Özet

21. yüzyılın ilk 25 yılında siyasal, iktisadi, toplumsal, hukuksal, kültürel, teknolojik bir dizi gelişme ve neoliberal hegemonyanın yapısal krizi tüm dünya toplumlarını makro siyasetten gündelik yaşama sarsıcı, köklü değişimlerle karşı karşıya bırakmıştır. Bu nedenle her görüşten insanın insanlığın önemli bir eşikte olduğunu beyan ettiği çağımızda modern sosyal bilimlerin varlık zeminini oluşturan toplumsal değişimi kavrama amacı, her zamankinden daha önemli hale gelmiştir. Hızla gerçekleşen dünya-tarihsel olayların toplumsal değişimin mahiyeti ve yönü üzerinde en fazla belirleyiciliğe sahip olanlarının dünyanın hemen her yerinde, kesintisiz bir biçimde patlak veren protesto ve isyanlar olduğunu kabul eden bu çalışma, toplumsal değişimi 21. yüzyılın yaygın, yoğun ama henüz anlamlandırılamamış olduğu kabul edilen protesto ve isyanları esas alarak kavramaya çalışmaktadır. Bu amaçla, sosyal bilimcinin toplumsal değişimi kavramak üzere, geçmiş, şimdi ve geleceği birbirine bağlayan, toplumların nasıl hareket ettiğini açıklayan bir tarih kavramına ihtiyaç duyacağı varsayılmış, çalışmanın ilk bölümünde toplumsal değişimi anlamak için tarih kavramının gerekliliği ortaya koyulmuştur. 21. yüzyılda toplumsal değişimin anahtar göstergelerinden olduğu düşünülen yaygın protesto ve isyanların çözümlenmesine kılavuzluk edecek tarih kavramı, toplumsal değişimin kendi çıkarlarını kolektif bir bellekten yapılan olgular seçkisini, ortak gelecek tahayyülüne dayanan bir anlatıya dönüştürerek savunan toplumsal çıkar grupları arasındaki mücadelede baskın tarafın anlatısını (ulus, din, aşiret, hanedan, medeniyet gibi) kolektif bir özne aracılığıyla tüm topluma mal ederek tarihe dönüştürmesiyle mümkün olduğu fikrine dayanmaktadır. Bu durumda protesto ve isyanların 21. yüzyılda toplumsal değişime kaynaklık edip etmedikleri sorusu, bunların yeni kolektif öznelere yol açıp açmayacakları sorusunu yanıtlamayı gerektirir. Kolektif öznenin tarih kavramının merkezine yerleştirilmiş olması, toplumsal çıkar gruplarının kendi anlatılarını tarihe nasıl dönüştürdüklerini açıklamayı gerektirir ki bu tarih kavramının unsurlarının saptanması anlamına gelir. Tarih kavramının da 21. yüzyıl tarihine özgü olmak bakımından tarihsel olacağı kabul edildiğinde, bu yüzyılın öncekinden devraldıkları ve kolektif belleğe dâhil olayları dikkate alınıp kılavuz tarih kavramının elde edilmesine çalışılmıştır. En genel hatlarıyla protesto ve isyanların nedenlerinin ve niteliklerinin incelenmesi 20. yüzyılın ikinci yarısında kurulan dünya düzeninin 1980'lere doğru yaşanan sistemik krizle neoliberal hegemonyaya dönüştüğü, neoliberal hegemonyanın ise protesto ve isyanları tetikleyen eşitsizlikler yaratarak sürdürüldüğü tespit edilmiştir. Neoliberal hegemonyanın eşitsizliklerle sürdürülmesi, kapitalizmin altın çağı kabul edilen İkinci Dünya Savaşı sonrası dönemde siyasal güç kazanan sistem karşıtlarının siyasal kapasitesinin zayıflatılması için kamusal alanın dönüştürülmesine