Özet
Ill ÖZET Batı eğitim sistemindeki gelişmeler zaman içerisinde Avrupa kıtası dışına taşarak Osmanlı eğitim sistemini de etkilemiştir. Bugünkü eğitim sistemimizin şekillenmesinde Tanzimat öncesi başlayan ve Meşrutiyet sonlarına kadar devam eden yenileşme hareketlerinin önemli bir etkisi vardır. Osmanlı eğitim sistemindeki yenileşme hareketleri temelde“mektep”ve“medrese”lerde ortaya çıkan gelişmeleri ifade etmektedir. Eğitim tarihimizde mekteplerdeki yenileşme faaliyetlerine fikirleri ile yön veren ve Tanzimat döneminin en önemli eğitimcilerinden biri olan Selim Sabit Efendi,“mekteplerdeki yenileşme faaliyetleri”olarak değerlendirilen usûl-i cedîd hareketinin ortaya çıkmasını sağlamış ve çalışmaları ile bu harekete yön vermiştir. Bu vasıfları ile Selim Sabit Efendi, kendisinden sonra gittikçe gelişerek devam eden ve yaklaşık yirmi yıl sonra Rusya Türklerinde de görülen usûl-i cedîd hareketinin hazırlayıcısı olarak karşımıza çıkmaktadır. Selim Sabit Efendinin, Türk dünyası sıbyan mekteplerindeki yenileşme hareketlerine tesirinin yanısıra Cumhuriyet devri ilköğretim kurumlarının yapısal oluşumunda da önemli rolü vardır. Zira geleneksel yapıdaki mekteplerin yanında, gelişme ve değişmelere paralel olarak biçimlenen usûl-i cedîd mektepleri Cumhuriyet döneminin modern eğitim anlayışı ile ortaya koyduğu ilkokullara temel teşkil etmiştir.

IV SUMMARY Developments of the educational system in the west has effected the Ottoman educational system by time. Reformist movements which have started before Tanzimat and continued till the end of Meşrutiyet has an important influence on our today's educational system. Reformist movements in the Ottoman educational system is an expression of the developments in the“maktab”and“medrasah”. In our education history, Selim Sabit Efendi whom is an important educator of Tanzimat period and directed the reformist movements with his thoughts and works has provided the exposion of the“usûl-i cedîd movement”which is considered as an reformist movement in education. With these qualities we come across with Selim Sabit Efendi as the infrastructurer of the usûl-i cedîd movement which has continued developing after him and also seen among Russian Turks approximately twenty years later. Besides his influence on reformist movements in primary schools in Turkish world Selim Sabit Efendi also has an important role on the infrastructure of the primary schools of the Republic period. Besides traditional schools, usûl-i cedîd schools, which are styled parallel to the developments and changes, has formed a basic to the primary schools which the Republic period has exposed with modern education understanding.
