Özet

Yenilenebilir enerji kaynaklarının artan önemi, enerji sektöründe sürdürülebilir çözümlerin geliştirilmesini zorunlu hale getirirken, bu dönüşüm beraberinde yeni teknik ve operasyonel zorlukları da getirmektedir. Bu tez, rüzgâr enerji santrallerinin dengesiz ve öngörülemeyen üretiminin elektrik şebekesi üzerindeki etkilerini kapsamlı bir şekilde incelemeyi amaçlamaktadır. Rüzgârın doğası gereği değişken olması nedeniyle ortaya çıkan güç dalgalanmaları, tahmin hataları ve işletme sorunları hem şebeke kararlılığını hem de enerji arz güvenliğini doğrudan etkilemektedir. Bu çalışma, söz konusu etkileri nicel ve nitel analiz yöntemleriyle değerlendirirken, aynı zamanda çözüm odaklı bir yaklaşım ortaya koymaktadır. Tezin ilk bölümünde çalışmanın amacı, kapsamı ve kullanılan yöntemler açıklanmıştır. Bu kapsamda, Türkiye'nin 4 yıllık il bazlı saatlik rüzgâr üretim verileri kullanılarak bölgesel birim üretim serileri oluşturulmuş ve bu veriler Weibull dağılımı ile modellenmiştir. Literatürde yaygın olarak kullanılan Weibull dağılımı, rüzgâr şiddetinin istatistiksel özelliklerini belirlemede önemli bir araç olup, çalışmada her bölge için en uygun parametre setleri MATLAB yazılımı aracılığıyla elde edilmiştir. Bu analiz, rüzgâr üretiminin bölgesel değişkenliğinin daha doğru anlaşılmasına olanak sağlamış ve şebeke stabilitesine ilişkin sorunların altında yatan istatistiksel yapı ortaya konmuştur. İkinci bölümde, rüzgâr enerjisinin fiziksel ve teknik özellikleri ile elektrik şebekesinin yapısal bileşenleri ele alınmıştır. Türbinlerin çalışma prensipleri, üretimde yaşanan değişkenlikler ve rüzgâr enerjisinin doğasından kaynaklanan belirsizlikler detaylı biçimde açıklanmıştır. Ayrıca, Türkiye'nin iletim sistemi, gerilim ve frekans kontrol mekanizmaları ve yenilenebilir enerji santrallerinin şebekeye entegrasyonundaki teknik sınırlamalar değerlendirilmiştir. Üçüncü bölümde, rüzgâr üretim tahminlerindeki hataların ve bölgesel değişkenliğin şebekeye etkileri incelenmiştir. Weibull modeli sonuçları, özellikle Doğu Anadolu ve İç Anadolu bölgelerinin diğer bölgelere kıyasla daha tutarlı ve düşük hata değerlerine sahip olduğunu göstermiştir. Bu durum, rüzgâr şiddetinin bu bölgelerde daha kararlı bir dağılım gösterdiğini ortaya koymuş ve rüzgâr üretiminin öngörülebilirliğinin bölgesel olarak farklılık taşıdığını doğrulamıştır. Çalışmada ayrıca ani rüzgâr değişikliklerinin şebeke işletmesini nasıl zorlaştırdığı, tahmin hatalarının artmasının sistem dengesini nasıl etkilediği ve bu durumun ekonomik yansımaları tartışılmıştır. Dördüncü bölümde, rüzgâr enerjisinin şebeke üzerinde oluşturduğu teknik zararlar ayrıntılı olarak analiz edilmiştir. Frekans ve gerilim dalgalanmalarının rüzgâr üretimindeki değişkenlik ile ilişkisi, uzun iletim hatlarının ve yetersiz bağlantı noktalarının üretim kayıplarına yol açması gibi problemler detaylandırılmıştır. Bu kapsamda, iç ve doğu bölgelerde şebeke altyapısının sınırlı olması nedeniyle kablo uzunluklarının artması, enerji iletim kayıplarının yükselmesi ve bölgesel üretim xxii kısıtlarının oluşması gibi sorunlara da değinilmiştir. Ayrıca, Weibull analizinde düşük hata veren bölgelerde kurulu gücün artırılması durumunda Türkiye ortalama rüzgâr üretim istikrarının iyileşeceği bulgusuna ulaşılmış ve bu durumun frekans kontrolünü kolaylaştıracağı gösterilmiştir. Beşinci bölümde, rüzgâr enerjisinin neden olduğu şebeke sorunlarına yönelik çözüm önerileri sunulmuştur. Gelişmiş rüzgâr tahmin modelleri, veri analitiği ve yapay zekâ tabanlı tahmin yöntemleri, enerji depolama çözümleri, akıllı şebekelerin sağladığı avantajlar ve bölgesel şebeke güçlendirme stratejileri detaylı şekilde tartışılmıştır. Ayrıca, Kyoto Protokolü ve Paris İklim Anlaşması kapsamında Türkiye'nin karbon azaltım hedefleri değerlendirilmiş ve rüzgâr enerjisinin uluslararası iklim politikaları açısından kritik rolü vurgulanmıştır. Uluslararası iyi uygulama örnekleri karşılaştırmalı olarak incelenmiş ve bu deneyimlerin Türkiye'ye uyarlanabilirliği değerlendirilmiştir. Tezin son bölümünde, elde edilen bulgular bütüncül bir çerçevede yorumlanmış ve rüzgâr enerjisinin Türkiye elektrik şebekesine entegrasyonu konusunda atılması gereken adımlar tartışılmıştır. Bölgesel Weibull analizinin sonuçları, Türkiye'nin rüzgâr yatırımlarında yalnızca potansiyel büyüklüğünü değil, aynı zamanda üretimin öngörülebilirlik düzeyini de göz önünde bulundurması gerektiğini göstermiştir. Çalışmanın bulguları, rüzgâr enerjisine dayalı üretimin daha kararlı hale getirilmesi, frekans kontrolünün iyileştirilmesi ve enerji arz güvenliğinin artırılması için çeşitli stratejik öneriler sunmaktadır. Bu tez, yenilenebilir enerji kaynaklarının şebeke üzerindeki etkilerini derinlemesine inceleyerek hem sektörün teknik kapasitesine hem de Türkiye'nin sürdürülebilir enerji hedeflerine katkı sağlamayı amaçlamaktadır

