Özet

21. yüzyılda iklim değişikliği, biyolojik çeşitlilik kaybı ve kentleşme baskısıyla kırılganlaşan su tabanlı ekosistemlerin korunması ve sürdürülebilir biçimde yönetilmesi, yalnızca çevresel değil, aynı zamanda sosyo-ekonomik ve yönetsel bir zorunluluk haline gelmiştir. Bu doktora tezi, peyzaj mimarlığı disiplini kapsamında geliştirilen sosyo-ekolojik sistem (SES) yaklaşımı ile su tabanlı ekosistemlerin çok katmanlı yapısını bütüncül bir bakış açısıyla değerlendirmeyi ve bu sistemler için ölçeklenebilir planlama-yönetişim modelleri üretmeyi amaçlamaktadır. Araştırmanın merkezinde, Türkiye'nin farklı kıyı bölgelerinde yer alan lagün sistemlerinin mekansal, yönetsel ve ekolojik açılardan karşılaştırmalı olarak analiz edilmesi ve Köyceğiz Lagünü örneklem alanı üzerinden yenilikçi metodolojilerle sürdürülebilir planlama araçlarının geliştirilmesi yer almaktadır. Bu çerçevede, yalnızca yerel düzeydeki peyzaj değerlerinin tespiti değil; aynı zamanda ulusal politika üretimine rehberlik edecek doğa-temelli çözüm stratejilerinin önerilmesi hedeflenmiştir. Çalışma, Coğrafi Bilgi Sistemleri (CBS) tabanlı mekansal analizler, ekosistem hizmetleri matrisleri, tipoloji sistemleri, karakter alanları, tampon zon planlaması ve yönetişim stratejileri gibi çok katmanlı yaklaşımlarla, hem akademik hem de uygulamaya dönük katkılar sunmaktadır. Tezin giriş bölümünde, su tabanlı ekosistemlerin tanımı, işlevsel kapsamı, morfolojik özellikleri ve geçiş sistemi niteliği ulusal ve uluslararası literatür ışığında açıklanmış; Türkiye'deki lagün ekosistemlerinin tanımsal belirsizlikleri, yönetsel sınıflandırma sorunları ve koruma planlamasındaki eksiklikler ortaya konmuştur. Lagünlerin hem kara hem deniz ekosistemleri arasında bir geçiş alanı olarak sahip oldukları yüksek adaptif kapasite ve aynı zamanda kırılgan yapıları, bu sistemlerin hem doğal hem de toplumsal düzeyde çok dikkatli yönetilmesi gerektiğini göstermektedir. Bu bağlamda giriş bölümü, araştırmanın gerekçesini somut biçimde ortaya koymakta; Türkiye özelinde lagünlerin neden sistematik ve çok kaynaklı bir analize ihtiyaç duyduğunu açıklığa kavuşturmaktadır. Ayrıca bu analizlerin, yalnızca ekolojik değil, yönetsel ve planlamaya dönük sorunları da bütüncül biçimde ele alması gerektiği vurgulanmaktadır. İkinci bölümde, çalışmanın kuramsal ve kavramsal çerçevesi çizilmiş; sosyo-ekolojik sistem yaklaşımının temel ilkeleri, bileşenleri ve peyzaj mimarlığı disipliniyle olan ilişkisi detaylandırılmıştır. Peyzajın yalnızca fiziki bir oluşum değil; aynı zamanda kimlik inşası, yerel bilgi üretimi, geleneksel kullanım biçimleri ve toplumsal hafızanın mekansal bir taşıyıcısı olduğu vurgulanmıştır. Bu çerçevede, SES yaklaşımının çok aktörlü ve çok katmanlı yapısı, araştırmanın hem kavramsal zeminini hem de yönetişim modeli kurgusunu şekillendirmiştir. Peyzaj mimarlığının sosyo-kültürel, doğal ve mekansal bütünlükleri birlikte ele alma potansiyeli, doğa-temelli planlama ve sürdürülebilir mekan yönetimi açısından metodolojik bir zenginlik sunmaktadır. Üçüncü bölümde, Türkiye'deki lagün sistemlerinin analizi çok boyutlu bir yaklaşımla gerçekleştirilmiştir. SAYBİS, CORINE 2018, Ramsar kriterleri, yönetim planı verileri, Bakanlık raporları ve çok zamanlı uydu görüntüleri gibi farklı veri kaynakları entegre edilerek, kıyı lagünlerinin sistematik envanteri hazırlanmıştır. Bu analiz sürecinde, lagünler yüzey alanlarına göre A–D arasında dört farklı büyüklük sınıfına ayrılmış ve her bir sınıfın sağladığı ekosistem hizmetleri karşılaştırmalı olarak değerlendirilmiştir. Söz konusu sınıflandırma, yalnızca ekolojik değil; aynı zamanda yönetsel önceliklendirme, risk düzeyi analizi ve planlama ölçeklerinin tanımlanması açısından stratejik bir rehber niteliğindedir. Ayrıca, 250 metrelik tampon zonlar oluşturarak bu alanlardaki baskı türleri, arazi kullanım yoğunluğu, mekansal çakışmalar ve hizmet katkı düzeyleri CBS destekli olarak modellenmiştir. Böylece, farklı büyüklük ve özellikteki lagünlerin yönetimsel gereksinimleri bilimsel bir temele dayandırılmıştır. Dördüncü bölümde, Köyceğiz Lagünü örneklem alanı özelinde detaylı ve çok katmanlı bir analiz süreci yürütülmüştür. CORINE 2018 verileri temelinde geliştirilen özgün A–K sınıflı arazi kullanım tipolojisi ile lagün çevresindeki tüm kullanım türleri belirlenmiş; bu kullanım türlerinin sekiz temel ekosistem hizmetine katkı düzeyleri 0– 3 ölçeğinde puanlanmıştır. Elde edilen puanlamalar