Özet
Türkiye'de genel yönetim yapısının tasra örgütlenmesinde Osmanlı Devleti'nden miras kalan il yönetimi bugüne kadar çok degisik uygulamalardan geçerek günümüze kadar varlıgını devam ettirmistir. Cumhuriyetin ilan edilmesinden sonra 63 olan il sayısı, sonraki yıllarda il sayısında meydana gelen kimi azalma ve artıslar neticesinde bugün 81 sayısına ulasmıstır. Özellikle 1980'li yılların sonundan itibaren siyasal iktidarların kimi girisimleri sonucu il sayısı sürekli bir artıs içerisine girmis ve bu beraberinde diger bir mülki yönetim birimi olan ilçe sayısında da büyük bir artısa neden olmustur. Ancak bugün gelinen nokta itibari ile yönetsel yapının tasra örgütlenmesinde bir bozulmanın ve yönetsel kademeler arasında büyük bir dengesizligin oldugunu söylemek mümkündür. Bunun en büyük nedeni olarak da siyasal iktidarlar tarafından yönetsel birim sayılarında artısa gitmeden önce herhangi bir bilimsel çalısmanın yapılmaması, bir nesnel kıstasın ölçü olarak kabul edilmemesi ve ayrıca anayasa ve yasalarda ifadesini bulan il kurulmasına yönelik hükümlerin içeriklerinin net ve belirgin bir sekilde anlasılamaması olarak gösterilebilir. Bu çalısmada Türkiye'de son yıllarda ivme kazanan il sayısındaki artıslar, tasra yönetim kademelerinin bölünmesi ve bunun beraberinde getirdigi sorunlar açıklanmaya çalısılmıstır. Toplam bes bölümden meydana gelen bu çalısmanın giris kısmında il yönetimine ve tasra kademelenmesine yönelik genel anlamda bir degerlendirme yapılmıs, birinci bölümde il yönetiminin tarihsel gelisimine, ikinci bölümde il kurulmasına iliskin süreçlere ve faktörlere, üçüncü bölümde il kurulmasıyla birlikte ortaya çıkan sorunlara deginilmistir. Çalısmanın sonuç bölümünde ise çalısma sonucunda elde edilen bilgiler dogrultusunda, genel 2 yönetimin tasra örgütlenmesi konusunda çesitli görüs ve önerilerin degerlendirilmesine çalısılmıstır.

The province of government that is inherited by Ottoman Empire has been exercised and continued its entity till nowadays in terms of local organization of general goverment's constitution in Turkey. After Turkish Republication is declared, the number of province which is amount of 63, has been reached up to 81 because of the increasing or decreasing of number of province in the course of time. Particularly number of province continuously boomed due to some political groups who have formed government's attempts after late 1980 and along with, it has been seen dramatic increasing at number of district that is other of the civil service. But it is possible to mention that there is corruption and imbalance between administrative grades at government's management constitutions of local organizations from the point of view of today. The biggest cause of this issue is that before some politicians running the government decide to raise administrative unit numbers; ordinary scientific study at this subject is not be done, common objective criterion is not to be accepted as a standard and also verdicts and its regulations that is stated constitution and laws and containing information's about how to establish a province might not be point out and not be understood intelligibly and properly. At this study, increasing number of province especially accelerating lately and separation at local administration departments and the problems of this separation's outcome is tried to be indicated. This study that is formed from five chapter. General information about government of province and local division is expressed at introduction chapter, historical progress of government of province at first chapter, processes and factors of founding of province at second chapter, the problems occurred by founding of province at third chapter was discussed formally. By using the information that is gotten at the end of study general government's various opinions and suggestions regarding local organization was tried to be observed at conclusions of this study.
