Özet
Çağımızda hâkim olan, giderek toplumlar ve devletlerarasındaki gücün belirleyicisi olarak kullanılan bilgi ve teknoloji her alana sızdığı gibi kamu ve kamu hizmetlerinde de etkisini göstererek kamuda var olan geleneksel anlayışın yerini bilgi ve teknolojinin getirdiği yeni kavramlara bırakmıştır. Geleneksel anlayışta hantallık, verimsizlik, kırtasiyecilik gibi kavramlar hizmetlerin elektronik ortama taşınması olarak tanımlayabileceğimiz e-devlet yerini 7/24 erişim sağlanabilen ve gereksiz formalitelere gerek kalmayan bir hizmete dönüşmüştür. Değişim ve dönüşümün kaçınılmaz olduğu çağımızda e-devlet kavramı ise bilgisayarlardan daha çok kullandığımız ve hemen hemen herkeste görmesi mümkün olan cep telefonlarımıza ve tabletlerimize taşıyan m-devlet hizmetine yani parmaklarımızın ucunda olan bir hizmete yerini bırakmıştır. Bu çalışmada, geçmişten günümüze kamu yönetiminin iyileştirilmesi için kullanılan kuramlar ve bu kuramların çağın gerekleriyle nasıl değiştiği ve dönüştüğü, elektronik devlet ve m-devlete kadar gelen bu dönüşüm sürecinde uygulanan yöntemlerin avantaj ve dezavantajlarından bahsedilerek verimliliğin nasıl sağlandığı irdelenmiştir. Çalışma iki bölümden oluşmaktadır. Birinci bölümde kamu yönetiminde geçmişten günümüze uygulanan kamu yönetimi kuramlarından bahsedilmiş olup bu kuramların olumlu/olumsuz yönlerine değinilmiştir. İkinci bölümde ise bilgi ve teknoloji çağına ulaşılmasıyla ortaya çıkan e-devlet ve m-devlet kavramlarına ve hizmetlerde yer alan uygulamalara yer verilmiştir.

Information and technology, which dominates in our age and is increasingly used as the determinant of power between societies and states, has infiltrated every field as well as showing its effect in public and public services, leaving the traditional understanding in the public sector to new concepts brought by information and technology. Concepts such as clumsiness, inefficiency, and stationery in the traditional understanding have transformed the e-government place, which can be defined as the transfer of services to the electronic environment, into a service that can be accessed 24/7 and does not require unnecessary formalities. In our age when change and transformation are inevitable, the concept of e-government has left its place to the m-government service, which is at our fingertips, which we use more than computers and which can be seen by almost everyone, to our mobile phones and tablets. In this study, the theories used for the improvement of public administration from the past to the present and how these theories have changed and transformed with the requirements of the age, the advantages and disadvantages of the methods applied in this transformation process, which came to the electronic state and m-state, and how efficiency was achieved were examined. The study consists of two parts. In the first part, the public administration theories that have been applied in public administration from the past to the present are mentioned and the positive / negative aspects of these theories are mentioned. In the second part, the concepts of e-government and m-government that emerged with the age of information and technology and the applications in the services are given.
