Özet
Dünya ülkelerinin içişlerinde birlik ve bütünlüğünü sağlayabilmesi, diğer ülkelere karşı dış güvenlikte yetersizliğe sebep olmamaları için değişen ve gelişen teknolojik ilerlermeleri takip etmesi gerekmektedir. Savunma sanayisi alanında var olan teknolojik gelişmelerin takibiyle birlikte savunma sanayisini geliştirebilmek için savunma harcamalarıyla dengelenmesi mecburiyeti ortaya çıkmaktadır. Tüm bunlara ihtiyaç duyulmasının temelinde ülkenin iç ve dış güvenliğinin sağlanması, bağımsızlık ve her daim vatan bütünlüğünün sağlanması amaçlanmaktadır. Türkiye jeopolitik konumu gereği savaşa ve iç karışıklıklara her zaman hazır bulunması gereken bir ülkedir. Ülkenin, politik, ekonomik ve sosyal açıdan istikrarsız ülkelere komşu konumunda yer alması, düzensiz göç ve terör gibi birçok tehdide maruz kalmasına sebep olmaktadır. Savunma harcamaları ve sanayisi, Türkiye'nin bağımsızlığını iç güvenlik ve bölgesel güvenlik politikasında sonuç verebilecek bir konuma ulaşmasını desteklemekte temel bir etkendir. Bu çalışmada devletin güvenlikteki rolü, terörizmin savunma harcamalarına ekonomik etkisi Türkiye örneğinde incelenmektedir. Bu doğrultuda ilk olarak, Türk savunma sanayisi gelişim ve kurumları incelenmiştir. Ardından, terörün Türk savunma harcamalarına ve savunma sanayisine etkisi, terör türleri ve terörle mücadele konuları ele alınmıştır. Ayrıca, terörizmin, Türk savunma sanayisine ve savunma harcamalarına ekonomik etkilerinin incelenmesi ile bu ilişkinin derinliğinin ortaya çıkarılması amaçlanmıştır. Tezin temel bulgusu terörizmin, Türkiye'de savunma sanayi ve savunma harcamaları üzerinde artırıcı ekonomik etkilere sahip olduğu ve güvenlik politikaları üzerinde de stratejik belirleyiciliği olduğu biçiminde özetlenebilir.

In order for countries to maintain unity and integrity in their internal affairs and to avoid inadequacies in external security against other countries, they need to keep up with changing and evolving technological advancements. With the pursuit of existing technological developments in the defense industry, there is a necessity to balance defense expenditures in order to enhance the defense industry. The underlying need for all of this is to ensure the country's internal and external security, independence, and the preservation of national unity at all times. Due to its geopolitical location, Turkey is a country that must always be prepared for war and internal turmoil. The country's proximity to politically, economically, and socially unstable countries exposes it to various threats such as irregular migration and terrorism. Defense expenditures and industry play a crucial role in supporting Turkey's independence and its security policies in terms of internal security and regional security. This study examines the role of the state in security and the economic impact of terrorism on defense expenditures using the example of Turkey. Accordingly, firstly, the development and institutions of the Turkish defense industry are examined. Then, the impact of terrorism on Turkish defense expenditures and defense industry, types of terrorism, and counter-terrorism issues are addressed. In addition, the aim is to explore the economic effects of terrorism on the Turkish defense industry and defense expenditures, and to reveal the depth of this relationship. The main finding of the thesis can be summarized as follows: terrorism has augmenting economic effects on Turkey's defense industry and defense expenditures and has strategic determinism on security policies.
