Özet
ÖZET Bu çalışmanın amacı halk eğitim başkanlarının halen göstermekte oldukları yeterlikleri saptamak ve bu saptanan yeterliklere dayalı olarak onların hizmet -iç i eğitim gereksinimini değerlendirmektir. Araştırmanın örneklemini 178 halk eğitim merkez müdürü, 40 il milli eğitim müdürü ve 48 halk eğitim başkanı oluşturmuştur. Bilgi toplamak için kullanılan anket, 1979 tarihli Yaygın Eğitim Kurumları Yönetmeliğine ve ilgili literatüre dayanılarak araştırmacı tarafından geliştirilmiştir. Veriler frekans, yüzde, aritmetik ortalama, standart sapma, bir yönlü varyans analizi ve tukey-HSD işlemi teknikleri kullanılarak çözümlenmiştir. Verilerin analizi sonucunda, eşgüdüm, kurum-çevre ilişkileri, karar verme, araştırma-geliştirme ve değerlendirme yeterlik alanlarına ilişkin yeterliklerin halk eğitim başkanlarınca halen düşük derecede gösterilmekte olduğu saptanmıştır. Diğer yandan yetki ve sorumluluğun kullanımı, liderlik, personel yönetimi, örgüt iklimi ve iletişim yeterlik alanlarına ilişkin yeterliklerin halk eğitim başkanlarınca halen yüksek derecede gösterilmekte olduğu saptanmıştır. Son olarak halk eğitim başkanlarının halen göstermekte olduğu i i iyeterliklere ilişkin olarak halk eğitim merkez müdürlerinin görüşleriyle il milli eğitim müdürlerinin görüşleri arasında anlamlı farklılıklar bulunmuştur. Aynı şekilde halk eğitim merkez müdürlerinin görüşleriyle halk eğitim başkanlarının görüşleri arasında da anlamlı farklılıklar saptanmıştır. Halk eğitim başkanlarının görüşleriyle il milli eğitim müdürlerinin görüşleri arasında ise anlamlı farklılıklar bulunmamıştır. iv

ABSTRACT A study on the Determination of Beads of Adult Education's Coapetenciea in Turkey By DOMAN, Ahmet Master of Bducational Sciences HETÖ July 1991 The purpose of this study is to determine actual competencies of the heads of adult education in Turkey and to assess the in-service training needs of them in relation to the determined competencies. The sample consisted of 178 directors of adult education centers, 40 provincial directors of national education and 48 heads of adult education. A questionnaire was developed by the researcher based on the Regulation of Adult Educational Institutions enacted in 1979 and related literature for gathering the data. The data nere analyzed by using frequency, percentage, mean, standard deviation, one way ANOVA and tukey-HSD procedure. Anlyses of the data revealed that the competencies related with the competency area are as follows; coordination,community-institution relations, decision making, research- development, and evaluation. They displayed to high degrees the competencies related with the competency are of using the authority and responsibility, leadership, personal administration, organizational climate, and communication. Finally, there are significant differences between the views of the directors of adult education centers and those of the provincial directors of national education concerning the actual competencies of the heads of adult education.
