Özet
Günümüz dünyasında demokratik siyasal sistemler; genel olarak parlamenter sistem, başkanlık sistemi ve parlamenter sistem ile başkanlık sisteminin bir muhteliti olan yarı başkanlık sistemi olmak üzere üç ana biçim altında işlemektedir. Bu sistemler arasında Amerika Birleşik Devletleri (ABD), başkanlık sisteminin tipik işleyişini temsil etmektedir. Amerikan siyasi sisteminin ana kaynağı ise 1787 Anayasasıdır ki bu Anayasa İki yüz yılı aşkın bir süredir yürürlüktedir. Hükümet sistemlerine ilişkin tartışmaların Türkiye'deki varlığı ise esasen 1876 Anayasası ile başlamış ve 2017 yılında kabul edilen Cumhurbaşkanlığı Hükümet Sistemi'ne geçişle söz konusu tartışmalar başka bir biçim kazanmıştır. Bu tezin konusu siyasal sistemler içerisinde önem arz eden ABD Başkanlık sistemi ile Türkiye'de uygulama alanı bulan Cumhurbaşkanlığı Hükümet Sistemi'nin siyasi temsil açısından sahip olduğu unsurlardır. Bu çalışma, bilimsel araştırmalar sonucu açığa çıkan hükümet modellerini sistematik açıdan ele almaktadır. Bu çerçevede ABD ve Türkiye'nin hükümet modelleri, halkın sistem içerisinde nasıl temsil edildiği tartışması çerçevesinde detaylı bir şekilde değerlendirilmiştir. Cumhurbaşkanlığı Hükümet Sistemi ve ABD Başkanlık sistemi kıyaslamaya tabi tutulurken yasama ve yürütme organlarının ilişki düzeni, bu ülkelerin devlet yapıları, siyasi parti sistemleri ve seçim sistemleri odağa alınarak bir analiz yapılmıştır.

Democratic political systems in today's world; In general, the parliamentary system operates in three main forms: the presidential system, the parliamentary system and the semi-presidential system, which is a combination of the presidential system. Among these systems, the United States (USA) represents the typical operation of the presidential system. The main source of the American political system is the Constitution of 1787, which has been in force for over two hundred years. The existence of discussions on government systems in Turkey started with the 1876 Constitution and with the transition to the Presidential Government System adopted in 2017, these discussions took a different form. The subject of this thesis is the USA Presidential system, which is important in political systems, and the elements of the Presidential Government System, which finds application in Turkey, in terms of political representation. This study systematically deals with the government models revealed as a result of scientific research. In this context, the government models of the USA and Turkey have been evaluated in detail within the framework of the discussion of how the public is represented in the system. While comparing the Presidential Government System and the US Presidential system, an analysis has been made by focusing on the relationship order of the legislative and executive organs, the state structures of these countries, political party systems and election systems.
