Özet

Yönetim sistemleri veya siyasal sistemler, devletlerin ve kurumların yönetimi için hükmetme gücünün kimin elinde nasıl bulunacağını belirleyerek ortaya çıkan ve gelişen devlet iktidarı türlerini ifade etmektedir. Çeşitli hükümet sistemlerini oluşturmak için geçmiş çağlardan beri sınıflandırmalar mevcuttur. Herhangi bir zamanda varlığını gösteren ve işleyen siyasal kurumların oluşturduğu yapı siyasal sistemlerdir. Bu kurumlar arasında etkileşim ve koordineli bir çalışma söz konusudur. Siyasal sistem ülkenin kültürel, sosyal, ekonomik ve diğer yapıları ile etkileşim halindedir. Fakat kurumlar bir devletin sadece yapısını oluşturur, genel özelliklerini ise seçim sistemleri, siyasal güçleri, partilerin yapısı, vatandaşların siyasete katılımı gibi etmenler oluşturur. Üst düzey devlet yöneticisi, devlet kurumların da ilgili olduğu alt birimlerde mevzuatlar ile ilgili uygulamaları denetler ve benzer görevleri yürütürler. Demokrasi, dünyadaki tüm devlet ve bireylerin kurum veya devlet politikasını şekillendirmek için sahip olduğu yönetim biçimidir. Demokrasi ölçümleri 1970'den beri Freedom House, 2006 yılından bu yana The Economist tarafından yapılmaktadır. Demokrasi endeksleri hükümetlerin siyasal katılımlarını, siyasal özgürlüklerini ve seçim süreçlerini inceleyerek hazırlanmaktadır. Demokrasi sınıflandırması açısından ülkeler; tam demokrasiler, kusurlu demokrasiler, hibrit rejimler ve demokratik olmayan rejimler olarak kategorize edilmektedir. Bu çalışmada, demokrasi sınıflandırmalarına göre ülkelerde üst düzey devlet yöneticilerinin atanması incelenecektir. Çalışmanın hipotezi; siyasal sistemlerde farklı demokratikleşme düzeylerine göre üst düzey devlet yöneticilerinin atanmasında çeşitlilikler olduğudur. Çalışmanın yöntemi, betimsel ve tarihsel araştırma yöntemleri ve belgeye dayalı veri analizidir. Bu çerçevede The Economist'e göre demokratikleşme puanları üzerinden veriler incelenerek sonuca ulaşılacaktır.

Administrative systems or political systems express the states and the types of dominance of the state for the administration of states. Classifications have existed since ancient times to form the various goverment system. Political systems are the structure formed by political institutions that show their existence and function at any time. There is interaction and coordinated work between these institutions. The political system interacts with the cultural, social, economic and other institutions of the country. However institutions constitute only the structure of a state.ts general characteristics are made by the electoral systems, political power, the structure of the parties, and the participation of citizens in politics. Its general characteristics are made by the electoral systems, political power, the structure of the parties, and the participation of citizens in politics.The senior state manager supervises the implementation of legislation to state institutions and related sub-units that make recommendations to the government on political issues and perform similar duties. Democracy is the form of government that all states and individuals in the world have in order to shape their institution or state policy. Democracy measurements have been made by Freedom House since 1970 and by The Economist since 2006. Democracy indices are prepared by examining the political participation, political freedom and electoral processes of governments.Evaluations in terms of democracy dimensions; are categorized as full democracies, flawed democracies, hybrid regimes and non-democratic regimes.In this study, the appointment of senior state administrators in countries according to democracy classifications will be examined. The hypothesis of the study; In each political system, the appointment of senior state administrators is different according to the level of democratization. The method of the study is descriptive and historical research methods and document-based data analysis. In this framework, the results will be reached by examining the data on democratization scores according to The Economist.
