Özet
IV Özet Bu tez makroekonomi ve gelişme ekonomisi ile ilgili üç temel hipotezi incelemektedir. İlk hipotez makroekonominin gelişmiş ülke ekonomilerinin analizi ile eşitlendirilmesidir. İkincisi ise, gelişme ekonomisinin sadece gelişmekte olan ülkeler için geçerli olduğu şeklindeki geleneksel görüştür. Üçüncü hipotez ise, geleneksel gelişme ekonomisinin gelişme sorunlarını ele almada makroekonomik araçlar ve politikalarla ağırlıklı olması hipotezidir. Bu hipotezlerin dışında bu çalışma makroekonomi ve gelişme ekonomisinin yöntemsel farklılıklarını da ayrıştırma amacındadır. Çalışma üç hipotezin de ekonomi literatüründe geçerli olduğu sonucuna varmıştır. Bu durum hem yöntemsel olarak hem de bilimsel olarak yanlıştır. Çünkü bu iki bilim dalının birbiri ile karıştırılması hem gelişmekte olan ülkelerde hem de gelişmiş ülkelerde hem makroekonominin ve gelişme ekonomisinin doğru bilgisine ulaşmada çelişkiler doğurabilir. Türkiye'nin makroekonomisi davranışı ve gelişme tecrübeleri ile ilgili literatür de yukarıdaki hipotezlerle tutarlıdır. Bu hipotezlerle ilgili problemleri bertaraf etmek için bu tez gelişme sorunlarına ve makroekonomik problemlere ayırımcı sistem yaklaşımı adı verilen bir tutum önermektedir. Buna ilaveten bu tez çalışması gelişme ekonomisini makroekonomiden bağımsız kılmak ve asli fonksiyonunu icra etmesi için gelişme sorunlarına insana dayalı bir yaklaşımı önermektedir.

Summary This thesis investigates three basic hypotheses about macroeconomics and development economics. The first hypothesis is that there has been an implicit equalisation of macroeconomics with the analysis of developed economies. The second one is the conventional view that development economics has been valid only for developing countries. The third hypothesis is that the conventional development economics has been over weighted with macroeconomic tools and policies toward developmental issues. Apart from these hypotheses, this thesis aims to distinguish methodological properties of macroeconomics and development economics This study concludes that these entire hypotheses are valid in the hereto- economic literature. It has been argued that this situation are both methodologically and scientifically incorrect because the mixture of both disciplines to each other create significant contradictions in both reaching true knowledge of macroeconomic behaviour and developmental process both in developing and developed countries. The review of the literature on the macroeconomics and development experiences of Turkey is also consistent with the above three hypotheses. In order to avoid problems related with these three hypotheses this thesis suggests the so-called differentiating system approach, which is a methodological attitude toward macroeconomic and developmental issues. In addition that this thesis suggests an human based approach to developmental issues in order to make development economics perform its original function and also make it free from macroeconomics.
