Özet
2015 yılında Birleşmiş Milletler Genel Kurulu'nda kabul edilen 2030 Sürdürülebilir Kalkınma Gündemi ve bahse konu gündem içerisinde yer alan 17 amaç, 169 alt amaç, 232 göstergeden oluşan Sürdürülebilir Kalkınma Amaçları; dünyayı korumak, insanlığın barış ve refah içinde yaşamasını sağlamak için evrensel bir eylem çağrısı niteliğindedir. Aralarında Türkiye'nin de olduğu, Birleşmiş Milletlere üye 193 devlet, bu küresel amaçları kabul ederek; 2030 yılına kadar gerçekleştirmeye çalışacaklarına dair taahhüt vermiştir. Bütüncül bir yaklaşım ile ele alınması ve üzerinde çalışılması gereken sürdürülebilir kalkınma amaçlarını gerçekleştirmek için toplum içinde var olan bütün aktörlerin sürece aktif bir şekilde dahil olması, amaçlara dair çalışması, politika üretmesi, halkı bilgilendirmesi ve bilinçlendirmesi gerekmektedir. Sürdürülebilir kalkınma amaçlarının üçte ikisi yerel yönetimlerin yetki ve sorumluluk alanına girmektedir, bu perspektiften bakınca; yerel yönetimler amaçların gerçekleştirilmesi noktasında en kritik ve önemli konuma sahip aktörlerinden biridir. Sürdürülebilir kalkınma amaçlarından beşincisi, 'Toplumsal Cinsiyet Eşitliği ve Kadınların-Kız Çocuklarının Güçlendirilmesi'dir. Bu noktada amaçlar yerel yönetimler için birçok alanda olduğu gibi toplumsal cinsiyet eşitliğinin hayata geçirilmesi konusunda da önemli bir çerçeve ve yol haritası sunmaktadır. Bu araştırmada amaç, yerelde sürdürülebilir kalkınma yaklaşımı ile toplumsal cinsiyete duyarlı politikaların geliştirilmesini Çiğli Belediyesi Örneği üzerinden tartışmaya açmak, incelemek ve toplumsal cinsiyet eşitliğine duyarlı, sürdürülebilir yerel yönetim uygulamalarına dair değerlendirmelerde bulunmaktır. Niteliksel araştırma yöntemine dayalı örnek olay deseninin benimsendiği bu çalışma kapsamında Çiğli Belediyesi karar alıcıları ve ilgili alanda çalışan uzman/profesyonellerden oluşan 15 katılımcı ile yarı yapılandırılmış derinlemesine görüşmeler yapılarak, sürdürülebilirlik ve toplumsal cinsiyet, cinsiyete duyarlı yerel yönetim uygulamaları, cinsiyete duyarlı veri gösterge ve ana akımlaştırma, sürdürülebilir yerel yönetim uygulamaları kavramlarına dair bireysel algı, düşünce ve tutumların ortaya çıkarılması; seçili belediye özelinde toplumsal cinsiyet perspektifinden sürdürülebilir kalkınma amaçlarını gözeterek ne ölçüde hizmet, plan, program ve politika ürettiğini incelemek, mevcut durumu, kurumsal yapılanmayı ve farkındalık seviyesini değerlendirmek amacı ile bir saha çalışması gerçekleştirilmiştir. Görüşmelerde yarı yapılandırılmış soru formu kullanılmıştır. Elde edilen veriler tematik içerik analizi yöntemi doğrultusunda incelenerek kodlanmıştır, kodlar bir araya getirilerek kategoriler ve nihai temalar oluşturulmuştur. Çiğli Belediyesi üzerinden tartışmaya açılan sürdürülebilir kalkınma amaçlarının yerelleştirilmesi sürecinde toplumsal cinsiyetin rolü ile ilgili çok sayıda önemli çıkarımın elde edildiği bu çalışma doğrultusunda, yerel yönetimlerin, toplumsal cinsiyete duyarlı hizmet, plan, program ve politika üretme sürecinin göründüğü ya da düşünüldüğü kadar kolay olmadığı, lakin entegre bir bakış açısı ile kapsayıcı yönetişim yaklaşımını benimseyen yerel yönetimlerin bütüncül ve derinlikli bir algılayış ile hizmet edebileceği, bu doğrultuda ele alınacak olan kavramların yerel yönetimleri her anlamda bulundukları noktadan daha ileriye taşıyacağı, bir diğer deyişle çok boyutlu ve çok katmanlı olan toplumsal cinsiyet ve sürdürülebilir kalkınma amaçları kavramlarının yerel yönetimlere entegre edilmesinin yerel hizmetlerde arzulanan başarıya erişmenin altın anahtarı olduğu görülmüştür.

The 2030 Sustainable Development Agenda and 17 goals, 169 target and 232 indicators which were adopted by United Nations General Assembly are a universal call to action to protect the world and ensure peace and prosperity for humanity. Including Turkey, 193 member states of the United Nations accepted these global goals and made a commitment to work towards these global goals by 2030. To achieve the sustainable development goals, which require a comprehensive approach and the involvement of all actors in society, it is necessary for them to actively participate in the process, work on the goals, develop policies, inform and raise awareness among the public. Two-thirds of the sustainable development goals fall under the authority and responsibility of local governments. From that point of view, they are one of the actors which has a critical and important position for achieving these goals. The fifth goal of sustainable development is 'Gender Equality and Empowerment of Women and Girls.' In this regard, the goals provide an important framework and roadmap for the implementation of gender equality, as well as other areas, at the local government level. The aim of this research is to discuss, examine and evaluate the development of gender-sensitive policies by the example of Municipality of Çiğli with making assessments regarding gender-responsive and sustainable local governance practices. In this study, which adopts was based on the qualitative research method and adopting the example case design, semi-structured in-depth interviews were conducted with 15 participants consisting of decision-makers from the Municipality of Çiğli and professionals/experts working in the relevant field with an aim to reveal individual perceptions, thoughts and attitudes regarding the concepts of sustainability and gender, gender-sensitive local government practices, gender-sensitive data indicators and mainstreaming and sustainable local governance practices. Additionally, a field study was conducted to assess to what extent the selected municipality produces services, plans, programs and policies from a gender perspective, in line with sustainable development goals and to evaluate the current situation, institutional structure and level of awareness. Semi-structured questionnaires were used in the interviews. The collected data were examined using the thematic content analysis method and coded. These codes were then grouped together to create categories and final themes. This study, which has yielded numerous important insights into the role of gender in the process of localizing sustainable development goals, opened up a discussion through the Municipality of Çiğli which suggests that the process of local governments producing gender-sensitive services, plans, programs and policies may not be as straightforward as it appears or as often assumed. However, it emphasizes that local governments embracing an integrated perspective and adopting an inclusive governance approach can provide services with a comprehensive and profound understanding. In this context, it is believed that addressing the concepts to be considered in this direction will propel local governments forward in every sense, ultimately making the integration of multidimensional and multifaceted concepts like gender and sustainable development goals into local governance can be viewed as a golden key to achieve the desired success in local services.