aracılığıyla oluşturulan Ekosistem Hizmetleri Katkı Matrisi, orman, tarım, mera, çayır, kentsel ve endüstriyel alanlar gibi farklı arazi türlerinin hizmet üretim kapasitelerini sayısallaştırmış ve görselleştirmiştir. Ayrıca, üç temel hipotez çerçevesinde, arazi kullanımı ile hizmet üretimi ilişkisi, eşik temelli planlama stratejileri ve tipolojik sınıflandırmalar detaylı biçimde analiz edilmiştir. Bu yaklaşım, mekansal karar destek sistemlerinin peyzaj planlamasında etkin kullanılabilirliğini artırmayı hedeflemektedir. Beşinci bölümde, peyzaj karakteri, algı ve doğal eşikler birlikte değerlendirilerek, mekansal bütünlük ilkesi doğrultusunda alt alan önceliklendirme çalışmaları yapılmıştır. Peyzaj karakter bölgeleri haritası, doğal eşiklerle örtüşüm diyagramları, sosyo-kültürel algı modelleri ve sürdürülebilir planlama senaryoları gibi görsel analitik araçlarla planlama süreci desteklenmiştir. Bu yaklaşım, yalnızca biyofiziksel değil, aynı zamanda algısal ve toplumsal eşiklerin de mekansal planlamanın temel bileşenleri olarak dikkate alınmasını sağlamaktadır. Ayrıca, katılımcı modellerin planlama süreçlerinde nasıl daha etkili biçimde kullanılabileceği üzerine yönetişim temelli öneriler geliştirilmiştir. Altıncı bölümde, hipotezler üzerinden elde edilen bulgular sentezlenmiş; Köyceğiz Lagünü örneklemi üzerinden geliştirilen modelin Türkiye'deki diğer lagün sistemlerine nasıl uyarlanabileceği değerlendirilmiştir. Söz konusu modelin tipoloji üretimi, hizmet değerlendirme, karakter analizi ve tampon zon planlaması gibi bileşenleri sayesinde ölçeklenebilir bir örüntü sunduğu ortaya konmuştur. Ayrıca, Akyatan, Balık, Paradeniz ve Büyükçekmece gibi farklı morfolojik ve yönetsel yapıya sahip lagünlerde bu modelin uygulanabilirliği örneklenmiş; doğa-temelli yönetişim ve mekansal uyumlaştırma ilkeleri kapsamında ulusal ölçekli planlama rehberlerine dönüştürülebilirliği vurgulanmıştır. Son bölümde, çalışmanın genel sonuçları, sınırlılıkları ve gelecek araştırmalar için öneriler çok yönlü biçimde ele alınmıştır. Özellikle CORINE verilerinin 100 m çözünürlükte olması, mikro habitat düzeyindeki değişimleri izleme açısından yetersizlik yaratmış; katılımcı verilerin sınırlı oluşu, sosyal boyutun daha derinlemesine analiz edilmesini engellemiştir. Buna ek olarak, lagün dinamiklerinin çok yıllık ve mevsimsel veri setleriyle izlenememesi, zamansal davranışların analitik olarak eksik kalmasına neden olmuştur. Bu sınırlılıkların giderilmesi adına yüksek çözünürlüklü drone ve LiDAR teknolojileri, katılımcı haritalama atölyeleri, iklim senaryolarına dayalı kırılganlık analizleri ve geleneksel ekolojik bilgiye dayalı yönetişim modelleri gibi yöntemler önerilmiştir. Ayrıca, ulusal ölçekte bir lagün izleme ağı kurulması gerektiği belirtilmiştir. Sonuç olarak, bu tez çalışması yalnızca bilimsel düzeyde bir mekansal analiz sunmakla kalmamış; aynı zamanda peyzaj değerlerinin korunması, sosyo-ekolojik bütünlüğün sağlanması ve yönetişim stratejilerinin geliştirilmesi amacıyla bütüncül bir çerçeve ortaya koymuştur. Köyceğiz Lagünü üzerinden geliştirilen yöntem ve modeller, Türkiye'deki diğer lagün sistemleri için ölçeklenebilir ve uygulanabilir bir çerçeve sunmakta; sürdürülebilirlik, doğa-temelli çözüm önerileri ve yerel katılım esaslı yönetişim politikalarının geliştirilmesine katkı sağlamaktadır. Bu yönüyle tez, hem akademik literatüre özgün katkılar sunmakta hem de mekansal planlama uygulamaları açısından bilimsel temelli, uygulanabilir ve karar vericiler için rehber niteliği taşıyan bir model önermektedir.

In the contemporary era marked by environmental uncertainties and rapid socio economic transitions, aquatic ecosystems—particularly those in transitional zones such as coastal lagoons—have emerged as ecologically significant yet highly vulnerable landscapes. Intricate biophysical processes, exceptional biodiversity, and unique socio-cultural values characterize these dynamic interfaces between terrestrial and marine environments. However, they are increasingly threatened by anthropogenic pressures, including climate change, land-use intensification, urban sprawl, pollution, tourism development, and fragmented governance. The urgency of preserving these multifunctional landscapes necessitates a multidimensional planning approach that goes beyond traditional ecological assessments and incorporates socio-economic, perceptual, and institutional dimensions. This PhD thesis