Özet

ÖZET Devletin ekonomi içinde yer alıp almayacağı veya ne ölçüde yer alacağı, farklı teorik yaklaşımlarda tartışılan öncelikli konulardan biri olmuştur. Devletin ekonomi içindeki rolü iki farklı yönden ele alınmaktadır. Bunlardan bir tanesi, gelir, diğeri ise harcama yönüdür. Mal ve hizmetlerin devlet tarafından sunulması harcama yapmayı gerektirirken, bu harcamaların finansmanı için gelir elde edilmelidir. Bu çalışmada, harcamalar yönünden, devletin ekonomideki rolü ele alınmıştır. Türkiye'de kamu harcamalarının 1980-2004 dönemi için gelişimi incelendiğinde genel olarak artış yönünde bir seyir izlediği söylenebilir. Toplam konsolide bütçe harcamaları artarken, harcama bileşiminde zaman içinde değişim meydana gelmiştir. İktisadi ayrıma göre, transfer harcamalarının payı giderek artmıştır. Kamu harcamaları içerisinde en büyük sınırlandırma yatırım harcamalarına getirilmiş, yatırım harcamalarının artış hızı giderek azalmıştır. Türkiye'de kamu harcamalarının rakamsal gelişimi incelendikten sonra, bu harcamaların makro ekonomik performansı ifade eden, GSMH, TEFE ve işsizlik değişkenleri üzerindeki etkileri Granger Nedensellik Analizi kullanılarak test edilmiştir. Netice itibariyle, Türkiye'de kamu harcamalarının, makro ekonomik performansı etkileyen önemli bir faktör olduğu, dolayısıyla, makro ekonomik politikalar oluşturulurken dikkate alınması gereken bir unsur olduğu ortaya çıkmıştır.

11 ABSTRACT The involvement of the state in the economy and the extend of it has been one of the primary debates with various theoratical approaches. The role of the state in the economy is examined from two different perspectives. One of them is the income aspect and the other is the expenditure aspect. While the provision of the goods and services required spending by the state, income is needed to finance these expenditures. This study examines the role of the state in terms of expenditures. It can be said that there has been a general increase in the development of the public expenditures in Turkey within the period of 1980-2004. While the total consolidated budget expenditures have increased, there has been a change in the expenditure components in time. According to the economical section, transfer expenditures have continuously increased. The largest limitations in the public expenditures have been imposed on the investment expenditures and the pace have gone down rapidly. After examining the numerical developments in the public expenditures in Turkey, the effects ofthese expenditures on GDP, WPI, and unemployment which define macroeconomic performance have been tested by using the Granger Causality Analysis. As a result it is found that the public expenditures are important factor which affect the macroeconomic performance in Turkey, thus they need to be considered when forming the macroeconomic policies.
