development and contribute toemployment, income taxation, additional value and exportation, they areindispensable components of national economies. Moreover, their qualities such asthe input provided to major companies and the capacity of adapting into rapidlychanging market conditions and technological developments, induce suchcompanies to increase their importance for the world economies.This thesis initially examines how national and foreign institutions classifySMEs and it elaborates operating conditions, advantages, disadvantages andproblems of all SMEs in theory and Basel II set in practice. It also assesses recentsituation within the economy and consequently analyses the support national andinternational banks and other financial institutions render to SMEs. In the end, it isconcluded that SMEs cannot sufficiently benefit from such support.The historical development of the SMEs and their effects and reflections onthe current economic environment are presented. As of 1985, the changingatmosphere of the unemployment, the number of business places, the value added,the proportion in the total tax payments are analyzed and these analyses arecompared with the countries that are powerful in effecting the world economy.Based on the comparisons that are made; the proportion of the SMEs in the Turkisheconomy is evaluated and by this evaluation the lack of the policies on the SMEsare tried to be emphasized.In this study, the future expectations of the SMEs?, whose structure will beshaped by the near future policies and the Basel 2, and the forthcomingopportunities of the economic policies that are planned to be applied, has beendiscussed. The necessity of the effective sanctions in respect of employment andthe importance of the SMEs in the economic growth and welfare have beenemphasized in details.