responds to this imperative by examining the landscape values of aquatic ecosystems—particularly coastal lagoons—through the lens of the Socio Ecological System (SES) framework, integrated with advanced tools from the discipline of landscape architecture. The central aim is to develop a scalable, holistic, and context-sensitive methodology for analyzing, planning, and managing lagoon ecosystems in Türkiye, with a specific focus on Koycegiz Lagoon as a representative case study. The research operationalizes SES theory in spatial planning through the application of landscape character assessment, ecosystem service quantification, and governance diagnostics. The rationale of the study stems from the complex and multi-functional nature of Turkish coastal lagoons, which function simultaneously as ecological corridors, biodiversity reservoirs, economic assets, cultural landscapes, and governance challenges. Despite their value, these ecosystems suffer from definitional ambiguities, a lack of typological clarity, and inadequate integration into national planning frameworks. Existing studies tend to focus on hydrology, water quality, and habitat characteristics but fall short in addressing the interactions between landscape structure, ecosystem functionality, and socio-cultural dimensions. This thesis seeks to bridge this gap by proposing an interdisciplinary, multi-scalar planning model that aligns ecological integrity with socio-spatial equity and adaptive governance. Methodologically, the study is anchored in multi-source spatial data integration, combining quantitative GIS-based assessments with qualitative analytical dimensions. National databases such as CORINE Land Cover 2018 and SAYBIS Wetland Inventory were utilized in conjunction with Ramsar site criteria, regional spatial plans, multi-temporal satellite imagery, and topographic basemaps. These spatial datasets were analyzed using ArcGIS tools and overlaid with typological and service-oriented indices to map pressures, vulnerabilities, and planning needs. The research further adapted internationally recognized evaluation matrices for ecosystem services (notably those by Burkhard ve diğ. and Maes ve diğ.). It calibrated them for the Turkish context using context-specific indicators and ordinal scoring systems. One of the most distinctive contributions of the thesis is the development of a novel A–K land-use typology, designed to capture the diverse biophysical, functional, and socio-economic characteristics of lagoon landscapes. This typology includes 11 discrete classes, ranging from natural forests, semi-natural grasslands, and wetlands to intensive agricultural fields, rural settlements, urban-industrial zones, and touristic infrastructures. Each land use class was assessed in terms of its contribution to eight key ecosystem services—including provisioning (e.g., fisheries, agriculture), regulating (e.g., carbon storage, water purification), supporting (e.g., habitat connectivity), and cultural services (e.g., identity, recreation, aesthetic values)—using a 0–3 ordinal scoring system, where '0' represents negligible service capacity and '3' denotes high capacity. These assessments were compiled into a custom Ecosystem Service Contribution Matrix, which served as the foundation for spatial service mapping and trade-off/synergy analysis. Furthermore, the study conducted a national-level classification of Turkish coastal lagoons into four surface area categories (A: <50 ha, B: 50–999 ha, C: 1000–4999 ha, D: ≥5000 ha) and established 250-meter buffer zones around each lagoon to model spatial pressures and land-use intensity. Within these buffers, overlapping layers of land-use distribution, infrastructure density, ecological thresholds, and institutional jurisdictions were analyzed to identify hotspots of conflict and opportunity. This process revealed that smaller lagoons (type A) were often neglected in spatial planning due to their perceived insignificance. In comparison, larger lagoons (types C and D) attracted more attention but suffered from governance fragmentation. The Koycegiz Lagoon—located in southwestern Turkey—was selected as the empirical core of the research due to its unique ecological richness, complex land-use mosaic, socio-cultural identity, and policy significance. In this case study, the A–K typology and the ecosystem service matrix were applied to spatially evaluate the functionality