Özet
Sosyal medya demokrasi açısından bir olanak mıdır? Bu sorunsal bağlamında ortaya konan bu çalışmayla amaçlanan, demokrasi kavramına nasıl yaklaştığımızın ve demokrasiyi kavrayışımızın medya ve siyaset ilişkisine yaklaşımda oynadığı rolün önemine dikkat çekmektir. Bu nedenle demokrasi kavramı, liberal demokrasi anlayışıyla yalnızca temsili mekânizmalar ve kurumsal işleyiş bağlamında değil, Fransız filozof Jacques Ranciére'in yaklaşımı benimsenerek ele alınmıştır. Rancière'in yaklaşımında temel olan, demokrasi ile siyasallık arasında kurduğu ilişkidir: Demokrasi, siyasallığın temel koşulu ve bu anlamda da toplumsal özneleşme süreçlerinin imkanıdır. Ayrıca bu yaklaşım, bir görünürlük rejimi olarak polis düzeninde demokrasi, eşitlik, özgürlük ve adalet gibi kavramların mevcut kullanımını sorgulama ve bu kavramları sahiplenme sürecini politik bir mücadele olarak tanımlar. Sosyal medya, bu perspektiften çalışmada hem egemenlerin kontrol mekânizması hem de sayılmayanların sözünü duyurabildiği kırılgan ve dönüştürücü bir zemin olarak analiz edilmektedir. Polis düzeni, doğal kabul edilen hiyerarşik ve eşitlikçi olmayan görünürlük kurallarını tanımlarken; sosyal medya, bu sınırları kırarak görünmeyenlerin görünür kılınmasını ve siyasallaşmayı mümkün kılan imkanları barındırması bakımından önemlidir. Çalışmanın temel argümanı sosyal medyanın yalnızca bir iletişim aracı veya iktidarın bir gözetim, kontrol ve manipülasyon aracı olmadığı; aynı zamanda polis düzeninin belirlediği hiyerarşik görünürlük kurallarını alt üst eden, bu anlamda da sayılmayanların seslerini duyurup, sözlerini (logos) üretebildiği, kırılgan fakat dönüştürücü bir alan olduğu üzerinedir. Çünkü sosyal medya demokratik siyasetin koşulu olarak demokrasi imkanını barındırır. Rancière'in perspektifi, demokratik özneleşme ve kelimelere sahip olma mücadelesinin, mevcut düzenin sınırlarını sorgulama ile doğrudan ilişkili olduğunu gösterirken, sosyal medyanın bu süreçte hem egemenler açısından kontrol mekânizması hem de sayılmayanlar için siyasallaşma ve karşı bir iktidar alanı olarak işleyebileceğini de görmemizi sağlar. Bu amaçla incelenen Mahsa Amini Eylemleri, Wall Street'i İşgal Et Hareketi ve Gezi Direnişi gibi örnekler, sosyal medyanın yerleşik görünürlük rejimlerini sorgulama ve siyasal özneleşmeye aracılık etme potansiyelini göstermektedir. Bu nedenle sosyal medya günümüzde, polis düzeninin belirlediği sınırların ötesinde, görünmeyenlerin görünür olup söze sahip olabileceği ve demokratik siyasetin yeniden üretilebileceği bir alan olarak, demokrasi ve siyasallık açısından kritik bir öneme sahip görünmektedir.

Is social media an opportunity for democracy? The aim of this study, produce in accordence with this problematic, is to draw attention to the importance of how we approach the concept of democracy and the role our understanding of democracy plays in our approach to the relationship between media and politics. For this reason, the concept of democracy has been approached by adopting the approach of French philosopher Jacques Rancière, rather than being considered solely in the context of representative mechanisms and institutional functioning, as in the liberal democratic understanding. Central to Rancière's approach is the relationship he establishes between democracy and politicality: democracy is the fundamental condition of politicality and, in this sense, the possibility of processes of social subjectification. Furthermore, this approach questions the current use of concepts such as democracy, equality, freedom, and justice through the police order as a regime of visibility and defines the process of appropriating these concepts as a political struggle. From this perspective, social media is analysed as both a control mechanism of the ruling class and a fragile and transformative ground where the uncounted can make their voices heard. While order of the police defines hierarchical and unequal visibility rules that are taken for granted, social media is important in that it breaks these boundaries and provides opportunities for the invisible to become visible and for politicisation to occur. The fundamental argument of this study is that social media is not only a means of communication but also an instrument of surveillance, control, and manipulation use by power; it is also a fragile yet transformative space that subverts the hierarchical visibility rules established by the police order thereby enabling the voices of the uncounted to be heard and their words (logos) to be produced. In this regard, it contains the possibility of democracy as a condition of democratic politics. Rancière's perspective shows that the struggle for democratic subjectification and ownership of words is directly related to questioning the limits of the existing order, while also allowing us to see that social media can function both as a control mechanism for the ruling class and as a space for politicisation and counter-power for the uncounted in this process. Thus, the examples examined, such as the Mahsa Amini Protests, the Occupy Wall Street Movement, and the Gezi Protests, demonstrate the potential of social media to question established regimes of visibility and to facilitate political subjectification. Social media plays a critical role for democracy and politicisation as a space where the invisible can speak and democratic politics can be reproduced beyond the boundaries set by the police order.
