Özet
Eğitimciler, toplumun hedefleri doğrultusunda yetişecek yeni kuşakların eğitim ve öğretiminde aktif rol alırlar. Bu görevlerinin yanı sıra öğretmenlerin toplumsal değişim ve gelişmelerde öncü roller üstlendikleri bilinmektedir. Toplumsal değişme, toplumun yapısını oluşturan unsurların önceki durumdan farklılaşması olarak ifade edilebilir. Eğitimciler toplumsal değişimde bireyleri iki şekilde etkilemektedir. Bunlardan biri okul kanalıyla etkileri, diğeri ise okul dışı faaliyetler olarak belirtilebilir. 1918'de Osmanlı Devletinin resmen sona ermesiyle, bağımsız bir devlet olma yolunda Milli Mücadele dönemi başlamıştır. Milli Mücadeleyi organize bir şekilde yönetmek için 23 Nisan 1920'de Ankara'da Büyük Millet Meclisi kurulmuştur. Eğitimciler İlk Meclis'in açılışında hem siyasi roller üstlenmiş hem de eğitim faaliyetlerinde bulunmuşlardır.Bu araştırma öncelikle İlk Meclis'in sona erdiği 15 Nisan 1923'e kadar ki eğitim faaliyetlerini araştırmaktadır. İkinci olarak ise bu süreçte yer almış eğitimcileri ve onların eğitim faaliyetlerini, incelemektedir. Araştırma, literatür taramasına dayanmakta olup, tarihsel araştırma niteliği taşımaktadır. Konuyla ilgili Türkiye Büyük Millet Meclisi (TBMM) Zabıt Cerideleri , kitap, tez ve makaleler, taranmıştır.Toplanan kaynaklar doküman analizi yapılarak incelenmiş ve belirli bir sistematik dâhilinde yorumlanmıştır. Birinci Meclis döneminde Maarif Vekâleti kurulmuş bu süreçte dört Maarif Vekili görev almıştır.Yine bu dönemde Birinci Maarif Kongresi ve Heyet-i İlmiye toplanarak eğitimle ilgili önemli kararlar alınmıştır. Mecliste eğitimle ilgili tartışmalar yer almıştır.Bu tartışmaların başında, öğretmenlerin maaşları, Tedrisat-ı İptidaiye Kanun- ı Muvakkati Kanunu'nun 15. Maddesi ve öğretmenlerin askerlik meseleleri ve bazı okulların kapatılması gelmektedir. Araştırmada Birinci Meclis'te yer alan eğitimci vekillerin hayatları ve faaliyetleri kısaca incelenmiştir. 38 eğitimci milletvekilinin yer aldığı bu vekillerden 8'inin eğitimle ilgili önemli çalışmalar yaptığı saptanmıştır. Eğitimci vekillerin siyasi görevleri bittikten sonra, eğitim öğretim faaliyetlerine devam ettikleri görülmüştür.

Educators take an active role in the education and training of new generations who will grow up in line with the goals of the society. In addition to these duties, it is known that teachers undertake leading roles in social change and development. Social change can be expressed as the differentiation of the elements that make up the structure of the society from the previous situation. Educators affect individuals in social change in two ways. One of them can be stated as the effects through the school, and the other as out-of-school activities. With the official end of the Ottoman Empire in 1918, the period of National Struggle began on the way to becoming an independent state. In order to manage the National Struggle in an organized manner, the Grand National Assembly was established in Ankara on April 23, 1920. Educators both assumed political roles and engaged in educational activities at the opening of the First Assembly. This research primarily explores the educational activities until April 15, 1923, when the First Assembly ended. Secondly, it examines the educators who took part in this process and their educational activities. The research is based on a literature review and has the characteristics of a historical research. The Turkish Grand National Assembly (TBMM) Minutes, books, theses and articles related to the subject were scanned. The collected sources were analyzed by document analysis and interpreted within a certain systematic. During the First Assembly period, the Ministry of Education was established and four Ministers of Education took part in this process. Again in this period, important decisions regarding education were taken by convening the First Education Congress and the Scientific Committee. Discussions about education took place in the parliament. At the beginning of these discussions, the salaries of teachers, the 15th article of the Tedrisat-ı İptidaiye Kanun-ı Muvakkati Law, the military service of teachers and the closure of some schools are the main issues. In the research, the lives and activities of the educator deputies in the First Assembly were briefly examined. It has been determined that 8 of these deputies, including 38 educator deputies, have done important studies on education. It has been observed that the educational deputies continue their educational activities after their political duties are over.
