Özet
Hayek, ideolojisini refah devletinin en temel özelliği olan planlama kavramına karşı oluşturmuştur. Hayek'in en temel tezi planlama yoluyla topluma yapılacak en küçük müdahalenin bile sistemi totalizme sürükleyeceğidir. Hayek bu tezi savunmak için, epistomolojik düzeyde kurucu rasyonalizmi eleştirerek evrimci rasyonalizmi yüceltmiştir. Bu vurgu Hayek' in kuramında; planlamanın eleştirisi ve serbest piyasa kavramının savunulması olarak yansımaktadır. Hayek'in öngördüğü siyasal yapı ise serbest piyasanın lehine devletin kapsamının daraltılması ve siyasal iktidarın denetlenmesidir. Hayek'e göre anayasal ilkeler taşımayan bir demokrasi tek başına yeterli değildir. Çalışmamızın amacı, Hayek'in görüşlerini açıklamanın yanısıra, Hayek'in teorisinin yeni dünya düzeninin problemleri için alternatif bir çözüm üretmediğidir. Bizim tezimiz“Hayek'in ideolojisi, kapitalizmin krizinden sonra ortaya çıkan yeni dünya düzeninim meşrulaştırmak için kullanılmıştır”. Çalışmamızda Hayek tarafından aklın sınırlandırılması, serbest piyasanın içerdiği olumsuzluklar ve Hayek'in özel ve kamusal alan ayrımı ve negatif özgürlük kavramı sorgulanmaktadır. Sonuç olarak Hayek'in teorisiyle şekillendirilen yeni liberalizm dünyanın yüzyüze bulunduğu sorunları çözememiştir. *

Hayek has established his ideology against the concept of planing which is also basic feature of the welfare state. Hayek's fundamental thesis is that even a small intervention through planing might lead to destruction of freedom and convert the system into a totalitarian one. In order to defend his thesis, Hayek emphases the evolutionary rationalism by criticizing the constructive one on the epistemological level. His emphasis is reflected as defense of the concept of the free market and the criticism of planing. The political structure proposed by Hayek is the contraction of state in favor of free market and the restriction and supervision of the power. Hayek claims that democracy is not enough by itself without constitutional principles. The aim of this work, beside explaining Hayek's views, is to show that Hayek's theory has not brought into an alternative solution for the problems of new world order. Our thesis is that“Hayek's ideology has been used in order to justify the new world order after the capitalist crisis”. In this work the imprisonment of mind into restriction by Hayek, the practical problems of free markets and his distinction of public and private areas, i.e. the concept of negative freedom are investigated in sequence. We could conclude that beside bringing solution to current problems facing the world, the new liberalism developed by Hayek's theory increased them.
