Özet
ÖZET Bu araştırmanın temel amacı, ilköğretim Sosyal Bilgiler ile Sosyal Bilgiler ders kitaplarının, uzmanlar desteğiyle belirlenen, ulusal ve evrensel değer kategorileri açılarından nasıl bir görünüm sergilediğim ortaya koymak, programın uygulayıcısı olan öğretmenlerin, programın genel amaçlarında yer alan ulusal ve evrensel değerlere ilişkin görüşlerini belirlemektir. Böylelikle Türk Eğitim Sisteminde, yetiştirilecek insan tipine, Sosyal Bilgiler dersi aracılığı ile kazandırılmak istenen değerlerin nasıl şekillendiğini ortaya koymaktır. Tarama modelinin kullanıldığı araştırmada verilerin toplanması için, ulusal ve evrensel değerleri belirten kelime ve ifadeleri saptamada kullanılan ugözlem formu“ ile öğretmen görüşlerini belirlemede kullanılan dörtlü dereceleme ölçekli maddelerden oluşan ”anket formu“ olmak üzere, iki tür araç geliştirilmiştir. Belirlenen değer kategorileri gözlem formuna göre program ve ders kitaplarında, kategorilerine göre sayılmış, her bir değer kategorisindeki değer sayılarının frekans ve yüzdesi hesaplanmıştır. Değer kategorilerinin kullanılma sıklığı bakımından program ve ders kitapları arasında anlamlı bir farklılık olup olmadığı Cbi-Square testi ile belirlenmiştir, öğretmenlerden alman görüşlerde, her bir amaç için aritmetik ortalama ve standart kaymaları alınarak değerlendirmelere gidilmiştir. Araştırma bulgularına dayalı olarak, öğretmenlerin ilköğretim sosyal Bilgiler programındaki genel amaç ifâdelerim daha çok ”ulusal“ ve ”hem ulusal hem evrensel" kategorilerinde algıladıkları, birinci kademe Sosyal Bilgiler ders kitaplarında ulusal değerlere ağırlık verildiği, ulusal ve evrensel değer kategorilerinin kullanılma sıklığı bakımından kademeler arasında anlamlı farklılıklar olduğu, ilköğretim Sosyal Bilgiler programında ulusal ve evrensel değer kategorilerinin daha dengeli dağılım gösterdiği sonuçlarına varılmıştır.

ABSTRACT The objectives of this research are to analyze the contents of the coursebooks about the Social Studies and the syllabus of the Social Studies in primary education in terms of the national and universal values determined by the help öf the specialists to illustrate the relation of the syllabuses and coursebooks to these values; and to determine the teacher's opinions concerning the national and universal values involved in the general goals of the syllabuses. So this study will identify the desired type of citizen with these values by means of the course Social Studies in the Turkish Educational System. The survey method was used and for data collection two types of instruments were developed: an observation form and a questionnaire that includes questions on a four-point Likert scale. The observation form was used to determine the words and statements that point out to the national and universal values and the instrument was used to measure teachers'views on the same values. The value categories under investigatiofl were counted based on the categories in the observation form. The observation form distinguishes each value category based on how frequent it appears in curriculum and textbooks. The value categories were counted and their frequencies and percentages were calculated. Chi-square test was used to determine whether there is a significant difference in the frequency in which the value categories appear in curriculum and textbooks. Teachers' views for each goal were analyzed using means and standard deviations. Based on the findings of this research, teachers perceived general goal statements in curriculum more“national”and“both national and universal”categories. They also perceived that national values were emphasized in the textbooks in the primary school level (grades 1-5). Moreover, there is a significant difference regarding the frequency of the use of national and universal value categories between the primary level (grades 1-5) and middle level (grades 6-8) of education. Finally, the study concluded, national and universal value categories were more evenly distributed in the curriculum. iii
