Özet
ÖZET Bu çalışmada çevre yönetim sistemi uygulamasının KOBÎ'lere uygunluğu incelenmiştir. Bu amaçla değişik sektörlerden 22 adet KOBİ seçilmiş, mevcut durumları incelenerek çevre yönetim sistemi içinde hangi noktalarda yönetim uygulamaları gerektiği belirlenmiştir. Tüm tesisler için akım şemaları oluşturularak kullanılan hammaddeler ve oluşan atıklar belirlenmiştir. Birinci bölümde çalışmanın anlam ve öneminden bahsedildikten sonra çalışmanın amaç ve kapsamı belirtilmiştir. İkinci bölümde çevre yönetim sistemlerinin ortaya çıkışı, kaynak ve atık yönetim prensipleri anlatılmış, konuyla ilgili yasal çerçeve, politika ve planlama aşamaları belirtilmiştir. ISO 14001 standardı diğer yönetim standartlarıyla karşılaştınlmıştır. Çevre yönetim sistemleriyle kalite yönetim sistemleri arasındaki ilişkiler, yönetim sisteminin ekonomik faydaları incelenmiş ve ISO 14001 ile sürdürülebilir kalkınma arasındaki ilişki anlatılmıştır. Üçüncü bölümde yapılan çalışma anlatılmış, değişik KOBİ tanımları verilmiştir. KOBİ'lerden bilgi almada kullanılan bilgi formuna değinilmiştir. Dördüncü bölümde incelenen endüstrilerin çevre yönetim sistemi çerçevesinde değerlendirmesi yapılmıştır. Kuruluşlarda proses ve atık araştırması yapılarak istatistiksel veriler elde edilmiş ve genel bir değerlendirme yapılmıştır. Beşinci bölümde sonuçlar değerlendirilmiş ve çevre yönetim sistemi uygulamaya yönelik öneriler verilmiştir. IX

TBE EVALUATION OF ENVIRONMENTAL MANAGEMENT SYSTEM FOR SMALL AND MEDIUM SIZED ENTERPRISES SUMMARY In this study, convenience of the implementation of environmental management system on small and medium sized organizations is examined. For this purpose SME's from 22 verious sectors are selected, their existing situations are examined and the parts they must apply management in environmental management system are determined. Flow diagrams are emphasized for each industry, raw materials used and wastes generated are determined. In the first chapter, the significance and imporance of environmental management systems, the aim and scope of the study is defined. In the second chapter, historical development of environmental management systems, policies, resource and waste management principles are examined, legal procedure related with environmental management and policy and planning are mentioned. ISO 14001 is compared with other management standards. The relation between environmental management and quality management systems, economic benefits of management systems are examined and the relation between sustainable development and ISO 14001 is explained. In the third chapter, the study done is explained, different SME definitions are explained. The questionary form used for collecting data from industries is mentioned. In the forth chapter, analysis of the examined industries according to environmental management is given. Process and waste surveys are studied at the industries, statistical datas are obtained and a general analysis is made.