bağlı olmuştur. Sonuç olarak toplumsal çıkar gruplarının kolektif bellekten anlatı yaratmalarının bir ortak gelecek tahayyülüne sahip olmalarını, bunun ise bir herkes/kamu anlayışını gerekli kıldığı sonucuna varılmıştır. Neoliberal hegemonyanın dayandığı eşitsizliği derinleştirip yayarak kitlelerin siyasal kapasitelerini zayıflatma stratejisi, eşitsizlik kavramının yanı sıra, kamu, kamusal alan, müşterekler kavramlarını zamanımızın kolektif özne soyutlamalarının öncülleri kılar. Protesto ve isyanların öne çıkan siyasal öznelerinin siyasal programlarının yeni kolektif özneler önermeleri ihtimali, toplumsal değişimin unsurları olacak bu kavramları nasıl içeriklendirdiklerine bağlıdır. Dolayısıyla bu çalışma, 21. yüzyılda herhangi bir toplumsal hareketin tarihe yön verme kapasitesine sahip olup olmadığını ve toplumsal değişimin niteliğini belirleyecek kolektif öznelerin olanaklılığı sorusuna yanıt aramakta, bu amaçla, gösterge niteliğindeki üç protesto ve isyanı, bunların öne çıkardığı siyasal öznelerin temel metinlerini oluşturulan kavram seti ışığında analiz etmektedir. İlk olarak, neoliberal politikaların otoriterleşen bir tek parti rejimi eliyle uygulandığı, bu rejimin kriz yönetiminde muhafazakâr ve toplum mühendisliğine dayalı stratejiler izlediği çevre kapitalist bir örnek olarak Türkiye'deki Gezi Parkı Eylemleri, Birleşik Haziran Harekeketi'nin temel metinleri ile çözümlenmiştir. İkinci olarak, kriz sonrası dönemde kapitalist merkezde, finans kapitalin simgesel merkezi olan Wall Street'e yöneltilen doğrudan bir itiraz niteliği taşıyan ve adil, özgür bir dünya talebiyle ortaya çıkan“Wall Street'i İşgal Et”(Occupy Wall Street) protestoları, İşgal Et Eylemleri'nin Amerika ve İngiltere'deki örgütlerinin temel metinleri ile çözümlenmiştir. Son olarak, örgütlü sol geleneğin etkili olduğu, Avrupa Birliği üyeliğiyle kapitalist merkezin çeperinde yer alan, ancak şeffaf olmayan süreçler sonucunda oluşan ödenemez kamu borcuna karşı uygulanan neoliberal kemer sıkma politikalarının halkı derin bir yoksulluğa sürüklediği Yunanistan'daki protesto ve isyanlar, bu sürecin içinden doğan radikal sol koalisyon SYRIZA'nın temel metinleri ile çözümlenmiştir. Bu üç örnekte siyasal birer özne olarak ortaya çıkan kurum ve örgütlerin siyasal programlarını içeren metinlerin analiziyle, neoliberalizmin krizlerine verilen toplumsal tepkilerin çeşitliliğini ve bu tepkilerin farklı siyasal zeminlerde kolektif özneleşme yaratıp yaratamadığı ortaya koyulmaya çalışılmıştır. Sonuç olarak, bu isyan ve protestoların ortaya çıkardığı siyasal hareketlerin kolektif özne önerisine dönüşebilecek bir toplumsal dönüşüm talebinden uzak oldukları sonucuna varılsa da bu çözümleme ile hem 21. yüzyılda bir toplumsal hareketin tarihe yön verme kapasitesine sahip olmak üzere oluşturmaya çalıştığı kolektif özne tasavvurunun niteliklerine karşılık gelen bir kavram seti elde edilmiş hem de söz konusu deneyimlerin zaafları ve güçlü yanları ortaya koyulmuştur.

