Özet
ÖZET Siyasal bir birlik olan devlet, devletin ortaya çıkışı ve yönetim biçimleri her zaman siyaset felsefesi ve toplum bilimlerinin temel konulan arasında yer almaktadır. Özellikle toplumların sosyal, siyasal bunalımlar içinde olduğu zamanlarda sorunlara çözüm bulma çabası, bu gün bildiğimiz devlet ve yönetim modellerim ortaya çıkardı. Çalışmamızda ele alman düşünürlerin görüşleri buna en güzel iki örnektir. İç savaş, din savaşları ve otorite boşluğunun olduğu bir dönemde yaşayan Thomas Hobbes; toplumun içinde bulunduğu kötü durumdan kurtulmasının ve özellikle de toplumların aynı sorunları tekrar yaşamaması için mutlak bir otoritenin gerekliliğini savunmaktadır. Baskıcı bir rejimi, sosyal dengesizlikleri yaşayan ve aynı zamanda da parlamento içinde görev alan bir düşünür olan John Locke ise; bireysel hak ve özgürlükleri savunan bir yönetimi önermektedir. Düşünürlerin fikirleri aldıkları eğitim, içinde bulundukları sosyo-kültürel ve siyasal ortam çerçevesinde şekillenmektedir. Bu faktörlerden en büyük payda siyasal rejime aittir. Siyasal rejim toplumun yapışım büyük ölçüde belirlemesinin yanı sıra düşünürlerin fikirlerinde de belirleyici rol oynamaktadır. Bu çalışmada ele alınan düşünürlerin fikirlerine ve bu fikirlerin oluştuğu ortama baktığımızda bu açıkça görülecektir. Çünkü aynı dönemde yaşamalarına rağmen Hobbes doğal durumun bir savaş durumu olduğundan hareketle mutlak monarşiyi, Locke doğal durumun sınırsız özgürlük durumu olduğundan hareketle liberalizmi savunmaktadır. Bu çalışmada; Thomas Hobbes ve John Locke' a göre: insanların toplum sözleşmesini neden ve nasıl yaptıkları, bu sözleşmenin sonucu kurulan devlet konusundaki düşünceleri, literatür taraması ve tarihi karşılaştırma metodu kullanılarak, incelenen filozofların düşünceleri dönemin siyasi rejiminin etkisinin sonucu oluştuğu konusu irdelenmektedir.

SUMMARY State which is considered as a political unity, arising of state and variety of governing types, have always taken place among fundemental subjects of political philosophy and social science. Particularly, effort öf finding solutions for the problems when societies are in social and political troubles, caused to come out some state and governing models as we have currently known. Concepts of thinkers which was evaluated in our study are the best two examples for that. Thomas Hobbes who lived in a period when there were ethnic problems, religion wars and lack öf authority, supported the idea that there has to be an absolute authority to survive from the bad social conditions and specially not to live them repeatedly. However Jhon Locke who lived totaliterian regime, social imbalances and burdened duty at the same parliament as a thinker, suggested a type of governing Which supports the individual rights and freedoms. Thoughts of thinkers and their education obtained, have formed in the socio- cultural and political environment in which they live. The biggest demonitar of these factors, belong to a political regime. The Political regime not only determines the structure of society in a wide range but also plays very important role to determine the thoughts of thinkers. In this study, it will be seen obviously when we observe the thoughts of thinkers and social setting in which their thoughts are formed. Because, although both of the thinkers lived in the same age, Hobbes support the idea of monarchy, thinking that natural environment is a war situation and on the other hand, Locke, defends Liberalism, thinking that natural environment is an endless freedom situation. In this paper, we have examined how and why human beings made the social agreement according to Thomas Hobbes and John Locke and their ideas about states that were founded as a result of this agreement by scanning the literature and using the historical comparative method and the subject that their thoughts were formed as a conclusion of the political regime of their age.
