Özet
Türk sosyolojisinde isimi çok duyulmayan ama Türk toplumunun sorunları üzerine orijinal görüşleri olan ve bu sorunların çözüm önerileri üzerinde yoğunlaşan bir Türk sosyologudur. Baltacıoğlu'na göre, Türk toplumunun sorunlarına çözüm bulacak olan sosyologlardır ve onlar halkı harekete geçirecek güce sahiptirler. Türk toplumunun en önemli sorunu olan toplumsal kalkınma üzerinde orijinal çözüm önerileri sunan Baltacıoğlu, görüşlerinde sürekli olarak bütüncü bakış açısının önemini vurgulamıştır. Sorunlar birbirinden bağımsız değildir; bu nedenle sorunların bütüncü açıdan ele alınması gerekmektedir. Baltacıoğlu çok yönlü bir fikir adamıdır. Bu Onun eserlerine de yansımış ve sorunlara önerdiği çözüm önerilerinin de farklı olmasını sağlamıştır. Baltacıoğlu toplumsal kalkınma hakkındaki görüşlerini kalkınma ağacı modeli ile açıklamıştır. Bu ağacın kökü gelenekler( din, dil, sanat), gövdesi nüfiıs, dalları ise tekniktir. Bu ağacın meyvelerini korumak işi ise eğitim kurumuna aittir. Baltacıoğlu'nun aktüalitesini koruyan toplumsal kalkınma hakkındaki görüşleri, Türk sosyolojisine katkıda bulunacak niteliktedir. Sosyoloji ve sosyologlar toplumun güncel sorunlarından uzak kalamayacaklarından dolayı, toplumsal kalkınma sorunu tıpkı geçmişte olduğu gibi, gelecekte de ele alınacak konulardan birisi gibi görünmektedir.

a Turkish sociologist, has original ideas on the problems of Turkish society and has focused on the suggestions for their solutions; however, he is not a well- known one. According to him, those to find solutions for the problems of Turkish society are sociologists and they have the influence to lead people to action. Baltacıoğlu has suggested original solutions for national development problem that is the most important one of Turkey and he has always highligted the importance of holistic view. Problems are not seperated from eachother; that is why, they should be dealt with from a holistic point of viev. Baltacıoğlu is a prolific thinker, which can be seen in his works and enabled him to suggest different solutions to the problems. Baltacıoğlu has explained his about national development ideas with the theory of development's tree. This tree's root is traditions( religon, language,art), its trunk is population and its branches is technique. This tree's fruits protected by education. Baltacıoğlu 's ideas about national development are still valid and are of the quality to contribute to Turkish sociology. National development seems to be an issue to be considered in the future as in the past since sociology and sociologists cannot keep themselves away from the actual problems of the society.
