As every single digital interaction indicates generation and storage of vast amount of data, called as big data, every social organizations tend to leverage the opportunity by adapting current technology. Thus, the impact of evolving information and communication technologies on public diplomacy is significant. It is not only implementation of activities but also PD measuring and evaluation is subject to change. Therefore, this thesis focuses on measuring and evaluation practice in PD in the context of evolving technologies as well as new trends social science research such as computational social science. The research examines three diverse PD architecture and evaluation practises: the United States, Turkiye, and the European Union. The Cambridge Analytica case is also investigated since it provides insight into the usage of data for political purposes. As a result, institutions tend to change their evaluation attitude from measuring outputs towards assessing outcomes. Data opportunities triggered institutions to sophisticate their research practices. In this regard, PD institutions are now using more impact-based metrics such as 'outreach, engagement, satisfaction, perception, knowledge, skills acquisition, post-program engagement, employment and economics' (ACPD Report, 2018, p.12).
