Özet
Özet Teknoloji tahmin yöntemleri, tamamen kişisel öngörü kabiliyetlerine dayalı tekniklerden, kompleks matematiksel tekniklere kadar uzanan bir çeşitliliğe sahiptir. Tahminin başarısı seçilen tekniğin problemin yapısına uygunluğuna bağlıdır. Fakat problemin yapısı ve mevcut teknikler arasındaki uygunluğu belirlemek oldukça zor ve tahminciler tarafından gereken önem verilmeyen bir süreçtir. Sistem yaklaşımı metodolojisi ise günümüzde yönetim alanında kullanılan başlıca problem çözme tekniklerinden biridir. Bu çalışmada teknoloji tahmin tekniği seçim süreci, sistem yaklaşımı ile ele alınmakta ve mevcut problemin yapısına uygun en iyi tekniğin bu metotla secimi sağlanmaya çalışılmaktadır. Tez başlıca dört bölümden oluşmaktadır. İlk bölümde sistem yaklaşımı metodolojisi ve sistem teorisi tanımlanmaktadır. İkinci bölümde, teknoloji tahmin teorisi ve yöntemleri açıklanmakta ve genel bir bilgi tabanı oluşturulmaktadır. Üçüncü bölümde sistem yaklaşımı metodolojisi teknoloji tahmin tekniği secim prosesine uygulanmaktadır. Dördüncü bölümde ise elde edilen model gece görüş cihazı görüntü yoğunlaştıncılan örnek olayına uygulanmaktadır.

Abstract Technological forecasting techniques are numerous, from totally intuitive (individual or genius forecasts) to complex quantitative techniques (trend correlation analysis). The technique or techniques chosen for a specific case varies according to the structure of the problem. But, forecasters generally have difficulties to evaluate multidimensional structure of the problem and ignore forecasting technique selection process. Systems Approach Methodology is one of the major tools in today's management system. This thesis presents a systems approach methodology to select technological forecasting technique(s). Thesis is made of four main parts. First, the systems approach and systems theory are reviewed. Secondly, a theoretical framework about technological forecasting is provided. Thirdly, the Systems Approach is adapted to the technological forecasting method selection process. At the end, this methodology is applied to a specific case. The case study designed on a forecasting problem in Aselsan Night Vision Devices R&D Department.
