Özet
Tez, kentsel tasarımla ilgilenen uzmanların beyin göçüne odaklanmaktadır. Göç, günümüz kentlerinde mekânı ve sosyal yaşamı önemli ölçüde etkileyen bir kavramdır. Geçtiğimiz yüzyılın ikinci yarısında artmaya başlayan bu nüfus hareketi, içinde bulunduğumuz yüzyılda daha da hızlanmış ve küresel ölçekte gözlemlenir hale gelmiştir. Artan göç eğilimleri farklı sosyal gruplar için farklı sorunlara neden olmaktadır. Bu nedenle göç konusu önemli sayıda insan grubu için daha da kritik hale gelmiştir. Bu tez, kentsel tasarım disiplininde konumlanan şehir plancıları, peyzaj mimarları ve mimarların yurt dışına beyin göçlerinde etkili olan dinamikleri incelemeyi amaçlamaktadır. Türkiye'de edindikleri eğitim ve mesleki birikimle yurt dışında çalışan kentsel tasarım uzmanlarının göç kararlarını, adaptasyon süreçlerini ve geri dönüş eğilimlerini odağa alan çalışma, beyin göçü literatüründe sınırlı biçimde incelenen yaratıcı disiplinlere dahil edilen kentsel tasarım uzmanlarının deneyimlerine dair yeni bir bakış açısı sunmaktadır. Bu yönüyle tez, kentsel tasarım alanındaki profesyonel hareketliliğe odaklanmaktadır. Araştırma, kentsel tasarım alanında çalışan profesyonellerin beyin göçü deneyimlerini, mesleki pratikler, sektörel dinamikler ve uluslararası çalışma kültürü bağlamında incelemeyi amaçlamaktadır. Bu çerçevede, kentsel tasarım profesyonellerinin yurt dışına yönelimlerinde etkili olan mesleki ve sektörel faktörler, Türkiye'de alınan eğitim ve edinilen mesleki birikimin yurt dışındaki çalışma deneyimlerine etkisi ile geri dönüş olasılığını şekillendiren koşullar araştırılmıştır. Araştırma kapsamında hem göç kararını tetikleyen itici faktörler hem de yurt dışını cazip kılan çekici faktörler birlikte değerlendirilmiştir. Uzmanların göç öncesi ve sonrası deneyimleri bütüncül bir perspektifle ele alınmıştır. Çalışmanın yöntemsel çerçevesi, araştırma sorularının çok katmanlı niteliği doğrultusunda karma yöntem yaklaşımıyla oluşturulmuştur. Bu kapsamda beş bölümden oluşan bir anket hazırlanmıştır. Bu anketle hem seçmeli sorular aracılığıyla eğilimler nicel yöntemlerle ortaya konmuş hem de açık uçlu sorular yoluyla katılımcıların deneyimlerini detaylandıran nitel veriler toplanmıştır. Anket, katılımcıların demografik ve profesyonel profillerini, yurt dışına gitme motivasyonlarını, adaptasyon deneyimlerini, bulundukları ülkede kalma nedenlerini ve Türkiye'ye dönüş eğilimlerini sistematik biçimde ortaya koymuştur. Elde edilen bulgular, kentsel tasarım alanındaki beyin göçünün temelinde büyük ölçüde mesleki gelişim olanakları, liyakata dayalı çalışma kültürü, ekonomik istikrar ve uluslararası ölçekte üretime katılma isteği gibi faktörlerin yer aldığını göstermektedir. Katılımcılar, Türkiye'de aldıkları eğitimin teknik açıdan ve tasarım yönünden güçlü olsa da uluslararası çalışma kültürüne uyum sağlama konusunda tamamlayıcı deneyim gerektirdiğini belirtmiştir. Adaptasyon süreçlerinde dil yeterliliği ve proje yönetim pratikleri belirleyici unsurlar olarak öne çıkmıştır. Yurt dışında kalma motivasyonlarının ise profesyonel gelişme olanakları, çalışma koşullarının öngörülebilirliği ve yaşam kalitesinin yüksekliği üzerinden şekillendiği görülmüştür. Türkiye'ye dönüş eğilimi ise ancak mesleki özerklik, liyakat temelli işleyiş, nitelikli proje üretim ortamı ve ekonomik güvencelerin sağlanması gibi yapısal koşulların iyileştirilmesiyle mümkün olabileceği görülmüştür. Bu çalışma, kentsel tasarım profesyonellerinin göç deneyimini disiplin içi bir perspektiften ele alarak alan yazındaki önemli bir boşluğu doldurmaktadır. Tez, kentsel tasarım alanındaki mesleki pratikler ile göç dinamikleri arasındaki ilişkileri görünür kılmaktadır. Elde edilen bulgular hem akademik hem sektörel düzeyde politika geliştirme süreçlerine katkı sağlayabilecek niteliktedir. Ayrıca gelecekte yapılacak araştırmalar için yeni temalar ve sorular oluşturarak literatüre yön verebilecek bir nitelik taşımaktadır.

