Özet
ÖZET II. Meşrutiyet' in ilanı ile birlikte basın hayatında da bir hareketlilik başlamıştı. Bu hareketliliğin sebebi, basın üzerindeki denetimin azalması idi. Denetimin azalması ile birlikte Gazete ve Dergilerin sayısı da artmıştı. Hikmet Dergisi de böyle bir ortam içerisinde yayın hayatına başlamıştır. İmtiyaz sahibi ve sermuharriri Ahmet Hilmi, Hikmet' i muhalefet ekseninde oluşturmayarak, doğruların aktarılmasına araç olarak çıkarmıştır. Hikmet Dergisi, İttihad-ı İslam düşüncesinin savunulduğu bir dergi olmakla birlikte; Osmanlı birliği içinde Türk unsurunu ezici ve baskı unsuru olacak bir duruma getirmemek şartıyla kültür milliyetçiliğinin de savunulduğu bir dergi konumunda idi. Hikmet muhalefet ekseninde yaym yapmamaktaydı. Fakat İttihat ve Terakki'nin de yaptığı bütün işlere taraftar değildi. Özellikle Hükümetin dış politikasını oluşturan tarafsızlık siyasetini eleştirmiştir. Hikmet dergisi, yalnız Türkiye içi değil, bütün İslam alemine seslenen bir niteliğe sahip idi. Hikmet dergisi, dönemin sosyal olaylarına da değinerek halkın ahlaken iyi bir yapıya kavuşmasını amaçlamıştır. Özellikle çocukların yetişmesi konusunda dikkatli olunmasını istemiştir. Hikmet dergisi dönemin sosyal, siyasi ve ekonomik olaylarına bakış tarzıyla, ortaya koyduğu fikirleriyle dönemin basın hayatında önemli bir yer tutmuştur.. III

ABSTRAC An activation also in the press life had begun with the declaration of the E. Meşrutiyet. The reason of the this activation was the decrease of the control, the number of the newspapers and the magazines had increased. The Hikmet magazine also has begun it's press life in such condition. Ahmet Hilmi, the privilege owner and the editorial writer sermuharrir, has published Hikmet so as to transfer the facts without forming it around the axis of the appasition. The Hikmet magazine has defended both the idea of İttihad-ı İslam and the cultural nationalism. Besides it has tried to prevent the Turks being an element that was an over whelming and oppresion element in the ottomon union. Hikmet has not been published arount the axis of opposition, but it has not bin a supporter of all te works which the ittihat and Terakki had done. It has criticised especilally the ne utrality policy which had formet the ewteraal politics of the government. The Hikmet Magazin has had a quality calling to not only Türkiye but also to the whole IslamPublic. The Hikmet magazine has aimed the society having a decent structure by touching on also the social events of the period. The Hikmet magazine had an important role in the press life of the period because of its social, political and economic points of view an ol the ideas it had put forward.
