Özet
Bu çalışma, devlet okulları ilköğretim 4. ve 5. sınıflarda uygulanmakta olanngilizce programını öğretmen ve öğrenci görüşleri ışığında değerlendirmek amacıylayapılmıştır.Öğretmenlerin içerik ve içeriğin dizini, içerik ile program hedeflerinin tutarlılığıve programın uygulanmasına yönelik görüşlerini ortaya çıkarmak amacı ile bu çalışmaiçin geliştirilmiş olan ölçme aracı, Mersin'de yer alan farklı okulların 4. ve 5.sınıflarında ngilizce derslerine girmekte olan 130 öğretmene uygulanmıştır.Öğrencilerin programa ilişkin görüşlerini ortaya çıkarmak için ise farklı okullardanseçkisiz olarak seçilmiş 40 ilköğretim öğrencisi ile birebir görüşme yapılmıştır.Öğretmenlerin hali hazırda uygulanmakta olan programa yönelik görüşlerininanalizi için, her bir ifadeye göstermiş oldukları tepkiler ve bunların frekans veyüzdeleri alınarak ayrı tablolar halinde sunulmuştur. Verilerin analizi bilgisayarortamında, SPSS 9.05 paket programı kullanılarak yapılmıştır.Öğrencilerle yapılan birebir görüşmeler sonucunda elde edilen veriler ise ortakverilen cevaplara göre sınıflandırılmıştır. Öğrencilerin programa ilişkin görüşleri, busınıflandırmayla elde edilen frekans ve yüzdelere göre değerlendirilmiştir.Bulguların sonucunda, öğretmenlerin, içerik ile hedeflerin tutarlı olduğunudüşünmelerine rağmen, içeriği ve programdaki dizinini tam anlamıyla onaylamadıklarıortaya çıkmıştır. Bunun yanı sıra, uygulanmakta olan programın bazı yenilik vedeğişiklikler yapılmadığı sürece bütünüyle uygulanabilir olmadığı belirtilmiştir.Öğretmenler, haftada iki saatlik zaman diliminin programı uygulamak ve hedeflerineulaşmak için yetersiz olduğunu düşünmektedirler. Öğrencilerle yapılan görüşmelerdenelde edilen bulgular göstermektedir ki örenciler 4. ve 5. sınıflarda ngilizce öğreniyorolmaktan son derece memnunlar. Verilerin analizi ve bulgular sonucunda öğretmen veöğrencilerin 4. sınıfta ngilizce öğrenmeye başlamanın kendi görüşleri çerçevesinde bazıdeğişiklikler yapılıp yeterli zamanın sağlanması durumunda faydalı olacağınıdüşündükleri ortaya çıkmıştır.

This study was carried out in order to evaluate the English curriculum that isimplemented at the 4th and 5th grades of primary state schools under the light of theteachers? and the students? views about it.In order to reveal the teachers? views on the content and the sequence of thecontent, consistency of the content with the objectives and the implementation of thecurriculum, a research instrument specially developed for this study was distributed to130 teachers who teach English to the 4th and 5th grade students in different primarystate schools in Mersin. For revealing the students? views on the program, 40 randomlyselected students from different primary state schools were interviewed individually.In order to analyze the teachers? opinions on the already existing curriculum, thereactions of the teachers to each statement and their frequencies and percentages werecalculated separately and presented in tables. For the analysis of the data, SPSS 9.05package program on the computer was used.The data gathered from the interviews with children were classified according tothe common responses of the children. After the classification, their frequencies andpercentages were calculated. The interpretations and comments on the children?sopinions about the English curriculum were made according to these findings.As a result of the findings, it was found out that although the teachers think thatthe content and the objectives are consistent, they do not totally appreciate the contentand its sequence in the curriculum. Besides, it is indicated that the existing curriculum isnot completely applicable unless some revisions and changes are made. The teachersbelieve that two-hour time per week is inefficient to accomplish the program and reachthe aim of the existing curriculum. Findings related to the interviews with childrenreveal that children are pleased to be learning English at the 4th and 5th grades.At the end of data analysis and findings, it was found out that both the teachersand the students find it useful to start learning English at the 4th grade if some changesare made according to the views of the teachers and the students, and efficient amountof time is provided.
