Özet
Azerbaycan kuzeyde Rusya, güneyde İran, batıda Ermenistan ve Türkiye, kuzey batıdan Gürcistan ile sınırlan bulunan ve Asya ile Avrupa arasında transit ülke konumundadır. Sovyet rejiminin çöküşü ile alt üst olan ülke ekonomisinde son beş yılda gelişmeler görülmektedir. Bu gelişmeler daha çok pazar iktisadiyatına geçilmesi ile özel sektöre ve yabancı yatırımların ülkeye teşvik edilmesiyle görülmektedir. Azerbaycan coğrafi konumu itibariyle turizm potansiyeli yüksek bir ülkedir. Ayrıca transit bir ülke olması turizm sektörünün ülke ekonomisindeki yerini ve önemini arttırmaktadır. Bu araştırmadaki esas amaç ülke ekonomisinde turizm sektörünün yeri incelenerek turizm eğitimine yönelik önerileri belirtmektir. Bunun için önce ülke tanıtımı ve daha sonra ekonomisi genel olarak belirtilerek ülke turizm kalkınma planlan ve bu planlar içinde mesleki eğitim düzeyi, karşılaşılan sorunlar ve çözüm önerileri belirtilmiştir. Ayrıca Türkiye Turizm Eğitim Kurslarındaki eğitim programlan örnek alınarak Azerbaycan için Turizm Eğitim Kurs programlan hazırlanmıştır. Azerbaycan'da turizm sektörü oldukça büyük sorunlarla karşılaşmaktadır. Ülkede Sovyetlerden kalma turistik tesislerin verdiği yetersiz hizmet ve bu tesisler günümüz standartlarından aşağı durumda olması ülkede sektörün gelişmesine engel oluşturmaktadır. En esas ise turizm bilincinin yokluğu, dolayısıyla turizm meslek eğitiminin verilmemesi sunulan hizmette kalite düşüklüğüne neden olmaktadır. Özelleştirme ve de yabancı yatırımlarla ülkedeki turistik tesislerin restore edilmesi veya yenilerinin günümüz şartlarına cevap verecek nitelikte yapılması turistik tesis yetersizliğini ortadan kaldırmaktadır. Ancak bu tesislerde hizmeti sunan personelin eğitimsizliği yine de kalite düşüklüğü yaratmaktadır. Bunu Türkiye örnek alınarak önce turizm işbaşı eğitim kursları ve daha sonra zamanla lise ve üniversite eğitimi olanakları sağlanarak aradan kaldırmak mümkündür.

Azerbaijan is a country which has boundaries with Russia on north, with Iran on south, with Armenia and Turkey on west and with Georgia on south-west, and is in a transit geographical location between Asia and Europe. Developments are being observed in her economy during the last five years after the collapse of the Soviet regime. These developments are being observed mostly by the introduction of market economic investments and inciting the private sector and foreign investments. Azerbaijan, due to her geographical location, is a country with a high tourism potential. Furthermore, since she is a country in a transit position, in increases the place and importance of the tourism sector in the economy of the country. The main purpose of this research is to study the place of the tourism sector in the economy of the country, and indicate the place and importance of the tourism training in the tourism planning of the country. For this purpose, first the introduction of the country and then her economy have been indicated, and later on the tourism development plans of the country and the occupational training level in this planing as well as the problems encountered and solutions recommended have been pointed out. Also, the training programs of the Tourism Training Courses of Turkey were taken as a model and Tourism Training Course Programs were prepared for Azerbaijan. Azerbaijan tourism sector is being confronted with great problems. The inadequate service provided by the touristic facilities left in the country by the Soviets, and the point that these facilities are in lower position as compared with the nowadays standards, constitute an obstacle for the development of the sector in the country. The main problem is the lack of tourism consciousness, and consequently the non availability of tourism occupational training and also lack of quality in the service provided. Privatization and restoration of the touristic facilities in the country with the foreign investments or building of new facilities in a quality to correspond to the nowadays conditions, will eliminate the inadequacy of the touristic facilities. However, the lack of training of the personnel providing service in these facilities, still causes a low quality standard. This can be eliminated first by taking Turkey as a model and establishing tourism on-the-job training and later on providing high school and university training.