The global energy landscape has undergone a profound transformation over the past three decades as concerns regarding climate change, resource depletion, and environmental degradation have mounted. Governments, researchers, and international institutions have increasingly turned their attention to renewable energy sources as indispensable pillars of a sustainable future. Among these resources, wind energy holds a uniquely prominent position due to its abundant availability, technological maturity, and rapidly improving cost competitiveness. Nevertheless, the integration of wind energy into existing electricity systems is far from straightforward. Unlike traditional fossil-fuel-based generation technologies, which can be dispatched predictably and in accordance with system requirements, wind power is inherently variable and only partially controllable. Its dependence on atmospheric conditions creates fluctuations not only from day to day but sometimes within minutes. These dynamics pose significant technical and operational challenges for electricity grids worldwide. This thesis offers a comprehensive, multi-layered investigation into the effects of wind energy's intermittency on the stability, security, and operational efficiency of the electricity grid, with a particular focus on the Turkish power system. Türkiye, due to its geographic diversity and rich national wind potential, represents a highly suitable environment for analysing the intersection between regional wind variability and grid performance. As the country strives to meet ambitious renewable energy targets and fulfil its international climate commitments, understanding these dynamics is not only relevant but vital for designing optimal integration strategies. The first chapter introduces the overarching motivation for the research, emphasising both the global and national contexts of renewable energy expansion. As countries commit to net-zero pathways aligned with the Paris Agreement, they increasingly rely on wind power as a major contributor to decarbonisation strategies. Türkiye's wind power capacity has grown substantially, but the implications of this expansion for grid stability have not been systematically examined at a regional scale. To address this gap, the study adopts a robust methodological approach combining quantitative modelling and qualitative system analysis. Four years of province-level hourly wind generation data are collected, cleaned, and normalised to ensure comparability across regions with different installed capacities. Regional wind generation time series are then constructed to reflect the unique meteorological and geographic characteristics of Türkiye's seven regions. To capture the statistical structure of wind behaviour, the Weibull distribution— widely acknowledged as one of the most reliable models for wind speed characterisation—is employed. By utilising MATLAB, the study estimates optimal shape and scale parameters for each region using maximum likelihood estimation. These parameters enable the creation of accurate mathematical representations of regional wind regimes, providing insights into predictability, variability, and long-term stability. The modelling results allow for a systematic classification of regions according to wind consistency, offering a foundational dataset upon which further operational analysis is built. In doing so, the chapter establishes the theoretical and empirical basis for analysing broader impacts on the electricity grid. The second chapter constructs the theoretical backbone of the thesis by providing a detailed overview of both wind energy systems and electricity grid structure. The physics of wind formation, atmospheric boundary layer processes, and turbine aerodynamics are explored in depth to illustrate how mechanical energy is converted into electrical power. The chapter explains key operational parameters such as cut-in speed, nominal power, turbulence intensity, wind shear, and wake effects—each of which directly influences production variability. These technical aspects are complemented by an extensive discussion of modern power systems, which rely on frequency and voltage control mechanisms to ensure continuous and secure electricity supply. Traditional grids, dominated by synchronous generators, benefit from inherent system inertia that dampens sudden disturbances. However, as wind turbines and inverter-based renewable generators become more dominant, system inertia decreases substantially. This transition leads to heightened sensitivity to imbalances, increasing the likelihood of frequency deviations. The chapter also explores the implications for reactive power management, fault ride-through capability, grid protection schemes, and system restoration following outages. The third chapter connects the theoretical concepts introduced earlier with the empirical modelling results by focusing on the operational challenges caused by the intermittent and unpredictable output of wind energy. The Weibull modelling results reveal substantial regional differences in Türkiye's wind profile. Eastern Anatolia and Central Anatolia exhibit high shape parameter values, indicating more stable and predictable wind patterns. In contrast, coastal regions such as Marmara and the Aegean display wide fluctuations due to their exposure to dynamic meteorological systems, sea-land breezes, and rapidly shifting air masses. These variations have direct implications for grid