Ombudsman, Inspection of Administration, Turkey. ABSTRACT SYSTEM OF OMBUDSMAN AND ITS APPLICABILITY TO TURKEY Established at the beginning of the 19th Century in Sweden, Ombudsman, along with the progress in basic human rights and freedoms, has been implemented under different names in many democratic counties, which are different in terms of political, economic, cultural, social and demographic structure by modifying some of its qualities accordance with each country's legal system and its specific needs. This thesis seeks to examine the institution of ombudsman, regarding its definition, history, legal status, working methods, obligation and jurisdiction and the consequence of its verdicts and look at the implementation of Ombudsman in same of the European countries such as Sweden, England and France with different administrative legal system. It then point out that despite the massive complaints about governmental action, operation and attitude that are inconsistence with the law, political, administrative and judicial inspections are unable to produce sufficient solutions to these complaints in Turkey and argues that the system of Ombudsman should be established as an additions inspection mechanism.
