Özet
ÖZET Eğitim bölgesi ve norm kadro uygulamalarının eğitim olanaklarının geliştirilmesine etkisi konulu araştırmada, ilköğretim ve her düzeyde orta öğretim kurumlarından Milli Eğitim Bakanlığı'na bağlı olan resmi kurumlardaki öğretmen ve idareciler arasında; Eğitim bölgeleri, eğitim kurulları ve norm kadro uygulamalarını idareci ve öğretmenler tarafından algılanması ve değerlendirilmesi yapılmıştır. Bu araştırmada tarama modeli kullanılmıştır. Araştırma anketleri İstanbul sınırlan içinde resmi ilköğretim okulları ve her düzeydeki resmi ortaöğretim kurumlarında görevli öğretmenler arasından örneklem yoluyla seçilmiş sımf öğretmeni, branş öğretmeni ve idareciye uygulanmıştır. Deneklerin toplam sayısı 530 dur. Bu okullar ve öğretmenler tesadüfi örneklem yoluyla seçilmiştir. Anket İstanbul İl Milli Eğitim Müdürlüğü tarafından tüm okullara dağıtılmış olup, her ilçeden bir yada ikişer okulun öğretmenlerine uygulanmıştır. Uygulanan anket üç bölümden oluşmaktadır. Birinci bölümde kişisel bilgiler ve bağımsız sorular, ikinci bölümde ise norm kadroya ilişkin sorular, üçüncü bölümde ise Eğitim bölgeleri ve eğitim kurullarına ilişkin sorular yer almaktadır. Birinci bölüm altı sorudan, ikinci bölüm on beş sorudan ve üçüncü bölüm ise on yedi sorudan oluşmaktadır. Toplam soru adedi otuz sekizdir. Bu çalışma sekiz bölümden oluşmaktadır Yapılan değerlendirme sonucunda; idareci ve öğretmenlerin eğitim bölgesi ve norm kadro uygulamalarının eğitim olanaklarının geliştirilmesine etkisi konusunda belirgin farklılıklar ortaya çıkmıştır. Araştırmanın önemli sonuçlarından bazıları şunlardır: Erkek denekler bayanlara oranla norm kadro ve eğitim bölgeleri konusunda daha fazla bilgiye sahiptirler. Norm kadrodan erkek deneklerin daha fazla etkilendiği, Erkek deneklerin görüşleri, bayanlara nazaran norm kadronun daha fazla devamından yanadır. Buna karşın eğitim kurulları yoluyla rekabetin sağlandığına bayan denekler daha fazla inanmaktadır. Okul öğrenci kurulları yoluyla öğrencilerin karara katılmasının, mesleki kıdem arttıkça deneklerin desteğinin azaldığı görülmektedir. Bakanlığın uyguladığı norm kadro uygulamasında herkese eşit davranılacağına en fazla idareciler inanmaktadır. Ayrıca norm kadro uygulamasından beklentisi en yüksek grubu idareciler oluşturmaktadır. IIGetirilen bazı öneriler şunlardır: Oluşturulan eğitim bölgesinin iş ve işlemlerinin zamanında düzenli, eksiksiz yapılabilmesi için, personel olarak desteklenmeli. Koordinatör okulların müdür yardımcısı ve memur ihtiyaçlarının temin edilmesi, Hukuksal açıdan Milli Eğitim idari sistemi içinde açık, anlaşılır bir şekilde, görev ve iş tanımlarının yapılması ve gerekli yasal düzenlemelerin yapılması. Uygulamalardan haberdar olunduğu oranda denekler olumlu görüş bildirmişlerdir. Bu nedenle öğretmenler ve idareciler hizmet içi eğitim kursuna tabi tutularak yönetmenlik, genelgeler vb... düzenlemelerin özü açıklanmalıdır. Ayrıca norm kadro tüm kamu kurum ve kuruluşlarında çalışanların eşlerine aynı şekilde uygulanmasının öğretmen ve idarecilerin tarafsızlıkla ilgili beklentilerini karşılayacaktır. Hakim, savcı, asker ve polis eşlerine de aynı şekilde uygulanması yerinde olacaktır. III

ABSTRACT A research is done among the school directrs and teachers in state schools of the Minister of Education, In the research of improving the opportunities in the application of the education district and the norm staff, they evaluate the education districts, education committees, norm staff applications and how they are perceived by the school directors and teachers, In this research, scanning method is used. The survey is carried out among the primary school teachers, branch techers and school directors of the state schools in Istanbul These people are chosen by the way of sampling. The number of the subjects in the survey is 530. These schools and teachers are chosen casually. The survey is delivered to every school by the Istanbul Head Office of Education and it is applied to the teachers of one or two schools in each provice. The survey consists of three parts. In the first part, there are personal information and free questions. In the second part there are questions about norm staff and in the third part there are questions about education districts and committees. The first part consists of six questions, the second part consists of five questions and the third part consists of seventeen questions. There are thirty-eight questions overall. This study has eight parts. As a result, the infuence of teachers and directors on the application of education districts and norm staff in improving the education opportunities differs specifically. Some important results of the survey are below. Men have more information than women about the norm staff and education districts. Men are affected by the norm staff more than women. In the survey, men have more positive views than women about the continuation of norm staff. On the other hand women believe that the education committees cause competition. School student committees let the students participate in the decisions. A their seniority increases the support of the subjects in the survey decreases. Mostly the school directors believe it will be fair for everyone when the norm staff is applied by the Ministry of Education. In addition, the directors have some expectations about the norm staff application. There are some suggestions given: The personnel should be supported so that they can do all the works regularly and completely. The need of Deputy Headmasters and officials in coordinator schools should be met. Legally the management system of IVNational Education should be clear and understood easily. The subjects of survey have positive views when they know the applications. Because of this, teachers and directors should be informed about the rules and regulations by attending some courses. In addition, when the norm staff is applied equally to the spouse of civil servants, the expectation of the directors about objectivity will be fulfilled. The spouse of judges, advocators, soldiers and police should be treated in the same way. V
