Özet
ÖZET Bu çalışmada, gerek gelişmiş, gerekse gelişmikte olan ülkelerde uygulanan ihracat finansman kolaylıkları ve teşvikleri ile Türkiye'de bu konuda yapılan çalışmalar incelenmiştir. Hızlı bir- kalkınmanın sağlanabilmesi için, ihracat gelirlerinin süratle artması büyük önem taşımaktadır. Gelişmiş ve gelişmekte olan ülkelerin bir çoğunda ihracatın geliştirilebilmesi için, mali yönden bir çok tedbirler alınmıştır. Gerek üretim, gerekse ihracat mallarının tedariki aşamasında, kısa, orta ve uzun vadeli satışı finanse eden fonlar sağlanmıştır. İhracatın finansmanı, genellikle ticari fonlar tarafından gerçekleştirilirken, bir çok ülkede bankalardan başka, ihtisaslaşmış finans kurumları aracılığı ile de bu görev yerine getirilmektedir. Türkiye'de ihracat sektörü için sağlanan finansal imkanlar ve diğer mali teşvik tedbirleri incelendiğinde, bu sektöre fon aktarımı ile ilgili olarak bir çok önlemin alındığı ortaya çıkmaktadır. Bu gün her ülke dolaylı ve dolaysız yollardan ihracatçısını desteklemekte ve teşvik etmektedir. Bu nedenle, eğer Türkiye dışa açılma modelini uygulamaya devam etmek istiyorsa ihracat teşviklerini de sürdürmek zorundadır.

ABSTRACT In this study, it has been searched that, the finance exportation facilities and stimulations which are applied both in developed and developing countries, and the studiea on this subject matter in Turkey. It is too si gnificant that, the exportation incomes to increase quickly in order to be obtained the quickly development. In most of the developed and developing countr ies, it has been taken the necassary measures in finance in order to be developed the exportation. Both in case of produc tion, and in step of obtaining the exportation properties, it has been obtained the funds which finance to the manner of short, medium, and long time perioded selling. While the finance of the exportation are being obtained from the commercial funds, at that time in most of the countri es, it is done not only with the banks, but also with the media tion of the specialized finance organizations. When we search that the financial feasibilities for the private exportation corporation and the other necassary measures for fiscal stimulation in Turkey, in accordance with the transshipment of the fund to this corporation, we see that, it has been taken the necassary measures for it. In recent, each country has been supported, and stimulat ed its exportators with direct or indirect ways. For this reason, if Turkey wants to continue its model of external financ ing, it should continue to the exportation stimulations, too.