The thesis focuses on the brain drain of experts involved in urban design. Migration is a concept that significantly affects space and social life in today's cities. This population movement, which began to increase in the second half of the last century, has accelerated even further in the current century and has become observable on a global scale. Increasing migration trends cause different problems for different social groups. Therefore, the issue of migration has become even more critical for a significant number of people. This impact leads to significant changes at the national level in administrative, legal, social, spatial, economic, cultural and political areas for both receiving and sending countries. This thesis aims to examine the dynamics that influence the brain drain abroad among urban planners, architects, and landscape architects working in the field of urban design. Focusing on the migration decisions, adaptation processes, and return tendencies of urban design specialists working abroad with the education and professional experience they acquired in Turkey, this study offers a new perspective on the experiences of urban design specialists, who are included in the creative disciplines that have been examined to a limited extent in the brain drain literature. In this respect, the thesis focuses on professional mobility in the field of urban design. The thesis focuses on the brain drain of experts involved in urban design. This thesis aims to examine the brain drain experiences of designers who have been educated in the field of urban design in Turkey and continue their professional lives abroad. While the international migration literature has long focused on skilled labour mobility and the economic effects of brain drain, the migration processes, professional experiences, and adaptation practices of professionals working in creative and interdisciplinary fields such as urban design have been addressed to a limited extent. This study aims to fill an important gap in the literature on the mobility of the creative class by focusing on the migration experiences of experts in the field of urban design, such as urban planners, architects, and landscape architects. The primary objective of this thesis is to reveal the professional and sectoral dynamics that shape urban design professionals' decisions to emigrate abroad. It aims to understand how the education and professional experience they have acquired in Turkey affect their experiences and adaptation processes in international working environments. In this regard, the research examines the migration experiences of professionals educated in the field of urban design through three main axes. Firstly, it questions the impact of education and career experience gained in Turkey on professional adaptation processes abroad. Secondly, it examines how working conditions abroad shape professionals' motivations to stay and their long-term professional plans. Finally, it investigates the professional, economic, and institutional conditions under which urban design specialists consider returning to Turkey feasible. Through these questions, the study questions whether brain drain is solely a one-way loss process and opens up a discussion on possible return or gain mechanisms. Migration is a multidimensional and interdisciplinary phenomenon that refers to population mobility, and migration decisions are explained in the literature through push and pull factors. Migration movements, shaped by natural, economic, social and political factors, are addressed in different categories such as internal/external, voluntary/forced and unskilled/skilled migration. According to the IOM, brain drain is the reduction in the skilled labour force in the source country as a result of the movement of skilled individuals between countries. The brain drain literature mostly explains this process through the interaction between economic and professional dissatisfaction and the opportunities offered by developed countries. While early studies assessed the process as a loss for the source country, current approaches reveal that long-term gains are possible through mechanisms such as return migration and knowledge transfer. Although skilled migration from Turkey has become visible in the 2024 Turkish Statistical Institute (TÜİK) data, current studies mainly focus on technical professions such as doctors and engineers. The migration motivations and experiences of urban design specialists are addressed only to a limited extent in the literature. The methodological framework of the thesis is based on a literature review, bibliometric analysis and survey research. In the study, an approach that allows for both qualitative and quantitative assessment was adopted in order to understand a multi-layered social phenomenon such as brain drain in the context of urban design experts, both in terms of trends and experiences. In this context, a questionnaire form containing open-ended and closed-ended questions was prepared. The online survey form was structured around four main themes: participant profile, migration decision and process, adaptation abroad, motivations for staying, and likelihood of returning to Turkey. The survey included both closed-ended questions aimed at generating quantitative data and open-ended questions designed to facilitate a deeper understanding of experiences. The survey form was sent to participants online. This made it possible to reach more people in a more practical way. The sample for the research consists of 33 professionals who have received training in urban design and are currently working abroad. The data was evaluated in quantitative analyses through frequencies and distributions, while qualitative data was analysed thematically using content analysis methods. Research findings reveal that brain drain in the field of urban design has its own unique dynamics. The economic and political instability experienced in Turkey, limited professional development opportunities, and non-merit-based working practices are the main driving factors behind participants' inclination to move abroad. In contrast, the professional development opportunities offered abroad, a merit-based work culture, economic stability, strong employee rights, and the opportunity to produce on an international scale emerge as key attractive factors. The findings show that digital platforms and professional networks play an important role in participants' initial job search processes. Assessments of the adaptation process indicate that the adjustment process can be more challenging after a certain age and level of professional experience. Findings indicate that education in Turkey provides a strong foundation in terms of basic design and technical skills; however, it does not fully prepare individuals for the production and project management culture abroad in the context of professional practices. When examining motivations for staying, it is seen that not only economic gains but also professional satisfaction, production culture, prestige, and opportunities to participate in international projects are decisive factors. The possibility of returning to Turkey is assessed based on professional autonomy, merit-based sectoral organisation, increased economic security, and the development of institutional structures that support high-quality design production. In conclusion, this thesis demonstrates that brain drain in the field of urban design is closely related to the sector's structural problems and the limitations of professional production environments. The findings indicate that, if appropriate conditions are provided, the tendency to return may increase and that brain drain has the potential to become a gain for the source country in the long term. The original value of the study lies in the fact that it is one of the few studies that directly addresses the migration experiences of professionals working in the discipline of urban design. In this respect, the thesis offers a discipline-specific and original perspective to the migration literature. In this sense, the thesis lays the groundwork for the development of more inclusive and structural solutions to brain drain in the field of urban design for academia, professional organisations, and policymakers.
