Özet
YAPI ÜRETİMİNDE YAPIM AŞAMASINDA KALİTEYİ ETKİLEYEN FAKTÖRLER VE İŞGÜCÜNÜN ÖNEMİ ÖZET Son yıllarda hızla hayatımızın her alanına giren kalite kavramı konusunda yapı üretim sektöründe de birçok çalışma yürütülmektedir. Yapı üretiminde kalitesizliğin maliyetlerinin çok yüksek olması, zaten kaynakların sınırlı sayıda olduğu ülkemizde bu konuya uzmanların dikkatini çekmiştir. Bu çalışmanın kapsamında da özellikle girdilerin çok olması ve faaliyetlerin yoğunluğu nedeniyle yapı üretim sürecinin yapım aşamasında kaliteyi etkileyen faktörlerin belirlenmesi ve işgücünün bu faktörler üzerindeki önemi anlatılmaktadır. Tezin birinci bölümü çalışmanın konusunu ve amacını anlatmaktadır. İkinci bölümde“Kalite”,“Üretkenlik”,“Standardizasyon”kavranılan incelendikten sonra, genel olarak imalat sektörlerinde kaliteyi etkileyen faktörler ile“ Kalite Kontrol”,“Kalite Güvencesi”kavramlarının tanımlamaları ve bu kavramların tarihsel gelişimleri de ele alınmıştır. Üçüncü bölümde ise“Yapı”,“Yapı Üretim Süreci”ve“Yapı üretim sürecinin aşamaları”gibi kavramlar açıklandıktan sonra, genel olarak yapı üretim sektörü tanımlanmış ve yapı üretiminde“Kalite Kontrol”,“Kalite Güvencesi”,“Standardizasyon”ve“Üretkenlik”ve bu kavramların yapı üretim sektöründeki tarihsel gelişimleri ele alınmıştır. Dördüncü bölümde ise, yapım aşamasının özelliklerini ve kalitesini etkileyen faktörler genel olarak açıklandıktan sonra, bu faktörler daha detaylı olarak incelenmiştir. Bu faktörler sırasıyla; tasarımın kalitesi, organizasyon (şantiyenin kuruluşu, şantiye yönetimi, alt yüklenicilerin seçimi, iş programı, haberleşme, süre, maliyet, malzeme (malzeme maliyetleri, malzeme kalite kontrolü, malzemelerin taşınması, depolanması, stok kontrolü, kayıpların kontrolü, uygulanması), makine- ekipman ( makine ve ekipman maliyeti, kullanımı, bakım ve onarımları) ve işgücüdür. Beşinci bölümde ise yapım aşamasında işgücü kavramı ve işgücü üretkenliği açıklandıktan sonra üretkenlikle yakın ilişkisi olan; işgücünün eğitimi, işgüvenliği ve işgücü sağlığı, motivasyon gibi kavramların üzerinde durulmuştur. Altıncı bölümde ise, teorik olarak açıklanan kavramlar ve konular ile ilgili yapı üretim sektöründe hizmet inşaat firmaları ile yapılan alan çalışmasının analizleri, grafik anlatımları ve sonuçları yer almaktadır. vıı

THE FACTS THAT AFFECT QUALITY IN CONSTRUCTION STAGE WITHIN THE BUILDING PRODUCTION AND THE IMPORTANCE OF MANPOWER SUMMARY The aim of this thesis is to find out the facts that affect the quality in construction stage within the building production and to emphasize the importance of manpower. This thesis consists of six parts : The first part is held as a preface to the main subject of this thesis : The FactsThat Affect Quality in Construction Stage Within The Building Production and The Importance of Manpower. In the second part; concepts of quality, production, productivity, and standardization are explained and the development of quality and quality control concept in historical framework are given beside the terms related to the definition of“Quality”Some definitions in the standard of I.S.O. ( The international Organization for Standardization) Series 9000 are below : Quality :“ The totality of features and characteristics of a product or service that bears on its ability to satisfy stated or implied needs.”Quality Control :“ The operational techniques and activities that are used to fulfil requirements for quality.”Quality Assurance :“All those planned and systematic actions necessary to provide adequate confidence that a product or service will satisfy given requirements for quality.”In the third part, building, building production concepts and the features of construction industry and the stages of building production are explained. The stages of building production are design stage, construction stage and maintenance stage. Also productivity and standardization concepts and their historical framework are explained in this part. Quality is the sum of : - Knowing customer' s needs - Designing to meet them - Faultless construction - Reliable bought-in components and assemblies - Certified performance and safety - Punctual delivery - Effective back-up services - Feedback of field experiences V1UQuality of the design stage includes reliability of the initial brief, reliability of the design solution and the detailed specification, reliability of all the information that has been used as the basis for the design and product specification. Quality of the construction process requires thhe reliability of the organization, procedures, and skills of the builder to interpret the design and provide the end product on the site in accordance with the design / specification. In the forth part of the thesis; first of all the facts that effect the quality in the construction stage are explained in general and then these each terms are explained in detail. These are : - Organization (Site mobilization, site management, subcontractors, communication) Time - Cost - Material ( Cost of materials, quality control of materials, transportation of materials, storage of materials, wastage of materials and application of materials on site) - Machine and equipment (Cost of machine and equipment, usage of machine and equipment and maintaining programs for machine and equipment) - Manpower ( The general characteristics of manpower in the construction industry and the importance of manpower within the construction stage of building production) In the fifth part the manpower concept in the construction industry is explained and the importance of manpower productivity, manpower training, manpower motivation and manpower health and safety on the quality of the construction stage are explained. Manpower productivity is affected by the facts such as work conditions on the site, quality of the materials, machines and equipment, constant cash and material flow to the site, the especially the metods and technology that are used on site. And also affected by the facts that are related to the manpower such as training, site safety, good relationships on the site, good site management. Construction industry is one of the most dangerous industries all over the world. Most of the accidents caused by falling from high level of collapse of some structures during the construction. In every construction site there must a good site safety management program and it must be applied carefully during the construction stage. Manpower training has an important affect on the quality of the entire construction stage. Training decreases the wastage of cost and time and increases the motivation and productivity of the manpower. In the sixth part, first of all the answers to the questions are analyzed in histograms and the conclusions of this questions are explained. Research methods used in this study are literature survey, interviews related to the subject realized with the bodies of foundations concerning with quality and some technical persons of building construction organizations in Turkey and the empirical study with 30 building firms in Istanbul. The questionnaire is distributed to building firms consists of 35 questions. IX
