Özet
ÖZET Çalışanların hizmette yetiştirilmesi önemli bir konudur. Türkiye Petrolleri Anonim Ortaklığında (TPAO) yürütülen hizmet içi eğitim etkinlikleri bu çalışmamn temelini oluşturmaktadır. Bu amaçla eğitimlere katılan bireylerin görüşleri arasında anlamlı bir ilişki olup olmadığı sorusuna cevap aranmıştır. Çalışmanın evrenini TPAO, ömeklemini ise Türkiye Petrolleri Anonim Ortaklığı Genel Müdürlüğünde 1998 yılında düzenlenen hizmet içi eğitimlere katılan personel oluşturmaktadır. Eğitimlere katılan idari ve teknik personelin görüşleri araştırmacı tarafından geliştirilen anket formuyla toplanmıştır. Verilerin analizinde frekans, yüzde ve ki kare istatistiği kullanılmıştır. Ulaşılan bulgular, idari ve teknik personelin genelde düzenlenen hizmet içi eğitim etkinliklerinden memnun olduğunu göstermektedir. Çünkü anket sorularına verilen cevapların çoğu“tamamen katılıyorum, katılıyorum”boyutlarında yer almaktadır. Eğitimleri düzenleyen firmalarca katılımcı olabilmenin şartlan önceden bildirildiğinden seviye tespit sınavı yapılmamaktadır. TPAO'da eğitimlerin, ilgili firma veya kuruluşlardan alındığı, eğitim ücretlerini Ortaklığın karşıladığı, Personel ve Eğitim Grubu Başkanlığınca ünitelerden gelen eğitim istekleri ile firmaların düzenlediği eğitimler arasında koordinasyonun sağlanarak, hizmet içi eğitimlerinin yürütüldüğü ve çalışanların katıldıkları hizmet içi eğitim etkihliHerine ilişkin görüşleri arasında anlamlı bir ilişki olmadığı tespit edilmiştir. Verilen eğitimlerin sürelerinin uzatılması, eğitim ortamlarının bireylerin motivasyonunu sağlayacak biçimde düzenlenmesi, düzenlenen eğitimlerin mesleki ve teknik eğitimi destekler nitelikle yürütülmesi için TPAO ile ilgili firma veya kurum arasında sürekli işbMiğinin yapılması önerilmiştir.Ayrıca hizmet içi eğitim ihtiyacının saptanması, bir hizmet içi eğitim programının geüştirilmesi, hizmet içi eğitim türlerinin örnek programlarının yapılması ve öğretmenlere yönelik hizmet içi eğitim etkinlikleri konusunda daha kapsamlı araştırmalar öngörülmüştür.

tu SUMMARY In- service training of personnels is important for a company. In-service training activities in the Turkish Petroleum Corporation (TPAO) are the basis of this study. For this purpose this study investigated whether the differences of the opinions of personnels attended the in-service training courses. The universe of the study compraised TPAO and the sample consisted of the personnels who attended the in-service training courses arranged in TPAO in 1998. The opinions of both adtoiinistrative and technical personel attended the course was collected via questionnaire survey prepared by the author of this thesis. Frequencies, percentages and chi-square statistics were used for the analysis of the data. The findings of the study revealed that both technical and adrninistrative personnels were satisfied with the in-service training activities in TPAO. Because, most of the answers were“I fully agree”or“I agree”in the questionnaire form. Since the companies organising the course reported the pre-requisites for the course levering lest for participants are not conducted. In this study it was founded that: - The in-service training courses in TPAO were provided by the related course providing firms or associations. - The tuition fees were paid by TPAO. - The courses were carried out by the Personnel and Training Group Directorate by coordinating the company courses with the units training needs.IV - There was no significant relationships between the differences of the opinions of technical and administratives personnels towards the in-service training they attended. It was suggested that the duration of the course be extended, the environments in which the courses are given be organised in such a way that they motivate the participants, and there be continuous communication between TPAO and the firms organising the courses in order to support the in- service training courses to the actual working activities. Furthermore, it was considered that needs for in-service training should be determined and more detailed researches on the development of in-service training course, model programmes for different in-service training activities and in-service training for teachers.