and vulnerability of the lagoon's buffer zone. The research tested three central hypotheses: (1) the functional configuration of land-use types affects the provision and spatial continuity of ecosystem services; (2) ecological thresholds and landscape character are essential for defining planning zones; and (3) typological differentiation supports adaptive governance strategies. The findings confirmed that semi-natural landscapes such as forests and wetlands maintained high multifunctionality and resilience, while urban-industrial and monocultural agricultural zones exhibited service decline and spatial fragmentation. Additionally, the study applied Landscape Character Assessment (LCA) techniques to delineate distinct planning subzones within the Köyceğiz Lagoon. The LCA framework was enhanced through perceptual analyses that incorporated local stakeholder views, historical land-use trajectories, and intangible cultural heritage. Mapping outputs such as landscape character regions, ecological threshold overlays, and perceptual value maps were generated to inform zone-specific planning strategies. These findings emphasized that spatial planning must account not only for ecological functionality but also for local knowledge, cultural memory, and place-based identity. The thesis further explored the institutional and governance dimensions of lagoon management, identifying misalignments between ecological boundaries and planning jurisdictions. It examined national, regional, and local planning documents, conservation regulations, and municipal development plans to uncover gaps in legal coverage and spatial coordination. A SWOT analysis was conducted to assess the strengths, weaknesses, opportunities, and threats within the existing governance framework, leading to the development of strategic recommendations for participatory and cross-scalar lagoon management. Emphasis was placed on incorporating community participation, particularly from underrepresented groups such as women, youth, and small-scale fishers, into decision-making processes, following the principles of equitable environmental governance. One of the concluding contributions of the thesis is its focus on scalability and transferability. The planning model developed for Köyceğiz Lagoon—comprising the A–K typology, ecosystem service matrices, landscape character regions, governance analysis, and spatial buffer modeling—was conceptually applied to four other Turkish lagoons (Akyatan, Balik, Paradeniz, and Buyukcekmece). This demonstration of applicability confirmed the model's potential for national upscaling, particularly in the development of integrated coastal management policies and nature-based planning strategies in Türkiye. The approach also holds international relevance, especially in regions with similar socio-ecological complexity and transitional aquatic systems. Nevertheless, the study acknowledges certain limitations. The spatial resolution of the CORINE 2018 data (100m) restricted the ability to detect fine-scale habitat changes. The lack of multi-year time series data limited the capacity for temporal trend analysis, particularly in relation to seasonal lagoon behavior and climate-induced transformations. Moreover, field-based socio-cultural data collection was constrained due to logistical limitations, restricting the depth of participatory validation. To address these challenges, the study recommends future research to employ high resolution drone and LiDAR imagery, climate scenario-based vulnerability models, and community-based mapping workshops. It also advocates for the establishment of a national lagoon monitoring network, integrating scientific institutions, governmental agencies, and local stakeholders for long-term adaptive governance. In conclusion, this PhD research offers both a conceptual advancement and a practical framework for the sustainable planning of lagoon ecosystems. By operationalizing the SES framework within landscape architecture and applying it through an innovative methodology, the study makes a significant contribution to the fields of ecosystem governance, spatial planning, and socio-ecological resilience. It provides a robust, adaptable, and policy-relevant model that aligns ecological priorities with social equity and cultural continuity, thereby setting a precedent for integrated management of fragile aquatic systems in Turkey and beyond.
