Özet
Bu araştırmanın amacı, Türkiye savunma sanayi ekosistemini ve gelişimindeki temel dinamikleri inceleyerek teknoloji odaklı bir sektörel kalkınma modeli ortaya koymak ve bu modelin diğer sektörlere uygulanabilirliğini değerlendirmektir. Araştırmada nitel durum çalışması deseni benimsenmiştir. Veriler, sistematik literatür taraması ve yarı yapılandırılmış görüşmeler yoluyla toplanmıştır. Araştırmanın ilk aşamasında Türkiye savunma sanayi ekosistemi incelenmiş, ikinci aşamasında ise elde edilen bulgular doğrultusunda ortaya konulan modelin farklı teknoloji odaklı sektörlere uygulanabilirliği sektör temsilcilerinin değerlendirmeleriyle analiz edilmiştir. Bu kapsamda amaçlı örnekleme yöntemiyle belirlenen toplam 27 katılımcıdan elde edilen veriler içerik ve tematik analiz yöntemiyle çözümlenmiştir. Araştırma bulguları, Türkiye savunma sanayisinin gelişiminin üç temel aşamada gerçekleştiğini göstermektedir. Buna göre gelişim, millileşme arzusu, özgüven, güçlü siyasi irade ve uzun vadeli vizyon ile başlamaktadır. Süreç, kurumsal yapılanma ile üretim ve tedarik zinciri mekanizmaları sayesinde sistematik bir yapıya kavuşmakta; Ar-Ge ve inovasyon, nitelikli insan kaynağı, finansman ve teşvik mekanizmaları ile toplumsal mobilizasyon sayesinde sürdürülebilir hâle gelmektedir. Bu mekanizmaların birbiriyle etkileşimi temel alınarak teknoloji odaklı bir sektörel kalkınma modeli ortaya konulmuştur. Modelin diğer sektörlere aktarılabilirliği; enerji, sağlık ve biyoteknoloji, ulaştırma ve mobilite, tarım ile bilişim ve haberleşme sektörleri kapsamında değerlendirilmiştir. Bu doğrultuda, modeli oluşturan temel mekanizmaların söz konusu sektörlere hangi ölçüde uyarlanabileceği analiz edilmiştir. Bulgular, özellikle ekosistem ve kurumsal yapılanma, üretim ve tedarik zinciri, Ar-Ge ve inovasyon, insan kaynağı ile finansman ve teşvik mekanizmalarının farklı düzeylerde uygulanabilir olduğunu göstermektedir. Çalışma, Türkiye savunma sanayisinin gelişimini açıklayan temel mekanizmaları sistematik ve bütüncül bir çerçevede ortaya koyarak teknoloji odaklı sektörel kalkınma literatürüne özgün bir kavramsal model önermektedir.

The aim of this study is to examine the Turkish defense industry ecosystem and the key dynamics underlying its development, to identify a technology-oriented sectoral development model, and to assess the applicability of this model to other sectors. A qualitative case study design was adopted. Data were collected through a systematic literature review and semi-structured interviews. In the first phase of the study, the Turkish defense industry ecosystem was examined. In the second phase, the applicability of the proposed model to different technology-oriented sectors was evaluated based on the assessments of sector representatives. Data obtained from a total of 27 participants selected through purposive sampling were analyzed using content analysis and thematic analysis. The findings indicate that the development of the Turkish defense industry has progressed through three interrelated stages. The process begins with the aspiration for nationalization, self-confidence, strong political commitment, and a long-term strategic vision. It then becomes institutionalized through institutional structures and production and supply chain mechanisms, and is sustained by research and development (R&D), innovation, a qualified human workforce, financing and incentive mechanisms, and societal mobilization. Based on the interaction of these mechanisms, a technology-oriented sectoral development model was identified. The transferability of the model was evaluated in the energy, health and biotechnology, transportation and mobility, agriculture, and information and communication technologies sectors. Accordingly, the extent to which the model's core mechanisms could be adapted to these sectors was analyzed. The findings demonstrate that ecosystem and institutional structures, production and supply chain mechanisms, R&D and innovation, human capital, and financing and incentive mechanisms are applicable to these sectors at varying levels. By systematically and comprehensively explaining the key mechanisms underlying the development of the Turkish defense industry, this study proposes an original conceptual model that contributes to the literature on technology-oriented sectoral development.
