Özet

Bu çalışma, Hüseyin Sadettin Arel'in kurucusu olduğu ve günümüzde Arel-Ezgi-Uzdilek Sistemi (AEUS) olarak bilinen teori sisteminin, Türk makam müziği çevresindeki kuramsal ve kurumsal iktidarını, bunun somut bir örneği olarak şed makamlar anlayışını incelemektedir. Arel'in müzik teorisi, yalnızca kuramsal bir sistem mahiyetinde değil; aynı zamanda erken Cumhuriyet döneminin modernleşme dinamikleriyle yakından ilişkili sosyopolitik bir yapı olarak ele alınmıştır. Bu bağlamda tezde, Arel'in çalışmaları hem teorik hem de sosyolojik düzlemde değerlendirilmiş; kurguladığı makam teorisinin günümüzde süregelen etkisi, epistemik cemaat kuramı çerçevesinde yorumlanmıştır. Tezin birinci bölümünde, Arel'in yaşadığı tarihsel bağlam, özellikle Osmanlı'nın son dönemlerinden Cumhuriyet'in ilk yıllarına uzanan toplumsal dönüşüm süreci dikkate alınarak incelenmiştir. Cumhuriyet dönemi kültür politikalarının etkisiyle geleneksel müzik anlayışının yeniden şekillendiği bu süreçte, Arel'in teori çalışmaları, Türk makam müziği alanında bir modernleşme projesi olarak değerlendirilmiştir. Max Weber'in rasyonelleşme kuramı bağlamında, Arel'in 24'lü ses sistemi ve ana dizi yapısı gibi düzenlemeleri, Batı müziği teorisinin etkileriyle inşa edilmiş bir tür standardizasyon çabası olarak yorumlanmıştır. İkinci bölümde, iktidar kavramının sosyolojik, felsefi ve kültürel çerçevede müzikle ilişkisi tartışılmıştır. Russell, Foucault, Han ve Weber gibi düşünürlerin iktidar teorilerinden hareketle, Arel'in kurduğu sistemin nasıl bir otorite alanı oluşturduğu irdelenmiştir. Bu kapsamda, müziksel teori üretiminin yalnızca bilimsel bir faaliyet değil, aynı zamanda toplumsal iktidar ilişkilerini yansıtan bir kültürel eylem olduğu vurgulanmıştır. Üçüncü ve dördüncü bölümler, Arel'in hayatı, müzik eğitimi ve kuramsal üretimleri hakkında bilgi sunmaktadır. Arel'in özellikle teori alanındaki yaklaşımları; makam sınıflamaları, perde dizileri, ana dizi yapısı, 53 komalık ses sistemi gibi başlıklar altında detaylı şekilde analiz edilmiştir. Bu sistematik yapıların, Türk makam müziğinin geleneksel seyrine getirdiği değişimler ve beraberinde yarattığı tartışmalar ele alınmıştır. Beşinci bölümde, çalışmanın diğer uygulama alanı olan şed makamlar konusuna odaklanılmıştır. Arel teorisinin gelenekte örneği bulunmayan bir makam türü olarak tanımladığı şed makam anlayışı, özellikle Çargâh makamı üzerinden incelenmiş; Acem Aşiran ve Mâhur makamları örnek olarak değerlendirilmiştir. Bu makamların tarihsel süreçteki izleri, tanımlanabildikleri ilk kaynaklar üzerinden değerlendirilmiş ve Arel sisteminde nasıl konumlandıkları karşılaştırmalı olarak analiz edilmiştir. Sonuç bölümünde, Arel teorisinin Türk makam müziği üzerindeki süregelen etkisi, onun yalnızca bir kuramcı olarak değil, aynı zamanda sistemin kurumsallaşmasında rol oynayan bir otorite figürü olarak konumunu açıklamak amacıyla epistemik cemaat kavramı üzerinden değerlendirilmiştir. Arel'in etrafında konumlanan ve bilim çevresini oluşturan, başta öğrencileri olmak üzere; Arel ekolü olarak tanımlanan aktörler, yayın faaliyetleri ve kurumlar üzerinden irdelenmiş, teorisinin günümüzde hâlâ güçlü bir biçimde uygulanmasındaki etkileri açıklanmaya çalışılmıştır. Bu bağlamda tez, Arel teorisinin bilimsel yeterliliğinden ziyade, sosyolojik ve kurumsal iktidarını anlamaya yönelik bir analiz sunmaktadır. Kuramsal sistemlerin sürekliliğini yalnızca işlevsel yeterlilik üzerinden değil, aynı zamanda sosyal örgütlenme biçimleri, eğitim kurumlarındaki yerleşiklik ve entelektüel çevrelerin desteğiyle açıklayan bir yaklaşım benimsenmiştir. Şed makamlar gibi somut örnekler ise, bu kuramsal yapının Türk makam müziği çevresi üzerindeki etkisini göstermesi açısından çalışmanın özgün katkısını oluşturmaktadır.

