Özet
Stratejik planlamanın bir organizasyonun performansı üzerindeki etkisi uzun yıllardır tartışılsa da, stratejik planlama her zaman şirketlerin önemli bir bileşeni olmuştur. Araştırmaların çoğunluğu gelişmiş ülke firmalarında yapılmış olsa da, stratejik planlama ile performans arasındaki ilişki hem olumlu hem de olumsuz sonuçlar vermiştir. Çalışma, stratejik planlamanın kuruluşların hayatta kalmasını ve etkinliğini nasıl etkilediğini inceledi. Stratejik planlamanın etkinliği, hayatta kalma oranlarını etkileyen organizasyonel performansı ne kadar etkilediğine göre değerlendirilebilir. Bu araştırmanın temel amacı organizasyonlarda planlama-performans ilişkisini yeniden değerlendirmek ve stratejik planlamanın performansı ne ölçüde etkilediğini ortaya koymaktır. Yukarıdaki amaçtan yola çıkarak ilgili literatür kapsamlı bir şekilde değerlendirilmiş ve bu çalışmada iki hipotez geliştirilip test edilmiştir. Çeşitli işletmelerin birçok departmanını temsil eden 320 katılımcıya (bunlardan beşi geçersiz) dağıtılan anketlerle bir anket tekniği kullanıldı. Toplanan veriler Sosyal Bilimler İstatistik Paketi (SPSS) kullanılarak analiz edildi. Analizler için 26 yazılım programı kullanıldı. Ayrıca tüm İstatistiksel testler 0,05 güven düzeyinde (p < 0,05) yapıldı. Üç teoriden biri doğrulandı. Aracın güvenilirliğini değerlendirmek için Cronbach alfa kullanıldı. Bu çalışma, stratejik planlamanın organizasyonel performansı iyileştirdiğini, bunun da sonuçta organizasyonun hayatta kalma yeteneğini etkilediğini ve organizasyonel, yönetimsel ve çevresel faktörlerin stratejik planlamanın derecesini etkilediğini öne sürmektedir.

Despite the contention regarding its impact on an organization's efficacy for many years, strategic planning has consistently been a critical element of businesses. The correlation between strategic planning and performance has produced both positive and negative results, ignoring the fact that most of the research projects were carried out in highly developed nations firms, as indicated by the statistics. The study looked at how strategic planning affects the survival and effectiveness of organizations. Strategic planning's efficacy can be judged by how much it affects organizational performance, which affects continued existence. The primary goal of this research is to re-evaluate the planning-performance link in organizations and establish the extent to which strategic planning influences performance. Based on the above purpose, the relevant literature was thoroughly evaluated, and the hypotheses mentioned in the fourth chapter were developed and tested in this study. A questionnaire-based methodology was used, whereby questionnaires were sent to 320 participants (five of whom were deemed invalid), who were selected to represent many divisions within diverse corporations. An analysis of the acquired data was conducted using the Statistical Package for Social Sciences (SPSS). Analyses were conducted using 26 software applications. Furthermore, all statistical tests were conducted with a confidence level of 0.05 (p < 0.05). Among the three possibilities, only one was confirmed. Cronbach's alpha was used to evaluate the reliability of the instrument. This study has been conducted in Mali in the public sector (Local governments, education, infrastructures...) via a quantitative study utilizing the descriptive and analytical approach software. The study found that strategic planning improves organizational performance in most areas, which eventually affects the organization's ability to survive, and that organizational, management and environmental factors influence the degree of strategic planning.
