Özet
Bölgesel Kalkınma“bir ülkede bölgeler arası ekonomik, sosyal ve kültürel alanlardaki gelişmişlik farklarını azaltmak amacıyla gösterilen faaliyetler bütünüdür”. Kamu otoriteleri bölgesel kalkınmayı teşvik edici faaliyetleri hayata geçirmek için gerekli tedbirleri almaktadırlar (DPT, 2003). Kalkınmanın bölgesel alanda gerçekleşmesi, bölgede bulunan potansiyelin ortaya çıkarılarak bunun kullanılması sonucu ile ilgilidir. Kalkınmanın gerçekleşebilmesi için ihtiyaç duyulan en önemli yapılardan biri bölgesel Kalkınma Ajanslarıdır. Kalkınma Ajansları bölgeler arasındaki ekonomik yönden oluşan dengesizliklerin ortadan kaldırılması ve bu yönde izlenmesi gereken politikaların gerçekleştirilmesi için kurulmuştur. Ajanslar uyguladıkları mali destek, teknik destek, finansman desteği ve fizibilite destek gibi farklı programlarla yatırımcılara proje ve faaliyet desteği sağlamaktadırlar. Bu desteklerden bir tanesi de Güdümlü Proje Destekleridir. Bu çalışmada, Serhat Kalkınma Ajansı'nın (SERKA) TRA2 Bölgesinde 2010-2022 yılları arasında bölgenin ekonomik, sosyal ve kültürel seviyesini arttırmak amacıyla desteklemiş olduğu 13 adet Güdümlü Proje incelenmiş ve desteklerden yararlanan 6 paydaş ile yüz yüze görüşmeler yapılarak, desteklenen projelerin bölgenin gelişimine sağladığı katkılar bölgesel kalkınma hedefleri çerçevesinde değerlendirilmiştir. SERKA desteği ile hayata geçirilen Güdümlü Projelerin bölgede sanayi ve turizm gelirlerini artırmaya odaklandığı ve bölge ekonomisine olumlu katkı sağladığı sonucuna ulaşılmıştır.

Regional development is defined as“a set of activities that take into account the regional vision formed by the mutual interaction of the regions located throughout the country with the surrounding regions and the world, adopt the basic principle of participation and sustainability, and aim to increase the prosperity of the region through the development of human resources”(DPT, 2003). The realization of development in the regional area is related to the result of revealing the potential in the region and using it. One of the most important structures needed for the realization of development is the Regional Development Agencies. Development agencies are established in order to eliminate the economic imbalances between the regions and to realize the policies that should be followed in this direction. Agencies provide project and activity support to investors with different programs such as technical, financing and feasibility support. One of these supports is Guided Project Supports. In this study, 13 Guided Projects supported by the Serhat Development Agency (SERKA) in the TRA2 Region between 2010-2022 in order to increase the economic, social and cultural level of the region were examined and the contributions of the supported projects to the development of the region by making face-to-face interviews with 6 stakeholders benefiting from the supports were evaluated within the framework of regional development goals. It has been concluded that the Guided Projects implemented with the support of SERKA focus on increasing industry and tourism revenues in the region and contribute positively to the regional economy.
