ÖZET YENİ TEKNOLOJİLER VE ÜRETİM SİSTEMLERİNDEKİ DEĞİŞİMİN EMEK VE İSTİHDAM ÜZERİNDEKİ ETKİLERİ (Teori ve Türkiye Üzerine Bir İnceleme) Bilgin, Mehmet Hüseyin Doktora, İktisat Bölümü Tez Danışmanı: Prof. Dr. Uğur Eser Temmuz 2000, 269 sayfa Bu tez, bir üretim sistemi olan Fordizmin krizi ile birlikte yaşanan post- Fordist yeniden yapılanmayı ve bu süreçte ortaya çıkan esnek üretim sistemleri ve esnek otomasyon teknolojilerinin emek ve istihdam üzerindeki etkilerini incelemiştir. Teknolojide ve üretim sistemlerinde yaşanan değişimler yanında, devletin rolünde ve iktisat politikalarında yaşanan değişimlerin de ele alındığı bu çalışmada, esnek üretim sistemlerinin ve esnek otomasyon teknolojilerinin emek süreci ve çalışma biçimleri üzerindeki etkileri incelenmiştir. Bu çalışmada, esnek üretim sistemleri ve esnek otomasyon teknolojilerinin istihdamın bileşimi ve biçimi üzerindeki etkisi ve bu süreçte ortaya çıkan yeni çalışma biçimleri, işgücünün nitelik düzeyi, işsizlik, iş örgütlenmesi ve sendikal örgütlenme üzerindeki etkileri ayrıntılı olarak ele alınmıştır. Üretim sistemlerinde ve teknolojide yaşanan değişimlerin emek ve istihdam üzerindeki etkilerinin teorik olarak incelenmesinin yanında, Türkiye üzerinde uygulama sonuçlarının ortaya konulması da, tezin temel amacım oluşturmaktadır. Bubakımdan, Türkiye'de üretim sistemleri ve teknolojide ne tür değişimlerin yaşandığı ve yaşanan değişimlerin emeği ve istihdamı nasıl ve ne yönde etkilediği uygulamalı bir şekilde ortaya konulmaya çalışılmıştır. Bu bağlamda, esnek üretim sistemleri ve esnek otomasyon teknolojilerinin Türkiye'de 1980'den sonra emek ve istihdam üzerinde yarattığı etkiler, önce imalat sanayii düzeyinde, daha sonra da tekstil (32) ve makine (38) sektörleri ve bu sektörlerden seçilmiş üçer firma düzeyinde karşılaştırmalı olarak incelenmiştir.

ABSTRACT THE IMPACT OF NEW TECHNOLOGIES AND THE CHANGES IN THE PRODUCTION SYSTEMS ON LABOUR AND EMPLOYMENT (Theory and Emprical Evidence From Turkey) Bilgin, Mehmet Hüseyin Ph.D., Department of Economics Supervisor: Prof. Dr. Uğur Eser July 2000, 269 pages This thesis, analyzes the transformation of production systems to post-Fordism due to crisis of Fordism and the impact of the existance of flexible production systems and flexible automation technologies on labour and employment which are came into being in this transformation process. Besides transformation of production systems and the technology, changes in goverment role and economic policies have been discussed. We searched the impact of flexible production systems and flexible automation technologies on labour process and the new dimensions in employment. This thesis, analyzes the impact of flexible production systems and flexible automation technologies on composition and type of employment, skill level of labour, unemployment rate, labour organization and unionism. Besides theoretical examination of the impact of changes in production systems and technology on labour and employment, searching and discussing the implications in Turkey is one of the basic aims of this thesis. Thus, we try to analyze HIhow technology and production systems were changed and what was their impact on labour and employment in Turkey. So it has been researched the influence of flexible production systems and flexible automation technologies on labour and employment in Turkey after 1980, at different levels -the manufacturing level, the textile and machine industries level and the firm level-.