In the first 25 years of the 21st century, a series of political, economic, social, legal, cultural, and technological developments, along with the structural crisis of neoliberal hegemony, have confronted all societies across the world with profound and striking changes ranging from macro-politics to everyday life. Therefore, in our age, when people of all views declare that humanity stands at a significant threshold, the goal of understanding social change—which constitutes the basis of modern social sciences—has become more important than ever.This study acknowledges that the world-historical events occurring rapidly and continuously across the globe, especially the protests and uprisings erupting without interruption, have the most determining influence on the nature and direction of social change. Accordingly, it seeks to understand social change through the widespread, intense, yet still largely untheorized protests and uprisings of the 21st century. To this end, it is assumed that in order to comprehend social change, a social scientist will need a concept of history that connects the past, present, and future and explains how societies move. The first part of the study demonstrates the necessity of the concept of history for understanding social change. The concept of history that will guide the analysis of widespread protests and uprisings—considered key indicators of 21st-century social change—is based on the idea that social change becomes history when the dominant narrative of a struggle among social interest groups, who transform a selection of facts from collective memory into a narrative based on a shared vision of the future, is disseminated to society as a whole through a collective subject (such as nation, religion, tribe, dynasty, or civilization). In this context, the question of whether protests and uprisings in the 21st century serve as sources of social change also requires answering whether they give rise to new collective subjects. The central role of the collective subject in the concept of history necessitates explaining how social interest groups transform their narratives into history, which in turn requires identifying the components of this concept of history. When the concept of history is considered historical in itself—by being specific to the 21st century—then the events inherited from the previous century and incorporated into collective memory must be taken into account in an effort to construct a guiding concept of history. In broad terms, an examination of the causes and characteristics of protests and uprisings reveals that the world order established in the second half of the 20th century underwent a systemic crisis around the 1980s, transforming into a neoliberal hegemony. This hegemony has been sustained through the creation of inequalities that provoke protests and uprisings. The perpetuation of neoliberal hegemony through inequality depended on the transformation of the public sphere in order to weaken the political capacity of anti-systemic forces that gained power during the so-called golden age of capitalism following the Second World War. As a result, the creation of narratives from collective memory by social interest groups requires a shared vision of the future, which in turn necessitates a conception of the public or a common“everyone.”The strategy of neoliberal hegemony to deepen and expand inequality in order to weaken the political capacities of the masses makes the concepts of inequality, the public, the public sphere, and the commons the precursors of contemporary collective subject formations. Whether the prominent political actors of protests and uprisings propose new collective subjects as part of their political programs depends on how they construct the content of these concepts that are the elements of social change. Therefore, this study seeks to answer whether any social movement in the 21st century possesses the capacity to influence history and whether collective subjects capable of determining the nature of social change are possible. To do so, it analyzes three indicative protests and uprisings and the foundational texts of the political actors they brought to the forefront, using the conceptual set developed. First, the Gezi Park Protests in Turkey—a peripheral capitalist example where neoliberal policies were implemented by an authoritarian one-party regime that pursued conservative and social engineering-based crisis management strategies—are analyzed through the main texts of the United June Movement. Second, the“Occupy Wall Street”protests, which emerged as a direct challenge to the symbolic center of finance capital in the capitalist core following the crisis, demanding a just and free world, are examined through the foundational texts of the Occupy movements in the United States and the United Kingdom. Finally, protests and uprisings in Greece—where neoliberal austerity policies imposed in response to an unpayable public debt generated through opaque processes plunged the people into deep poverty—are analyzed through the main texts of SYRIZA, a radical left coalition that emerged from this process. Through the analysis of these texts containing the political programs of institutions and organizations that emerged as political subjects in the three cases, this study aims to reveal the diversity of social responses to the crises of neoliberalism and whether these responses succeeded in producing collective subjectivities on different political grounds. As a result, while it is concluded that the political movements emerging from these protests and uprisings remain distant from transforming their demands into collective subject proposals capable of initiating societal transformation, this analysis nonetheless yields a conceptual set corresponding to the features of collective subject imaginings that aim to shape history in the 21st century. It also reveals the strengths and weaknesses of these experiences.