This study analyzes the sociological and institutional power of the theoretical framework associated with Hüseyin Sadettin Arel and referred to in the contemporary literature as the Arel-Ezgi-Uzdilek System (AEUS) within Turkish maqam music. The dissertation aims to explain the durability of AEUS not only through“intratheoretical adequacy”but also in conjunction with dynamics of modernization, institutionalization, and the formation of an epistemic community. In this regard, the research questions are deepened along the following axes: the modes by which AEUS articulates with the rationalizing horizon and cultural policies of the early Republic; the constitution of the“Arel school/Arelciler”as an epistemic community and its relationships with educational and performance institutions; and the phenomenon of transposed modes as a concrete site of the system's power, pursued through historical and performance-based analyses of the Çargâh-derived transposed maqams Mâhur and Acem Aşiran. The theoretical backbone of the study draws on sociological approaches that treat power as a network of social interactions and legitimacy-producing mechanisms. Within these approaches, music is evaluated not merely as an aesthetic-technical form but as a social practice that operates through institutions, actor networks, and the production of legitimacy. This perspective makes visible the position of AEUS within knowledge-power relations and enables an analysis of its bidirectional engagement with modernization discourse along the axis of rationalization and standardization. The same framework provides the common conceptual ground that binds together the historical and analytical readings developed in the subsequent chapters. Methodologically, the research adopts a qualitative, descriptive-analytic approach; no quantitative data are used. Debates on intratheoretical technical correctness or practical correspondence are set outside the scope, and the focus is placed on the sociological and institutional power of AEUS. Arel's circle; his publishing activities, students, and the institutions in which he served is evaluated through an epistemic-community lens by means of a network-based analysis of knowledge circulation and the construction of authority. In doing so, the study draws on theoretical models that center channels of communication and transmission. The dissertation presents and classifies a comprehensive literature review consisting of graduate theses, conference papers, and peer-reviewed articles on Arel and AEUS. The dominant tendency in this literature is to concentrate on the system's theoretical framework together with textual/aural examples; by contrast, the institutional context of the system's production and its legitimacy relations remain relatively backgrounded. To fill this gap, the dissertation opens up the institutional-cultural functioning of Arel's milieu through both historical and sociological lenses, grounding the analysis in the intersection of society, science, art, and power, as well as in the community/society distinction and the concept of the epistemic community. Arel (1880-1955) stands as a pivotal figure who witnessed the transformation from the Second Constitutional Era to the early Republic; he was not only a theorist but also a publisher, educator, and composer. The formation of AEUS is read at the intersection of a professionalizing musical field in the first half of the twentieth century and the quest for a“national music.”In this framework, AEUS takes up Rauf Yekta's proposal of a 24-part division with a sense of historical continuity; at the same time, through choices such as a Çargâh-centered primary scale, an intervallic system, and a maqam classification with a transposed maqams category, it establishes a comprehensive systematization that responds to the era's standardization imperatives. The internal architecture of AEUS is discussed under three main headings: the Primary Scale/Çargâh modal axis, the 24-tone system, and the classification of transposed maqams. It is shown that Arel's account of maqams brings together the organizational logic of scales (tetrachord/pentachord combinations) and the axis of seyir/öz (a performance narrative) in a systematic order and rationale. Criticisms in the literature of these choices are presented in detail; however, the dissertation argues that these choices constitute deliberate acts of standardization that are explicable in light of the period's modernization goals. The 24-part division of the octave in AEUS is redefined along a line of thought inherited from Rauf Yekta; partitioning the octave into twenty-four unequal parts is justified by an argument grounded in the necessity of tetrachord-pentachord combinations. This acceptance is positioned as part of a rationalizing orientation that supports a computable and shared language within AEUS. To concretize the theoretical discussion, the dissertation examines how the şed category functions through the Çargâh-derived transposes Mâhur and Acem Aşiran. A comparative analysis of manuscript and printed theory with performance examples reveals that both makams display seyir-based, composite, and multilayered structures that cannot be reduced to a single“transposed scale.”In this context, Arel's proposal of a new scalar classification under the heading of transposed (while bracketing historical varieties of seyir and flavor) amounts to a recalibration of a practical-historical definition within a scalar frame. Because the analysis exhibits structural isomorphies that generalize beyond the transposed of Çargâh, the findings are taken to be explanatory for the şed category as a whole. A joint reading of historical sources (Merâgî, Kadızâde Tirevî, Shīrāzī, Yusuf Kırşehri, Hızır b. Abdullah, and others) with performance data shows that Mâhur is a seyir-maqam shaped, across different periods, around Gerdâniye-centered openings, the interweaving of Uşşâk/Çargâh components, and resolution principles in Rast. While AEUS renders Mâhur as“the Çargâh transposed on Rast,”it inevitably simplifies certain dimensions of the historical richness of seyir and flavor; this brings into relief the tension between scalar standardization and the multilayered realities of performance. Similarly, in Acem Aşiran, both historical theory and performance examples point to a seyir-based and composite construction. AEUS's scalarization of this maqam under the transposed maqams category abstracts a significant share of the historical-practical narratives; nonetheless, it provides a computable common language for pedagogy and notation. Thus, the complementary tension between theoretical standardization and performative diversity is likewise traceable in Acem Aşiran. To account for the continuing power of AEUS, the dissertation models Arel's circle as an epistemic community. The actor networks spanning from Arel's teachers to his students, from the journals he published to the institutions in which he served, indicate a community architecture that circulates a shared terminology and pedagogy and produces legitimacy through channels of communication. The placement of this community's members at various levels, above all within TRT, facilitated the notation of the radio repertoire according to AEUS; combined with conservatory curricula and performance practices, this transformed the theoretical language into institutional memory. This finding plays a key role in explaining the“widespread and determinant”position of AEUS in education and performance. Criticisms of AEUS in the literature (concerning the primary scale/Çargâh axis, the 24-tone system, and makam classification/transposed) are detailed at the technical level; the dissertation re-reads them by situating them in the context of modernization. This reading argues that AEUS should be understood not as claiming to“exhaust all dimensions of performance,”but rather as aiming to produce institutional standards by way of a common language and computability. Consequently, while AEUS reduces historical and performative diversity, it establishes a powerful medium of transmission and consensus across networks of education, notation, and publishing; this medium is the principal factor accounting for the system's durability. The study's original contribution is threefold. Sociological visibility: the power of AEUS is explained through an analysis centered on the axis of epistemic community and institutions, moving beyond debates on intratheoretical correctness. Historical-analytical depth: the focused analysis on Mâhur and Acem Aşiran concretizes the tension between the seyir-based multilayeredness of the transformed maqams category and scalar standardization. Field-level integration: the institutional communication network that circulates across conservatories, TRT, and official or semi-official performance bodies is positioned as a central variable in explaining the continuity of AEUS in education and performance. The dissertation deliberately refrains from expanding work-by-work micro-analyses; the sample is limited to Mâhur and Acem Aşiran. The reason for this choice is that it demonstrates structural isomorphies that hold for the transformed maqams category as a whole. Future research could trace, through in-depth comparison, the historical-performative trajectories of other transformed maqams such as Zirgüleli Hicaz, Sûzidil, and Şedaraban, thereby mapping the nuances of intratheoretical and extratheoretical approaches in greater detail. In addition, changes and continuities after AEUS in conservatory curricula and TRT archival practices could be followed more closely through qualitative interviews and archival surveys. In conclusion, the enduring authority of AEUS today is reinforced by the dominance of the epistemic community shaped around Arel (referred to in the literature as the“Arelciler”) within institutional domains. By standardizing curricula and assessment practices in conservatories; steering repertoire codification and performance norms at TRT and state choirs; circulating a common language in publishing and terminology; and exerting influence over expert appointments and jury/committee mechanisms, this community continually reproduces the legitimacy of AEUS. While this ongoing reproduction does not entirely eliminate diversity in performance practice, it consolidates the system's guiding position by normalizing a common frame of reference and an expectation of calculability across educational and publishing networks. Thus, within a knowledge-power articulation grounded in the horizon of modernization, AEUS remains decisive today thanks to the institutional capacity and network effect of the Arelciler.
