Özet
Devlet aklı siyasetinin iç tutarlılığı, sınırları ve teorik temelleri bu çalışmanın temel inceleme konusunu oluşturmaktadır. Devlet aklı siyaseti rasyonel bir yönetimsellik hedefleyip, siyasal düzeni ve toplumsal ortaklığı inşa eden egemen gücün güvenliğini esas alır. Devlet aklı, devletin sürekliliği korumayı, toplumsal istikrarı sağlamayı ve kamusal ortak faydaya yönelik politik sonuçlar üretmeyi amaçlayan bir düşünceyi ifade eder. Devletin ve toplumun karşılaşabileceği politik sorunlar, akılcı ve planlı kamu politikalarıyla çözüme kavuşturulmalıdır. Aksi takdirde yönetimde yozlaşma, toplumsal istikrarda bozulma, devlet güvenliğinde zafiyet ve benzeri durumlar kaçınılmaz olur. Devletin gücünü sürdürebilmesi ve toplumsal düzenin istikrar içinde devam edebilmesi, rasyonel bir yönetimselliği zorunlu kılar. Bu yönetimsellik ise devlet aklı siyasetinin etkin biçimde işlemesiyle sağlanabilir. İlk bölümde devlet aklının siyasal düşünce tarihindeki dönüşümünü ve çeşitli siyasal anlayışlar tarafından nasıl yorumlandığını inceledim. Kavramın tarihsel ve siyasal bağlamlar içerisinde kazandığı farklı anlamları ortaya koymaya çalıştım. İkinci bölümde, çağdaş siyasal teoride devlet aklına yönelik tematik yaklaşımları ele aldım. Bu kapsamda, siyasal ahlakilik, hukuki meşruluk, sivil siyaset ve demokratik değerler çerçevesinde devlet aklına dair tartışmaları analiz ettim. Son bölümde tarihsel ve teorik tartışmaları birleştirerek devlet aklının devlet ontolojisindeki yerini sorguladım. Devletin ontolojik yapısını katmanlı bir şekilde ele aldım. Siyasi iktidar, devletin tüzel kişiliğini oluşturan idari organlar ve devlet aklı kavramı üzerinden bu ontolojik yapıyı ayrıntılı olarak göstermeye çalıştım. Devlet ontolojisinden kastım bu katmanlı yapıyı işaret edebilmekti. Bu bağlamda, devlet aklının devletin idari organlarından ve siyasal iktidar yapısından farkını göstermeye çalıştım. Devlet aklının ontolojik çerçevesini oluştururken transendental realizm metodunu kullandım. Aynı bağlamda dönüşümsel toplumsal etkinlik modellemesiyle, bireysel ve toplumsal ilişkisellik bağlamında devlet aklı siyasetinin nasıl inşa edildiğini gösterdim. Temel iddiam, devlet aklının bireysel beklentilerden ve kamusal bilinçten esinlenen bir siyaset formu olduğudur. Bu form devlet yönetiminde rasyonelliği esas alır. Bu nedenle siyasal iktidarların, rasyonel politikalar sürdürebilmesi için devlet aklı siyasetinin işaret ettiği ideal politik eylemselliği takip etmesi gerektiğini savundum.

In this study, I aim to reveal the internal coherence, boundaries, epistemological and ontological foundations of the politics in reason of state. Reason of state aims at the rational governmentality of politics. It prioritizes the security of the sovereign power that establishes political order and social unity. Reason of state refers to a way of thinking that aims to reserve the continuity of the state, ensure social stability, and produce policies that serve the common good. Political problems that the state and society may face should be resolved through rational and well-planned public policies. Otherwise corruption in governance, deterioration of social stability and security vulnerabilities in the state become inevitable. To maintain a strong state and a stable society, long-term strategic planning and rational governance are necessary. This necessity can be deal with through the politics of reason of state. In the first chapter, I examined the transformation of reason of state in the history of political thought and how different political perspectives have interpreted it. I aimed to reveal the various meanings the concept has acquired within historical and political contexts. In the second chapter, I explored thematic approaches to state reason in contemporary political theory. In this framework, I analyzed debates on reason of state in relation to political morality, legal legitimacy, civil politics, and democratic values. In the final chapter, I integrated historical and theoretical discussions to question the place of reason of state in the ontology of the modern state. I addressed the ontological distinction between reason of state and the government structure and administrative organs of the state. In the same context, I used the transcendental realist method for understanding the ontological framework of reason of state. Similarly, I demonstrated how the politics in reason of state is shaped within the context of individual and social relations with the transformational model of social activity. My main argument is that reason of state is a political form inspired by individual expectations and public consciousness. This form prioritizes rationality in governance. Therefore, I argue that political authorities must follow the ideal political action framework suggested by the politics in reason of state to rational policymaking.
