Özet
Bu çalışma, Amerika Birleşik Devletleri'ndeki başkanlık sisteminin tarihsel arka planını ve siyaset bilimi klasik düşünürlerine uzanan kuramsal temellerini ele almaktadır. Çalışmada ilk olarak, Amerika'nın kuruluş sürecine odaklanılmakta, ülkenin başkanlık sistemine nasıl evrildiğini anlamak için tarihsel arka plan sunulmaktadır. Ardından, başkanlık sistemini geliştiren tarihsel sürecin, sistemdeki temel unsurları nasıl şekillendirdiğine ışık tutulmaktadır. Son olarak çalışma, başkanlık sistemini destekleyen teorik temellere odaklanarak, kuvvetler ayrılığı ve doğa yasası kuramları üzerinden sistemin dayandığı temel prensipleri incelemektedir. Çalışmada Amerika Birleşik Devletleri'ndeki başkanlık sisteminin tarihsel ve kuramsal boyutları, ilgili literatüre atıfla betimsel yöntemle ele alınmaktadır. Bu tezin başkanlık sisteminin tarihsel ve kuramsal temellerine ışık tutması beklenirken, Türkiye'ye özgü Cumhurbaşkanlığı sisteminin de bir bileşeni olan başkanlık sistemine dair daha derin bir kavrayışa katkı sunacağı umulmaktadır.

This study tackle the historical background of the presidential system in the United States of America and its theoretical foundations dating back to the classical thinkers of political science. In the thesis, focusing firstly on the founding process of America, the historical background is presented to understand how the country evolved into the presidential system. The thesis then sheds light on how the historical process, that developed the presidential system, shaped the basic elements of the system. Finally the study, focusing on the theoretical foundations that support the presidential system, examines the basic principles on which the system is based through the theories of separation of powers and natural law. In the study, the historical and theoretical dimensions of the presidential system in the United States are discussed with a descriptive method with reference to the relevant literature. While this thesis is expected to shed light on the historical and theoretical foundations of the presidential system, it is hoped that it will contribute to a deeper understanding of the presidential system, which is also a component of the Presidential system unique to Turkey.
