Özet
Bölge kavramı, günümüzde ulus üstü ve ulus altı boyutlarıyla ekonomik, siyasal, yönetsel açılardan tartısılmakta, adeta bir ?yeniden dogus? yasamaktadır. Ancak, bu yeniden dogus bölge politikalarının içeriginde önemli bir farklılasmaya denk düsmektedir. Bu, ulus altı düzeyde, gelismis dünyada refah devleti, azgelismis dünyada ulusal kalkınmacı devlet döneminin bölgelerarası esitligi hedefleyen politikalarından, neoliberal dönemin düzenleyici devletinin bölgelerarası rekabeti tesvik eden politikalarına dogru bir dönüsümdür. Söz konusu dönüsüm, devletin bölgesel politikalardaki rolünün içerik, biçim ve araçlar yönünden degisimini de getirmistir. Türkiye'de bölgesel politikaların degisen hedef, araç ve uygulamaları da bu dönüsümü göstermektedir. 1950'li yıllara kadar ulus-devletin ekonomik ve siyasal bütünlügünü saglama hedefiyle mekân politikaları, 1980'li yıllara kadar bölgesel esitsizlikleri asma hedefiyle ulusal kalkınma ve sosyal devlet politikaları Türkiye'de bölge yönetimi sorununun çerçevesini olusturmustur. Türkiye'de 1980'le gelen neoliberal dönüsüm, baslangıçta bölgesel politikalar açısından dogrudan bir degisiklik getirmese de, 1990'ların sonunda hızlanan küresel kapitalizmle bütünlesme süreciyle birlikte bölge kavramı yeni bir içerikle gündeme gelmistir. Küresel piyasada rekabet edebilir bölgelerin yaratılması hedefine yogunlasan bölgesel politika tartısmaları, bölge yönetimi sorununu canlı bir tartısma konusu haline getirmistir. Bölgesel düzeyde bir örgüt olarak kalkınma ajanslarının kurulması, aynı zamanda Avrupa Birligi'ne uyum olarak adlandırılan politik-yönetsel süreçlerin de önemli baslıklarından birini olusturmustur. 2006 yılının basında, bölgesel politikaların temel aracı ve yeni, farklı bir yönetsel yapı olarak kalkınma ajanslarının kurulması yasalasmıstır. Sonuç olarak, tez, 1923'den günümüze Türkiye'de bölge yönetimi sorununu elestirel bir bakıs açısıyla tartısmaktadır.

In recent years, the concept of region with its sub-national and supranational aspects, is being discussed from economic, political, and administrative perspectives. It might be said that region is undergoing a ?renaissance.? Nevertheless, this renaissance is paralleled by a change in the content of the politics of region. At the sub-national level, this points to a shift from policies that aim to achieve interregional equality to neoliberal policies directed to promote interregional competition. The earlier egalitarian policies were adopted in the developed world as a means to the welfare state and in the underdeveloped world as an instrument for national development. The recent policies are adopted by the regulatory state of the neoliberal era. This shift has also led to changes in the the state?s role in regional policies in terms of content, form, and instruments. Changing aims, instruments, and practices of the regional policies in Turkey also reflect this transformation. Until 1950?s regional policies are extended by integration of the nation-state, until 1980?s regional policies are extended by national development. The neoliberal transformation which started in 1980 has not directly affected regional policies; however, with the accelerated integration process of Turkey into the global capitalism in the late 1990s, the concept of region has regained importance with a new content. As a result of discussions on regional policies focusing on the creation of regions with high competition capacity on global level, the issue of regional government has become a hot topic. The establishment of development agencies as an institution on the regional level has constituted a major topic in the political and administrative processes known as the accession process to the European Union. The passing of the Development Agencies Law in early 2006 has given rise to the establishment of development agencies as a basic instrument of regional policies and as a new and different administrative unit. In conclusion, this study discusses the issue of regional government in Turkey since 1923 from a critical point of view.
