Özet
Bu araştırmanın amacı, Millî Eğitim Bakanlığı stratejik planlarını sürdürülebilir kalkınma amaçları bağlamında incelemek ve değerlendirmektir. Bu amaç kapsamında 2010 yılı itibariyle beşer yıllık periyotlarla hazırlanan dört stratejik plan içeriğinin sürdürülebilir kalkınma amaçlarıyla ne ölçüde örtüştüğü incelenmiştir. Planlarda yer alan tüm ifadeler sürdürülebilir kalkınma amaçları üzerinden değerlendirilmiştir. Araştırmanın modeli nitel araştırma yöntemlerinden doküman incelemesidir. Araştırmada doküman analizi yöntemi kullanılmıştır. Verilerin analizi sonucu planlarda yer alan ifadelerin sürdürülebilir kalkınma amaçları bağlamında kullanım sıklığı ve yüzdeleri hesaplanmıştır. Araştırmadan elde edilen bulgulara göre, bütün stratejik planlarda en fazla“nitelikli eğitim”amacına vurgu yapıldığı tespit edilmiştir. Nitelikli eğitimin alt hedefleri değerlendirmeye alındığında ise en çok Hedef 4.a'ya, en az ise Hedef 4.6'ya yönelik ifadelerin yer aldığı tespit edilmiştir. 2010- 2014 MEB stratejik planında en az vurgu yapılan sürdürülebilir kalkınma amaçlarının“sorumlu üretim ve tüketim”ile“açlığa son”olduğu belirlenmiştir. 2015-2019 MEB stratejik planında en az vurgu yapılan sürdürülebilir kalkınma amacının“temiz su ve sanitasyon”olduğu belirlenmiştir. 2019-2023 MEB stratejik planında ve 2024-2028 MEB stratejik planında en az vurgu yapılan sürdürülebilir kalkınma amacının ise“toplumsal cinsiyet eşitliği”olduğu belirlenmiştir. Araştırma sonucu elde edilen bulgular, sürdürülebilir kalkınma amaçlarının eğitim politikalarındaki görünürlüğünü ve stratejilerini anlamak için yol gösterici niteliktedir. Ayrıca eksik vurguların tespiti, gelecekteki planlamalarda hangi alanlara daha fazla odaklanılması gerektiğine dair çıkarımlar yapılmasına imkân tanımaktadır. Bu yönüyle çalışma, Türkiye'de eğitim politikalarının sürdürülebilir kalkınma bağlamıyla uyumu konusunda alan yazına somut bir veri sunarak hem alan yazına katkı sağlamakta hem de politika yapıcılar için bir rehber niteliği taşımaktadır.

The purpose of this research is to examine and evaluate the strategic plans of the Ministry of National Education in the context of the Sustainable Development Goals. Within this purpose, the extent to which the content of four strategic plans, prepared in five-year periods as of 2010, overlaps with the Sustainable Development Goals has been examined. All statements included in the plans were evaluated through the Sustainable Development Goals. The model of the research is document review, which is one of the qualitative research methods. In the research, the document analysis method was used. As a result of the analysis of the data, the frequency and percentages of the use of the statements in the plans in the context of the Sustainable Development Goals were calculated. According to the findings obtained from the research, it was determined that the most emphasized goal in all strategic plans is“quality education.”When the sub-targets of quality education are taken into consideration, it was determined that the most statements were related to Target 4.a, while the least statements were related to Target 4.6. In the 2010-2014 strategic plan of the Ministry of National Education, it was determined that the least emphasized sustainable development goals were“responsible production and consumption”and“zero hunger.”In the 2015-2019 strategic plan of the Ministry of National Education, it was determined that the least emphasized sustainable development goal was“clean water and sanitation.”In the 2019-2023 strategic plan of the Ministry of National Education and in the 2024-2028 strategic plan of the Ministry of National Education, it was determined that the least emphasized sustainable development goal was“gender equality.”The findings obtained as a result of the research are guiding in order to understand the visibility and strategies of the Sustainable Development Goals in education policies. In addition, the determination of the underemphasized goals allows making inferences about which areas should be focused on more in future planning. In this respect, the study both contributes to the literature by providing concrete data on the alignment of education policies in Turkey with the context of sustainable development and also serves as a guide for policymakers.
