Özet
ÖZET Sovyetler Birliği çöktükten sonra ortaya çıkan yeni cumhuriyetlerde Kamu Personel Rejiminin yeniden yapılandırılması büyük önem taşımaktadır. Bu çerçevede Azerbaycan Cumhuriyetinde Personel Rejimi ile ilgili yeni düzenlemeler yapılmıştır. Üç bölümden oluşan bu çalışmamızda Azerbaycan Kamu Personel Sitemi incelenmiştir. Birinci bölümde dünyadaki mevcut Kamu Personel Rejimi ile ilgili genel açıklama yapılmıştır. Özellikle bu bölümde Personel Rejiminin temelini oluşturan ilkelere, memurluk statüsüne, hizmete giriş koşullarına, kamu görevlilerinin yükselme ve değerlendirme yöntemlerine, memurların eğitimi konularına değinilmiştir. İkinci bölümde ise Azerbaycan'ın Kamu Personeli Yönetim Sisteminin yapısı ve işleyişi incelenmiştir.Burada esas olarak Azerbaycan Kamu Personel Sistemini düzenleyen, 21 Haziran 2000 tarihli Kamu Hizmeti ile İlgili Kanun çerçevesinde değerlendirmeler yapılmıştır. Eskiden mevcut olmayan, daha doğrusu kamu personeli yönetimi geleneğine sahip olmayan Azerbaycan'da tabiiki iyi bir personel sistemi oluşturma çabaları takdire layıktır. Ancak bütün çabalara rağmen bunda başarılı olduğunu söylemek mümkün değildir. Bağımsızlığın ilk yıllarından bugüne kadar personel sistemi ile ilgili pek çok şeyin gerçekleştirilmiş olmasına karşın iyi bir personel sistemi kurulamamıştır. Bu yüzdende üçüncü bölümde Azerbaycan Kamu Personeli Yönetim Sisteminin sorunları ve çözüm önerileri üzerinde durulmuştur.

ABSTRACT After the collapsement of the Soviet Union, the re-structuraiization of Public Personnel Regime of newly appeared republics become important. At this frame, were made new reforms concerned with Personnel Regime in Republic of Azerbaijan. in this work, which consist of three chapters, was analysed the Public Personnel System of Azerbaijan. In the first chapter, was made general statements concerned with the Public Personnel Regime, existing in the world. Especially in this chapter were mentioned the topics about the principles that form the fundaments of Personnel Regime, public officer statuses, the requisits for service entry, the methods of appointment and revision for public officer, the education of public personnel. In the second chapter was analysed the structure and function of Public Personnel Management System in Azerbaijan. Here mainly were made reviews by the Law About Public Service dated as 21 June 2000, which organizes the Public Personnel System of Azerbaijan. Of course, the attemptes, concerned with the forming a good personnel system in Azerbaijan, which had not before its own public personnel management traditions are at the good sound. However in spite of all attemptes, it can't be said that the all attemptes were successful. Despite of many things made at the short time as long as from the first years of its independence, there still not established a well working personnel system. Because of that, in the third chapter were discussed the problems of Azerbaijanian Public Personnel Management System and made suggestions for possible solutions. MMCfhMAWrftSYrvN mrttKrrf
