Özet
Tekirdağ ili bulunduğu konum ve sahip olduğu coğrafi özellikleri ile yaklaşık altı bin yıldır yerleşim alanı olarak varlığını sürdürmektedir. Anadolu ve Balkanlar arasındaki konumu ve bereketli toprakları dolayısıyla farklı medeniyetlere ev sahipliği yapmış olup kent merkezi önemli kültürel ve tarihi değere sahiptir. Bu çalışmada, Tekirdağ tarihi kent merkezi; Rüstem Paşa Bedesteni, Rüstem Paşa Cami, Tekirdağ Hükümet Konağı ve Süleymanpaşa Tarihi Belediye Binası ve çevreleri olmak üzere tarihi çevrede görsel etkinin değerlendirilmesi ve görsel peyzaj kalite ölçütleri saptanarak mevcut durumun analizi, görsel peyzaj kalitesinin iyileştirilmesi, tarihi çevrelerin korunması ve yaşatılmasına yönelik değerlendirme çalışması amaçlanmaktadır. İlerleyen zaman içerisinde bu alanı kapsayacak kentsel tasarım, planlama ve peyzaj çalışmalarına bir kaynak oluşturmak tez çalışmasının hedeflerindendir. Tarihi çevrede görsel etkinin değerlendirilmesi için kaynak tarama çalışması, sürvey çalışması, analiz çalışması ve görsel etki değerlendirmesi yapılmıştır. Belirlenen alanlara ilişkin panoramik görseller, imar planları, yapılar ve çevrelerine ait vaziyet planları çizelgeler ve paftalar ile gösterilmiştir. Alanlar, panoramik görseller üzerinden ve potansiyel göstergeler doğrultusunda puanlandırılarak görsel etki değerlendirmesi yapılmıştır. Tez çalışması kapsamında elde edilen sonuçlar, Tekirdağ tarihi kent merkezinin görsel etkisinin sahip olduğu potansiyeline ulaşamadığını göstermiştir. Çalışma sonucunda alana ilişkin değerlendirmeler yapılarak önerilerde bulunulmuştur.

Tekirdağ province has been a settlement area for approximately six thousand years with its location and geographical features. Due to its location between Anatolia and the Balkans and its fertile lands, it has hosted different civilizations and the city center has important cultural and historical values. In this study, Tekirdağ historical city center; Rüstem Paşa Bazaar, Rüstem Paşa Mosque, Tekirdağ Government Building and Süleymanpaşa Historical Municipality Building and their surroundings; the evaluation of the visual impact in the historical environment and the determination of visual landscape quality criteria, the analysis of the current situation, the improvement of the visual landscape quality, the protection and preservation of historical environments are aimed. The aim of the thesis is to create a resource for urban design, planning and landscape studies that will cover this area in the future. A resource scanning study, survey study, analysis study and visual impact assessment were conducted to evaluate the visual impact in the historical environment. Panoramic visuals, zoning plans, layout plans of the structures and their surroundings for the determined areas were shown with charts and maps. The areas were scored based on panoramic images and potential indicators, and a visual impact assessment was conducted. The results obtained within the scope of the thesis study showed that the visual impact of Tekirdağ historical city center could not reach its potential. As a result of the study, evaluations were made regarding the area and suggestions were made.
