Özet
Savunma Sanayiinde yurt içinde yapılamayan testlerin yapılabilirliğinin sağlanması ve üretimden doğrulamaya tüm ihtiyaçların ulusal altyapılarla çözüme ulaştırılması son derece önemlidir. İhtiyaç duyulan testlerde, müşteri ve piyasa istekleri doğrultusunda taleplerin ortaya çıkarılarak test gereksinimlerinin belirlenmesi gerekmektedir. Günümüz rekabet koşullarında işletmeler daha kaliteli hizmeti, daha hızlı bir şekilde müşterilerine sunmayı hedeflemektedirler. Test merkezlerinde, müşterilerden gelen talepler doğrultusunda gerçekleştirilecek olan testlerin zamanında teslim edilebilmesi oldukça önemlidir. Testlerin zamanında teslim edilememesinden kaynaklı üretim sürecinde meydana gelen aksamaların ortadan kaldırılarak, sürecin kesintisiz bir şekilde ilerleyebilmesi için darboğazların tespit edilmesi gerekmektedir. Bu çalışma, Ankara ilinde Savunma Sanayii alanında hizmet veren bir firmada gerçekleştirilmiştir. Çalışma için, müşterilerden bir yıl boyunca gelen askeri alandaki çevresel test talepleri incelenmiştir. İncelemeler neticesinde, savunma sanayii ürünlerinde uygulanması gereken MIL STD 810 standardlarına göre gerçekleştirilecek çevresel testlerin yapılabileceği donanımda bir test laboratuvarı kurulması gerektiği kanaatine varılmıştır. Bu kapsamda, kurulması planlanan çevresel test laboratuvarı için gerekli test cihazları belirlenmiş, verimli bir şekilde işletilmesi için de ayrıca bir çalışma yapılmıştır. Çevresel test laboratuvarının işletiminde, sistemin ilerleyişini aksatan kısıtların tespit edilerek, sürekliliğin sağlanmasını hedefleyen değişen darboğaz yöntemi kullanılmıştır. Yöntemin uygulanması ile darboğazlar tespit edilmiş, işler makinelerde bekleme olmayacak şekilde çizelgelenmiştir. Böylelikle, çevresel test laboratuvarının gelen taleplere çok daha kısa sürede ve etkin bir şekilde cevap verebileceği görülmüştür.

It is extremely important to ensure the feasibility of tests that cannot be done domestically in the Defense Industry and to solve all the needs from production to verification with national infrastructures. In the required tests, it is necessary to determine the test requirements by revealing the demands in line with the customer and market demands. In today's competitive conditions, businesses aim to provide better quality service to their customers in a faster way. It is very important that the tests to be carried out in the test centers in line with the demands of the customers can be delivered on time. It is necessary to identify bottlenecks in order for the process to proceed uninterrupted by eliminating the disruptions that occur in the production process due to the inability to deliver the tests on time. This study was carried out in a company serving in the field of Defense Industry in Ankara. For the study, environmental testing requests in the military field from customers for one year were examined. As a result of the examinations, it was concluded that a test center should be established with the equipment where the environmental tests to be carried out according to the MIL STD 810 standards that should be applied in defense industry products. In this context, the necessary test equipment for the planned environmental test center was determined, and a separate study was carried out to operate it efficiently. In the operation of the test center, the changing bottleneck method, which aims to ensure continuity by identifying the constraints that hinder the progress of the system, was used. With the application of the method, bottlenecks were identified and the jobs were scheduled so that there was no waiting in the machines. Thus, it has been seen that the environmental test center can respond to incoming requests in a much shorter time and effectively.
