Özet
“Kurumcu iktisatçıların Teknoloji Kavramı Çerçevesinde Türkiyedeki Teknoloji Politikası”adlı çalışmamız iki bölümden oluşmaktadır.Birinci bölümde Kurumcu Okulun temel özellikleri, Ortodoks teoriden gösterdiği farklılıklar vurgulanarak belirtilmiştir.Kurumcu İktisadın Alman Tarihçi Okulundan etkilenişi, Kurumcuiarm ekonomik yaşamda uyum olduğu görüşüne katılmamaları, Kurumcu İktisatta dinamik analizin geçerli olması ve Kurumcu İktisadın konusu üzerinde durulmuştur.Daha sonra ise teknolojinin açıklanabilmesi için kurumlara da geniş bir yer verilmiştir.Kurumlar açıklanırken kurumun tanımına, kurumun bilgiyle ve iktidarla olan ilişkisine yer verilmiştir. Teknoloji ele alınırken ise tanımına, teknoloji ile alışkanlık ve davranışların ilişkisine ve teknoloji-kurum ikilemine ve teknolojiyle kültür ilişkisine yer verilmiştir. İkinci bölümde ise önce kültürel yapı incelenmiş daha sonra ise Türkiyedeki teknoloji politikası teknoloji transferi, vasıflı eleman, enformatik altyapı, eğitim sistemi, teknoparklar ve bilim ve teknoloji raporları çerçevesinde ele alınmıştır.

The title of our study is“Technology Policy in Turkey in the Context of Institutional Economists' Concept of Technology”and covers two chapters.In the first chapter, the main characteristics of the Institutional School and also the differences it shows from the Orthodox theory are stated.The Institutionalists being affected by the German History School and the Institutionalists not arguing that economic life is harmonious, Institutionalists' dynamic analysis and the subjects covered by Institutionalists are stated.In order for the concept of technology to be precisely unnderstood, the concept of institution is thoroughly examined.The relation between institutions and information and the relation between institutions and power are stated. When the concept of technology is handled, the relation between technology and habits and the conflict between technology and institutions are examined. In the second chapter first the cultural structure is examined.Then the technology policy in Turkey is handled in the context of technology transfer, qualified labor, information infrastructure, the education system and technoparks.Lastly technology policy reports are examined.
