Özet
un ÖZET Bilgi çağı olarak nitelenen çağımızın belirleyicisi olan bilim ve teknolojideki gelişmeler kurumların kendilerini yenilemeleri ve güncelleştirmelerinin zorunlu kılmaktadır. Bu değişimi hissetmeyen ve değişim gereğini bünyelerinde yerine getirmeyen özel ve kamudaki kurumlar, fonksiyonlarını yerine getirememekte ve gereksinimlere cevap veremez duruma düşmektedir. Buna karşılık bilim ve teknolojideki gelişmeleri takip edip bunların gereklerini yerine getiren kurumlar ise sürekli büyümekte ve toplumsal gereksinimleri daha kaliteli olarak karşılamanın bilinci ile faaliyetlerini sürdürmektedir. Yaşadığımız yüzyılda toplumların yaşamını kolaylaştırmak üzere mal ve hizmet üreten kurumlar için kalite çok önemli bir kavram olmuştur. Üretilen mal ve hizmette kaliteyi yakalamak isteyen bir kurumun sağlıklı bir yapıya sahip olmasının yanında iyi organize olmuş bir yönetim anlayışına sahip olması da gerekmektedir. Büyük bir organizasyonun kalitesiz üretime rağmen uzun süre ayakta kalması mümkün değildir. Mesleki ve teknik eğitimde; çağın getirdiği değişim ve gelişmeleri doğru algıla;» ^ değerlendirmeyi, çalışanların sürekli eğitimi ile niteliklerini yükseltmeyi, binlerce hizn>e* sunumundaki kaliteyi arttırarak eğitim hizmetinden yararlananların memnuniyetini sağlamayı, problemlerin çözümünde ve eğitim yönetiminde karar alma süreçlerine ilgililerin tam katılımını gerçekleştirmeyi ve aynı zamanda karar almada veri kullanmayı yaygın hale getirerek yönetim anlayışını hakim kılmasını hedefleyen bir organizasyon kurulması şarttır. Mesleki ve teknik eğitim sistemi içinde uygulanan mevcut yönetim sürecinin tüm aksayan yönleri ve özellikle yönetim hiyerarşisinde bürokrasinin oluşması, TKY sistemi içinde takım çalışmaları ile önlenebilir. Türkiye'nin mesleki ve teknik eğitimi geliştirilmesi için arayışların sürdüğü ve insan yetiştirme düzeni ile ilişkili önemli gelişmeler yaşandığı eğitimin bir sorunlar yumağı haline döndüğü ülkemizde eğitim sisteminin önemli bir boyutunu oluşturan mesleki ve teknik eğitim sistemi üzerinde olımlu katkılara getireceğiIX düşünülmektedir. TKY'nin sağladığı faydalar bütün eğitim kurumlarında ortak bir çalışmayı gerektirdiği çalışan tüm personelde motivasyonu arttırdığı için, oldukça önemlidir. Bir millet diğer milletlerle üretmiş olduğu mamullerle rekabet ettiği gibi eğitim kurumlan ile de rekabet edebilmelidir. Rekabetin hızla arttığı dünyamızda varlığımızı sürdürebilmemiz için kalitenin mesleki ve teknik eğitimde uygulanması ve öğretilmesi gerekmektedir. Mesleki ve teknik eğitim kurumlarında diğer hizmet kuruluşlarında olduğu gibi liderlik süreçleri ile etkili eğitim programları aracılığı ile kurumsal kültürlerini değiştirmeleri ve engel gibi görünen özelliklerini aşarak TKY'nin güçlü savunucuları haline gelmeleri mümkündür. Önemli olan doğru yerlerde doğru stratejilerle işi başlamak ve bu işin sabır isteyen uzun bir yolculuk olduğunun bilinci ile yılmadan çalışmaları sürdürmektir.

ABSTRACT The developments in science and technology that is characteristict of our age, knowledge age, make it necessary for the associations to be actual and different. The associations in state and in private who doesn't feel and make the necessary changes in their own constitution couldn't do their function and meet the necessities. Where as the associations who follow the processes in science and technolog and do the necessities of these, grow permanently and they go on their activities being aware of meeting the needs in better quality. In the century we live, quality is a very important concept for the associations that produce goods and services to ease the lives of the societies. Beside having a healty structure, an association which wants to catch the quality with the produced goods and services, needs a thought of well-organized management. It isn't possible that a big organization may stant long inspite of poor quality. In professional and technical education, perceiving and evaluating the changes and progresses, increasing the properties of the wokers by permanent education service by increasing the quality in thousands of service presentation, and realizing the entire joinment of dealers in solving problems and in processes of taking decisions in education management must be taken as a decision and be formed as an organization which makes the using common by aiming an organization in the thought of management. All of the shortcomings of the existing management process applied in the In professional and technical education system and especially the existence of bureucracy in management hierarchy could be prevet by means of team work inthe System of TQM. It's believed that the implemention of total quality management will provide Turkey, where research for improvement of the education system at In professional and technical educations are continving and remarkable improvements sa to the system of educating people are seen,XI and where the education is a mixture of problems, whit positive contributions the education system. Because the contributions made by Total Quality Management make it necessary that a cooperations be realised among all educational administrations and enhance the movitation in the staff, they are considered to be vital, The orientation of the future tendncy of our In professional and technical educations to this respect is necessary for quality education. In professional and technical educations are our future. A nation should be able to rival other nations by means of in professional and technical education just as it rivals them by means of the goods it produces. In order for us not to cease to existence in our world where competition is increasing rapidly, quality should be applied and taught at in professional and technical education. It's posible for in professional and technical education to become some powerful advocators of TQM like the offer service adminitrations through appropriate leadership processes and effective educational programes and by changing their administrative cutoms and get over their propeties that look like abstacles. The important thing is to star from right point with righteous strategies and to perseverantly maintain efforts, bearing in mind that this is a long and patience-requiring run.