operation. Sudden decreases or spikes in wind generation can cause frequency deviations that require rapid balancing interventions from dispatchable units. Similarly, continuous forecasting errors necessitate increased reserve capacity, creating an operational burden on system operators. The chapter presents an extensive analysis of imbalance costs, reserve scheduling, and the interaction between wind power and ancillary service markets. It examines how forecasting inaccuracies propagate through day-ahead, intraday, and balancing markets, affecting both economic efficiency and real-time system security. The fourth chapter broadens the analytical scope by evaluating the macro-level impacts of wind energy on Türkiye's grid infrastructure. Frequency and voltage stability issues become more prominent as wind penetration increases, especially in systems with limited interconnections and inadequate transmission strength. Türkiye, with its geographically concentrated load centres and spatially dispersed generation zones, faces unique transmission challenges. Inland regions, where stable wind resources exist, often lack sufficient high-capacity transmission lines, resulting in congestion, higher losses, and reduced operational flexibility. Long cable routes and insufficient substation density exacerbate voltage drops and reduce the efficiency of electricity transport. The chapter evaluates these issues in detail, using both qualitative assessments and quantitative indicators derived from the modelling results. In addition to analysing current conditions, the chapter also explores strategic capacity-expansion scenarios. One key scenario involves doubling installed wind capacity in the highly stable regions identified through the Weibull analysis. The results of this scenario demonstrate notable improvements in national production predictability, reduction in balancing requirements, and increased contribution to frequency stability. These findings highlight that the spatial distribution of wind investments is just as important as total capacity. Concentrating new capacity in regions with high predictability allows the system to benefit from renewable generation without disproportionately increasing uncertainty. The fifth chapter presents a forward-looking assessment of potential solutions and technological innovations aimed at mitigating the challenges identified earlier. Advanced forecasting methods, including deep learning models, ensemble prediction systems, and hybrid AI–NWP (Artificial Intelligence – Numerical Weather Prediction) frameworks, offer significant opportunities to reduce forecast errors. The chapter also reviews energy storage technologies, such as battery energy storage systems (BESS), pumped hydroelectric storage, flywheels, and emerging hydrogen storage concepts, each providing unique advantages for short-term smoothing or long-term system support. Smart grid applications—including distributed energy resource management systems, advanced metering infrastructure, real-time monitoring platforms, adaptive protection, and automated demand response—are analysed as critical enablers of flexibility. On the policy front, the chapter evaluates the implications of global climate agreements—such as the Kyoto Protocol and the Paris Agreement—for Türkiye's long-term renewable energy trajectory. It emphasises the need for comprehensive regulatory frameworks that incentivise flexible resources, support grid digitalisation, and foster innovation. Additionally, international best practices from high-wind penetration countries such as Denmark, Germany, Spain, and Ireland are analysed to identify model strategies that Türkiye can adapt, providing valuable insight into effective institutional and operational approaches. The final chapter synthesises the insights gathered throughout the thesis and reflects on their implications for the future of Türkiye's electricity system. The findings demonstrate that wind energy integration must be approached as a holistic engineering challenge rather than a simple matter of adding generation capacity. Effective integration depends upon building robust forecasting systems, investing in transmission and distribution infrastructure, ensuring adequate system flexibility, and deploying advanced digital technologies for real-time management. Importantly, the thesis highlights that regional predictability is a critical lever for improving national grid performance. Regions with high Weibull stability not only support more consistent generation but also reduce reserve requirements, lower imbalance costs, and enhance overall system resilience. Overall, this thesis contributes a scientifically rigorous and practically relevant examination of wind energy integration challenges. By combining statistical modelling with operational and policy analysis, it provides a comprehensive framework for understanding and addressing the complexities of renewable energy adoption in modern power systems. Its findings offer valuable guidance for policymakers, grid operators, researchers, and industry stakeholders committed to advancing Türkiye's renewable energy future
