Özet
ÖZET Bu tezde.Tarım Sigortaları ana başlığı altında yer alan bitkisel ürün sigortaları esas alınmıştır. Diğer gelişmiş ülkelerde olduğu kadar Türkiye'de de bitkisel ürün sigortalarına ilişkin çalışmalar, sigortaların özelliği kapsamı ve uygulama alanları eğitim ve yayım çalışmaları ile yeni düzenlemelere yer verilmiştir. Türkiye henüz ürün sigortalarının uygulamaları içerisinde sadece Dolu Riskine Sigorta teminatı verilen bir ülke olması nedeni ile bu sigorta için son yıllarda yürütülen alt yapı çalışmalarına tezde yer verilmiştir. Araştırmada gelişmiş ülkelerden A.B.D. ve Türkiye'de prim üretim şekilleri ile Hasar Organizasyonları uygulamasına karşılıklı bir yaklaşım getirilmiş.Türkiye'de örnek olabilecek çalışmalar gündeme getirilmiştir. Giderek Tarım Sigortaları konusundaki deneyimler ışığında hazırlanan bir yasa tasarısının uygulamaya başlamadan önce teknik alt yapının hazırlanmasındaki çalışmalar, gelişmiş ülke örnekleri ile değerlendirilmiş sonuçta makro ve mikro düzeyde öneriler getirilmiştir.

SUMMARY in this thesis, are based on Agricultural Crop Insurances which are entitled under the main topic of Agricultural Insurances.in Türkiye, the activities related to the agricultural crop insurances, the features of other insurances, their covers, the application fields.with the work of training and extension and new regulations are the main focus as well as other developed countries. Türkiye is the country yet that within the application of the agricultural crop insurance, because of the only for hail risk, hence in this topic, the activities are devoted for infrastructure of this insurance which were running on in the recent years. The thesis is gaining importance for the activities of the agricultural crop insurances which has a very big agricultural potential in our country and particularly the establishment of the field of the crop losses assesment and including the comparison with the other developed countries and giving information to the other researchers. In this studis.in the USA from the developped countries and in Türkiye, the acceptance are obtained in parallel for the applications of the forms of the premium production and the damage claim organizations. The studies which can be sample are brought to the actual. Furthermore.before the beginning of the application of the offer of the legal act, which was prepared under the light of the experience of the subject of the Agricultural Insurance.The efforts of the studies of the preparation of the technical infrastructure with the samples of the developped countries are evaluated and in the conclusion the proposal were given both in macro and micro levels.
