Özet
Bu çalışmada, Halk Eğitimi Merkezlerinde görev yapacak usta öğreticilerin belirlenmesinde Bulanık TOPSIS yönteminin uygulanabilirliği ve etkinliği incelenmiştir. Bu çalışmanın temel amacı, Halk Eğitimi Merkezlerinde usta öğreticileri farklı kriterlere göre değerlendirerek usta öğretici seçiminde kullanılabilecek bir sıralama oluşturmaktır. Bu bağlamda, Halk Eğitimi Merkezlerinde görev yapan usta öğreticilerin niteliklerini, performanslarını ve eğitim programlarındaki katkılarını artırmak için usta öğreticilerin seçimine odaklanılmıştır. Usta öğreticilerin nitelikleri, eğitim programlarının kalitesi ve etkinliği açısından kritik bir rol oynamaktadır. Bu bağlamda, eğitim öğretim sürecinde usta öğreticilere yapılan değerlendirmelerin kurs açılışını etkileyen bir döngü sistemi oluşturması, nesnel ve sistematik bir yaklaşım geliştirmek amacıyla Bulanık TOPSİS yöntemi ile usta öğretici sıralaması önerilmiştir. Bulanık TOPSİS, çok kriterli karar verme problemlerinde belirsizlik ve karmaşıklıkla başa çıkmak için etkili bir araçtır. Çalışmada Halk Eğitimi Merkezinde usta öğretici olarak görev almak isteyen adaylar üzerinden, usta öğreticilerin seçiminde dikkate alınması gereken kriterler belirlenmiş ve bu kriterlerin önem dereceleri Bulanık TOPSİS yöntemi ile oluşturulmuştur. Araştırmanın bulguları, Bulanık TOPSİS yönteminin usta öğretici seçiminde sağladığı avantajları ortaya koymuş ve eğitim kalitesinin artırılmasına yönelik somut öneriler sunmuştur. Bulanık TOPSİS yöntemi, karar verme sürecinde belirsizlikleri minimize ederek daha doğru ve güvenilir sonuçlar elde edilmesine olanak tanımıştır. Usta öğreticilerin sıralanması sırasında farklı kriterlerin de göz önünde bulundurulması, gelecekteki kurs açılışlarının etkili bir şekilde planlanması için dinamik bir sistem oluşturma potansiyeline sahiptir. Bu çalışmanın, eğitim alanında karar verme süreçlerine katkı sağlaması ve Halk Eğitimi Merkezlerinde daha nitelikli personel seçimine yardımcı olması beklenmektedir. Bulanık TOPSİS yöntemi, usta öğretici seçiminde daha verimli ve etkili bir süreç oluşturma imkanı sunarak, eğitim kalitesinin artırılmasına önemli bir katkı sağlayabilir.

In this study, the applicability and effectiveness of the Fuzzy TOPSIS method in determining master instructors to work in Public Education Centers were examined. The main purpose of this study is to evaluate master instructors in Public Education Centers according to different criteria and to create a ranking that can be used in the selection of master instructors. In this context, the selection of master instructors was focused on in order to increase the competence, performance and contributions of master instructors working in Public Education Centers in terms of the quality and effectiveness of educational programs. The competences of master instructors play a critical role in terms of the quality and effectiveness of educational programs. In this context, the Fuzzy TOPSIS method was proposed to create a cycle system that affects the opening of the course in the evaluations made to master instructors in the education and training process and to develop an objective and systematic approach in the ranking of master instructors. Fuzzy TOPSIS is an effective tool for dealing with uncertainty and complexity in multi-criteria decision-making problems. In the study, the criteria to be considered in the selection of master instructors from candidates who want to work as master instructors in Public Education Centers were determined and the importance levels of these criteria were created with the Fuzzy TOPSIS method. The findings of the study revealed the advantages of the Fuzzy TOPSIS method in the selection of master instructors and provided concrete suggestions for increasing the quality of education. The Fuzzy TOPSIS method minimized the uncertainties in the decision-making process and provided more accurate and reliable results. Considering different criteria during the ranking of master instructors has the potential to create a dynamic system for effective planning of future course openings. It is expected that this study will contribute to the decision-making processes in the field of education and help select more qualified personnel in Public Education Centers. The Fuzzy TOPSIS method can make a significant contribution to the increase in the quality of education by providing a more efficient and effective process in the selection of master instructors.
