Özet
Bu araştırmanın amacı, denetim uygulamalarında ilköğretim müfettişlerinin çağdaş eğitim denetimi ilkelerine ne derece uyduklarına ilişkin müfettişlerin, öğretmenlerin ve yöneticilerin görüşlerini belirleyerek denetim uygulamalarının daha yararlı bir duruma getirilmesi ve geliştirilmesi için ilgilileri bilgilendirmek ve önerilerde bulunmaktır. Betimsel bir nitelik taşıyan araştırmanın evrenim, 2000-2001 eğitim ve öğretim yılında Ankara İli Milli Eğitim Müdürlüğünde görev yapan 177 ilköğretim müfettişi ile Ankara Büyük Şehir Belediyesi Sınırlan içinde bulunan ilköğretim okullarında görev yapan sınıf öğretmenleri, branş öğretmenleri ve okul yöneticileri oluşturmaktadır. Araştırmacı tarafından geliştirilen ve aynı sorulan içeren 68 soru maddesinden oluşan anket; 501 öğretmen, 109 müfettiş ve 108 yönetici olmak üzerevıı toplam 718 eğitimciye uygulanmıştır. Yanıtlanan anketlerin hepsi işleme alınmıştır. Elde edilen veriler frekans, yüzde, t-testi, tek yönlü varyans analizi tukey HSD testi istatistiksel yöntemleri kullanılarak çözümlenmiştir. Araştırmanm bulgularına dayalı olarak aşağıdaki sonuçlara ulaşılmıştır: 1 -Denetim uygulamalarında çağdaş eğitim denetimi ilkelerine ne derece uyulduğuna ilişkin müfettişler“çoğunlukla”ve“her zaman”düzeyinde sözü edilen bu ilkelere denetim uygulamalarında uyduklarını belirtirken; öğretmenlerin büyük çoğunluğu denetim uygulamalarında çağdaş eğitim denetimi ilkelerine müfettişlerin“nadiren”düzeyinde uyduklarım; yöneticilerin büyük çoğunluğunun ise müfettişlerin denetim uygulamalarında çağdaş eğitim denetimi ilkelerine“ara sıra”düzeyinde uydukları görüşünde oldukları söylenebilir. 2-Denetim uygulamalarında çağdaş eğitim denetimi ilkelerine ne derece uyulduğuna ilişkin müfettiş, öğretmen ve yönetici görüşleri arasında 0.05 düzeyinde anlamlı bir fark bulunmuştur. 3-Denetim uygulamalarında çağdaş eğitim denetimi ilkelerine ne derece uyulduğuna ilişkin öğretmenlerin branş, kıdem ve eğitim düzeyi değişkenlerine göre görüşleri arasında 0.05 düzeyinde anlamlı bir fark bulunmamıştır. Cinsiyet değişkenine göre ise öğretmenlerin görüşleri arasında 0.05 düzeyinde anlamlı bir fark bulunmuştur. 4-Denetim uygulamalarında çağdaş eğitim denetimi ilkelerine ne derece uyulduğuna ilişkin yöneticilerin branş, kıdem ve cinsiyet değişkenlerine göre görüşleri arasında 0.05 düzeyinde anlamlı bir fark bulunmamıştır. Yöneticilerinvııı eğitim düzeyi değişkenine göre ise görüşleri arasında 0.05 düzeyinde anlamlı bir fark bulunmuştur. 5-Denetim uygulamalarında çağdaş eğitim denetimi ilkelerine ne derece uyulduğuna ilişkin müfettişlerin branş, kıdem, cinsiyet ve eğitim düzeyi değişkenlerine göre görüşleri arasında 0.05 düzeyinde anlamlı bir fark bulunmamıştır. Araştırma sonuçlarına göre, denetim uygulamalarında çağdaş eğitim denetimi ilkelerine ne derece uyulduğuna ilişkin müfettiş, öğretmen ve yönetici görüşleri arasında anlamlı fark olduğu anlaşılmıştır. Bu durum denetim uygulamalarına ilişkin müfettiş, öğretmen ve yönetici gruplarının görüşleri arasında henüz beklenen düzeyde görüş birliğinin oluşturulamadığı biçiminde değerlendirilebilir.

The aim of this study is to identify the opinions of supervisors, techers and administrators to what extend the primary education supervisors implement the principles of contemporary educational supervision during their supervisory activities more beneficial, to make suggestions to improve the supervisory activities. The subjects of this study were the primary education supervisors (n= 177) of Directorate of National Education in Ankara and the classroom teachers, the branch teachers and school administrators who have been working at various primary education schools in the area of manucipality of Ankara during the 2000-20001 academic year. During the study the descriptive method was followed. During the study, the questionnaire (k= 68) developed by the researcher was given to 718 teachers, 501 ofIV whom were teachers, 109 of whom were supervisors and 108 of them were administrators. The questionnaires which were returned were calculated. In order to analyse and to interpret the data collected, the frequency and percentage values of the items were calculated and t-test, one way variance analysis and tukey HSD were used. The followings were found as the findings of the study: 1-When the opinions of the supervisors, the teachers and the administrators are examined from the view point of to what extend contemporary principles of educational supervision were implemented the supervisors stated that they“mostly”and“always”follow the contemporary principles of educational supervision while most of the teachers stated that the supervisors“rarely”and most of the administrators“sometimes”follow the contemporary principles of educational supervision. 2-When the opinions of the supervisors, the teachers and the administrators were examined from the view point of to what extend contemporary principles of educational supervision was implemented a meaningful significant difference (at 0.05 level) was found among their opinions. 3-When the opinions of the teachers were examined to what extend contemporary principles of educational supervision were implemented, a meaningful significant difference was not found according to the their branches, their experience in teaching and their education levels ( at 0.05 level ) while a meaningful significant difference was found at 0.05 level according to their gender.4- When the opinions of administrators were examined from the view point of to what extend contemporary principles of educational supervision were implemented, a meaningful significant difference was not found at 0.05 level according to their branches, their experience in teching and their gender while a meaningful significant difference was found at 0.05 level according to their levels of education. 5-When the opinions of the supervisors were examined from the view point of to what extend contemporary principles of educational supervision were implemented, a meningful significant difference was not found at 0.05 level according to their branches, their experience in teaching, their gender and their levels of education. The findings of this study indicated that there was a meaningful significant difference among the opinions of supervisors, the administrators and the teachers from the view point of the implementation of contemporary principles of educational supervision. This fact can be interpreted that there had not been an agreement among the supervisors, the administrators and the teachers at the desired level yet.
